"She cannot learn just giving her an iPad and me teaching her, she has to have one on one contact with a teacher that knows what they're doing," he explained.He believes that for his family the benefits of in-person instruction outweigh the risks during the pandemic.Which is why he was encouraged to hear about San Diego City Councilmember Chris Cate's plan to give SDUSD families more options for how kids are taught during the upcoming school year.A statement released by Cate Tuesday reads in part, "As a father myself, I understand the struggle families are going through right now with ensuring their children are receiving a quality education."The plan includes:Offering waivers for in-person instructionCreating open-air classroomsImplementing staggered start timesand providing more resources and financial support for parents who choose to keep their kids home.Although Governor Newsom has said schools can't reopen until the county has been off the state's watchlist for 14 days, there is an option for districts to apply for an exemption that could be granted by county health officials. The exemption only applies to elementary schools.Whether it's through an exemption or other means, parents like Powell say they just want the option to choose. KEARNY, N.J. — An uninvited guest made its way into several New Jersey suburbs, creating quite a stir inside normally quiet areas.Police believe a 300-pound bear is roaming around communities and was most recently seen in North Arlington.It was likely the same bear that was spotted in Kearny. It's not clear how a black bear ended up in the middle of densely populated areas like Kearny — and Harrison, beforehand — but some New Jersey residents needed a second to get their bearings after spotting the furry animal."I haven't seen any here, this is the first time. Surprised me. Especially close to my house," said Ruben Martinez.He barely noticed that it had climbed up a tree in his own backyard around 1 p.m. Monday. That was until he heard some commotion outside."When I went outside, that's when I found out. I saw police in my driveway, that's how I found out. Plus, I see a lot of people outside," Martinez said.Harrison police said the bear was first spotted on Saturday at the local Walmart and by Red Bull Arena. Officers snapped a picture with their bare hands and posted it on social media, warning people to be on alert."We did get a call from the town of Kearny that there was a bear was in the neighborhood and police were looking for it,” said Herbert Ginbel, a local resident.Police asked residents to bear with them as they tried to capture the animal. They've requested an animal control unit and notified the New Jersey Division of Fish and Wildlife."I just hope everything will work out all right, and as a deacon I pray that the bear will be ok, and it can be returned to the habitat that I belongs,” Ginbel said.It's estimated the bear weighs 300 pounds. LA JOLLA, Calif. (KGTV) -- A group of San Diego conservationists is testing a high-tech approach to catch poachers illegally fishing in marine protected areas.The Imperial Beach-based non-profit Wildcoast is in the midst of a pilot study with the Scripps Institution of Oceanography to examine the effectiveness of land-based radar as a real-time monitoring tool for law enforcement.A single radar station can send a signal up to three miles and detect vessels as small as a kayak, said Wildcoast conservationist Cory Pukini."Enforcement officers will be able to open up a laptop or look at their cell phone to see if people are in compliance without actually deploying resources to come out here," Pukini said while boating through one of the marine protected areas (MPAs).There are 11 MPAs in San Diego County which have restrictions on fishing, including one near Crystal Pier in Pacific Beach and another near the La Jolla Children's Pool. The areas are designed to help fish populations rebound, provide a buffer zone for the effects of climate change, and preserve other resources.A new law that took effect this year allows wardens to issue heftier fines to people caught fishing for profit in an MPA. The penalty for a first offense now ranges from ,000 to ,000, up from 0 to ,000. Although wardens have issued more fines and warnings in recent years, enforcement remains elusive. The California Department of Fish and Wildlife has just one boat and five wardens to patrol 18 MPAs in San Diego and Orange Counties. That's where the land-based radar and app could make an impact, according to Pukini."It'll help them more efficiently deploy resources to the field," he said.Together with ocean temperatures and weather data, information gathered by the radar could be used to forecast the times and locations where poaching is most likely, Pukini said.
