SAN DIEGO (KGTV) — San Diego Police officers are getting a new chance to buy a home in the city that they serve.This week, the city launched a public-private partnership that allows eligible officers to get up to a ,000 interest free loan that can go toward a down payment for a home. "We're not here to help people buy million dollar homes or anything like that," said Councilman Chris Cate. "Several of our officers have had to move outside of the county because the price of homes keeps going up and up and up," said Jack Schaeffer, who heads the San Diego Police Officers Association. The report, conducted by the National Low Income Housing Coalition, named the San Diego-Carlsbad metro the fifth most expensive area for housing in the state. SAN DIEGO (KGTV) - San Diego is celebrating 250 years of history in 2019 with special events planned to commemorate the anniversary. Mayor Kevin Faulconer announced efforts for the San Diego 250 initiative Tuesday at a news conference. The San Diego region has been Kumeyaay territory for thousands of years, but the San Diego we know today began on July 16, 1769, city officials said. “This year we mark a tremendous milestone – 250 years of history, culture and achievement,” Mayor Faulconer said. “San Diego is the place where California began, and we will reflect on our past, commemorate this moment in time and look forward to building a better future for all San Diegans in the next 250 years. I want to thank the many dedicated individuals and organizations that have come together to help celebrate this important anniversary and create opportunities to learn more about our history and heritage as a city and region.” A group of civic leaders, organizations, community volunteers has met biweekly to plan key events. Kumeyaay representatives have also contributed to the group’s discussions about an accurate historical representation of their history. SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563
SAN DIEGO (KGTV) - Rent isn't the only thing in San Diego on the rise - so are the costs and fees associated with it. A recent study from HotPads, a Zillow-owned site, says San Diegans can pay ,270 per year in overlooked costs and fees that come with moving. The includes security and pet deposits, pet rent and parking. The biggest chunk comes from the security deposit, which is typically one month's rent. In all, it works out to an additional 6 per month. "As rent prices continue to rise and rent affordability remains a concern, it is important for renters to consider all their potential expenses before planning a move," said Joshua Clark, economist at HotPads. "There's all kinds of things they might charge you for at move-in, so you want to be sure to check before you sign anything," she said. Steingrebe focuses largely on downtown, renting out privately owned condos. She says some buildings even require tenants hire move-in coordinators to make sure things go smoothly and not disturb other residents. Renters don't pay the HOA directly, but landlord's can pass along any sort of fines or violations they commit. "Unauthorized moves, these buildings downtown, you can't just walk in with your couch, you have to schedule it," Steingrebe said, adding dumping trash inappropriately can also lead to fines. The biggest financial issues that arise for renters come at the end of a lease, when it comes to getting a security deposit refunded, Steingrebe said. She said the best defense is to document with photos and text any damage or issues that occur throughout the year, starting with an initial move-in inspection. She said it's typical for landlords to deduct for carpet cleaning at the end of the lease. Renters can hire their own company to do it and leave the receipt, but if the job is sub-par, they could end up paying twice. Renters do have the right to use their property and not be charged for normal wear and tear. For instance, it's totally fine to nail a picture to the wall. Doing something bigger, however, such as a mounting a large TV to a wall, could lead to extra withdrawals from your security deposit. 2837
