SAN DIEGO (KGTV) — Pacific Beach mother Sandy Algra says her number one job is keeping her child safe, something she wasn’t able to do a few months ago.Algra and her 3-year-old son were at Liberty Station Park when he was scratched by a dirty needle, sending him to the emergency room. Algra says he underwent an infectious disease consultation and will require HIV and Hepatitis C tests every six months.“Right now I’m trying to channel and redirect the anger that I feel about what happened to him, that I wasn’t able to keep him safe," said Algra.She's created a petition to designate San Diego’s playgrounds for children only; adults are only allowed if they’re accompanied by a child.Similar ordinances already exist in New York and Florida, people who violate them can face fines. "I think that most people can use common sense and understand that an adult is not meant to be living under a slide, or sitting on a swing doing drugs or otherwise, that's not what these playgrounds are designed for," said Algra. The petition has over 1,000 signatures and has garnered support from the Pacific Beach Planning Group and Pacific Beach Town Council.Algra plans to eventually bring the petition to San Diego City Council. SAN DIEGO (KGTV) - Raids are expected to begin across the country this weekend targeting undocumented immigrants with deportation orders.According to the New York Times, ICE agents will target some 2,000 who have deportation orders in at least ten cities. The raids will include "collateral" deportations, meaning undocumented immigrants at the scene may also be detained."There is definitely fear," said Benjamin Prado, a member of the 38-year-old group Union Del Barrio. This weekend, the group will be sending out an unspecified number of patrols in various communities. Prado showed 10News a video recorded by the group on Thursday morning. In it, a tip from neighbors in City Heights led them to two vehicles believed to being driven by ICE agents. The group in turn informed people through different means, including social media posts about the presence of the agents.Another group taking action is the Council on American-Islamic Relations. On Thursday morning, national CAIR reissued a community advisory ahead of the impending raids."When you're stressed the first thing you forget is your rights," said Aleena Jun Nawabi, who heads outreach for CAIR San Diego.In the advisory, CAIR officials emphasize rights, including not having to open the front door unless there's a warrant.Those rights are also highlighted in cards and handouts that will be given out by Union Del Barrio. SAN DIEGO (KGTV) — Outrageously high electric bills are landing in inboxes across San Diego County, some nearing ,000.And it's not just the sweltering San Diego summer leading to the increases."I was wondering exactly what's going on and wondering if there was an issue," said Matt Berlin, a Point Loma resident who got a 0 electric bill this month from San Diego Gas and Electric. SDG&E spokesperson Wes Jones said the utility instituted a state-mandated third usage tier for its highest users. SAN DIEGO (KGTV) — One person was killed and another person was in critical condition following a shooting in Shelltown early Saturday.The shooting was reported at about 1:30 a.m. near Epsilon St. and 42nd St., according to San Diego Police. Two men were standing outside when the shooting occurred, but it's unclear what led up to the gunshots.One man in his 50s died and another man in his 60s suffered non-life threatening injuries.Police were not able to immediately give a suspect description, but were interviewing neighbors Saturday morning. 556

SAN DIEGO (KGTV) - One of four teenagers accused of fatally beating a man near Petco Park was charged Tuesday with murder and torture.San Diego Police said Dominick Wells, 19, and three juvenile females aged 14, 15 and 17 attacked Edward Starland near a bridge behind the ballpark the afternoon of Nov. 18.Witnesses said Starland had been fighting with the group before he was thrown to the ground and beaten. The group ran off down Imperial Avenue. Starland’s sister Catherine flew to San Diego from Florida to be by his side when he was on life support in the hospital. She said her brother had a heart condition and a pacemaker, and didn’t know why anyone would attack him."I came here for my brother because I don't want him to be alone. I want him to know I'm by his side; when he wakes up he knows I'm here,” she said. Starland, 56, died of his injuries Dec. 3.Police later arrested the teens. Wells is currently being held on a first-degree murder charge at San Diego Central Jail.
