PASADENA, Calif. (AP) — A divided U.S. appeals court has ruled that the Trump administration can end humanitarian protections that have allowed hundreds of thousands of people from El Salvador, Nicaragua, Haiti and Sudan to remain in the United States. The 9th U.S. Circuit Court of Appeals on Monday lifted a preliminary injunction that had blocked the government from ending Temporary Protected Status for people from those four countries. Since 1990, the policy has granted temporary legal status to people from countries affected by natural disasters and civil conflict. The legal status is often extended, but the Trump administration decided to end it for several countries. 688

Pennsylvania GOP Rep. Charlie Dent announced Tuesday he is resigning in the "coming weeks," a decision that came after he first said he'd be retiring at the end of his term in Congress.The moderate Republican tweeted the decision came after discussions with his family and "careful reflection.""I am especially proud of the work I have done to give voice to the sensible center in our country that is often overlooked or ignored," he said in the statement. "It is my intention to aggressively advocate for responsible governance and pragmatic solutions in the coming years."In a statement Tuesday, Pennsylvania Gov. Tom Wolf, a Democrat, thanked Dent for his service."Charlie Dent is a voice of reason and civility that breaks through the chaos and partisanship of Washington and he will be missed," he said.The governor's office also announced that there will be a special election to fill Dent's seat, but no set date yet.The Pennsylvania Supreme Court's February order creating new congressional districts in the commonwealth beginning next term included language that, if there were to be a special congressional election before the new term next January, it would be held under the 2011 congressional district map.Already, 43 House Republicans have announced this cycle they are retiring, running for another office or resigning outright, including Dent and House Speaker Paul Ryan. Democrats, who need to pick up about two dozen seats to reclaim control of the House, are hoping that President Donald Trump's unpopularity helps lead to a blue wave in this fall's midterm elections.At the time of his announcement last year that he would retire, National Republican Congressional Committee Chairman Steve Stivers said that the lawmaker's "leadership in Congress will be sorely missed," and added that he expects the seat to remain in Republican hands.Dent's office has not yet responded to CNN's request for when exactly he would leave office.Dent, who has served in Congress since 2005, previously told CNN Trump wasn't the determining factor in his decision to retire at the end of his term.  2112

Police say a St. Louis police officer who was shot in the head while responding to a shooting remains in critical condition. St. Louis Police Department spokeswoman Officer Michelle Woodling says a second officer who was shot in the leg was treated and released after the shooting around 6 p.m. Saturday in the South Grand neighborhood. The gunman barricaded himself inside a home and police negotiated with him for nearly 12 hours before the 43-year-old was taken into custody Sunday morning. Police have released no details about his arrest. The gravely injured officer is 29 years old and has been on the force 3 1/2 years. 634

  

PINE VALLEY, Calif. — A suspected human smuggler was sentenced to 30 months in prison for barreling through a Border Patrol checkpoint, narrowly missing vehicles and severely injuring a border agent.Jorge Garcia-Osornio, 28, of Michoacán, Mexico, was charged with transporting certain aliens and aiding and abetting from the Nov. 14, 2017 incident.Border officials said Garcia was illegally in the U.S. when he approached a Pine Valley border checkpoint with two illegal immigrants hidden in the floor of his vehicle. As he neared the line of cars waiting, Garcia made an illegal U-turn and began driving in the opposite direction on the freeway, officials said.Agents began to pursue Garcia before he made another U-turn and headed back toward the checkpoint at speeds reaching 100 miles per hour.As he reached the checkpoint, officials said Garcia narrowly missed two vehicles and a border agent, and blasted through a metal sign, sending debris in all directions.“In committing his criminal act, Garcia not only placed the lives of those he smuggled in grave danger, but seriously injured a Border Patrol agent in the process,” Chief Patrol Agent Rodney S. Scott.That debris severely injured a nearby agent, who likened the blow to being "hit with a baseball bat." The agent was taken to a nearby hospital for treatment and has yet to return to duty.Garcia continued on for another three and a half miles at high speeds before exited a freeway and crashing into a hillside. One of the undocumented immigrants hiding in the vehicle told agents he "feared for his life."Garcia was arrested nearby after ditching his crashed vehicle. As part of his plea deal, he admitted to charges of driving the wrong way, using a dangerous weapon, and seriously injuring a border agent, among other charges.The man was expecting to earn between ,400 to ,000 for transporting each undocumented immigrant.“This defendant had no regard for the safety of his passengers, other drivers on the freeway or agents at the checkpoint,” U.S. Attorney Adam Braverman said in a release. “It’s a miracle no one died in this incident. PALM BEACH COUNTY, Fla. -- A Palm Beach County deputy is under investigation after video showed him shoving a Black man against a wall and suggesting he doesn't have the freedom of speech, authorities say.In the 13-second video posted on Twitter by high-profile attorney Benjamin Crump, a man identified as Kevin Wygant, 19, is seen handcuffed outside a Tijuana Flats restaurant, located at 13860 Wellington Trace in Wellington."Yes, I do have the freedom of speech," Wygant is heard saying to the deputy, identified by the Palm Beach County Sheriff's Office as Charles Rhoads."Not to us you don't," Rhoads says."Oh, I don't have the freedom of speech to you?" Wygant asks.Rhoads then pushes Wygant against a wall, leans in close to his ear and says, "I'll show you what [EXPLETIVE] freedom of speech is." 813
