SAN DIEGO (KGTV) - San Diego Sheriff's Deputy Richard Fischer was re-assigned to administrative duties after a woman's allegations of inappropriate behavior surfaced this week.Now, a San Marcos woman is alleging Fischer did the same thing to her last year.    The woman is accusing Fischer of inappropriate conduct and touching in August of 2016, according to her attorney, Dan Gilleon.RELATED: Woman claims she was groped by San Diego deputy, files claim against department"Her house was burglarized during in the day and Fischer was one of the deputies that arrived to investigate the burglaries. They all leave," Gilleon said of his client's claims.Later, Gilleon said she heard a knock at her door."It's Deputy Fischer again. She opens the door and he looks at her and says, 'It looks like you could use a hug,' and without her consent reaches in and hugs her," Gilleon said.Gilleon added Fischer knew no one else was home."It shocks her, she's startled. The hairs going up on the back of the next," Gilleon said, alleging Fischer then uses the same ruse as another woman claims - asking to use the bathroom."Now he's deeper into the house and hugs her again. Now she's resisting and walks him to the door and he says - don't worry. I'll be in the community and I'll be keeping an eye out for you," Gilleon said.The second woman saw a news story about the other woman's similar allegations and recognized Fischer, according to her attorney."When she saw the story she knew word needed to get out. She wanted the other woman to know the same thing happened to her and she wanted the community to know this is what he is out there doing," Gilleon said.   Gilleon is filing the second claim next week.An SDSO spokesman told 10News  he will look into this second allegation and issue a statement. 1894

SAN DIEGO (KGTV) - San Diego students have a new way to report claims of physical or sexual abuse in school.Thursday, District Attorney Summer Stephan announced the creation of a new, online reporting system for suspected abuse. She also announced the creation of the Student Safety in School Systems Task Force."It's critically important that these reports don't fall through the cracks," Stephan says. "The safety of our students depends on it."RELATED: La Jolla Bishop's School graduate describes former teacher sexually abusing her, alumni come forwardStephan says many times, students don't feel comfortable going to school administrators or officials with claims of abuse. They fear the claims won't be taken seriously, or the allegations could be covered up. The new online system gives the students a more secure feeling that their claims will be investigated.The task force will vet and review every submission and follow up with the appropriate law enforcement agency. They will also guide the person facing the suspected abuse to find resources and other available services for help.This will not replace the responsibility of mandated reporters within schools, Stephan says. But it will give people another way to make sure the proper authorities hear their claims.RELATED: Former El Cajon high school teacher suspected of 6 sex assaultsAnyone is welcome to file a claim for any kind of physical or sexual abuse. But, Stephan says the main goal is to root out abuse done by teachers or other adults against students.Links to the reporting system will be put on the webpage of every school district in the county, as well as the DA's website. SAN DIEGO (KGTV) - Small businesses are the heart of San Diego's economy, but for those looking to start one, the process can feel overwhelming. It's a gap the nonprofit lender Accion has been working to fill for the last 25 years. "Sometimes thinking about getting a loan can be scary, and I think one of the things we really try to do through our process with our staff is really walk alongside that business owner," said Elizabeth Shott, CEO of Accion. Since they began in 1994, Accion has loaned million to roughly 3,100 small businesses."We're teaching them about their credit, about their finance, and their cash flow. So through the loan process they're getting a lot of one-on-one education from our staff team," said Shott.On Accion's website, you can apply for a loan as well as learn about free resources available in San Diego. Some free resources include:Legal clinics at universities San Diego Small Business Development CenterA patent attorney available once a month at the libraryFrancisco Moreno, owner of Tacos La Mezcla, is one of the many entrepreneurs who's received both a loan and guidance from Accion. “I guess the unknown is really scary, financially it can be really stressful," said Moreno. After Moreno successfully launched his food truck he was able to open a restaurant with help from Accion. Shott cautions businesses to be careful when getting any loan, being sure to ask questions and understand the terms and fees. Her staff often hears about predatory lenders online which can ultimately cost a business far more than they're able to afford. Their partner nonprofit CDC compiled this list to help entrepreneurs in thinking about the questions/info they should know prior to getting a loan. 1737

  

SAN DIEGO (KGTV) -- SeaWorld San Diego is set to close Wednesday as another round of storms move through the county. According to a SeaWorld spokesperson, the park will be closed December 4 due to “forecasted inclement weather, including periods of significant rain and possible thunderstorms.”“The safety of our guests and employees is our top priority,” the park said in a statement. RELATED: Check today's San Diego County forecastSeaWorld anticipates reopening again on Thursday, December 5. Rain is expected to become widespread by Wednesday morning with periods of heavy rain, possible thunderstorms, localized flooding and heavy rain, according to 10News Meteorologist Megan Parry. As a result of the rain, the National Weather Service issued a flash flood watch for Wednesday from 6 a.m. to 6 p.m. for San Diego County’s coastal areas, valleys and mountains. Coastal areas are expected to receive up to an inch of rain while some mountains could see as much as three inches of precipitation. 1008
