SAN DIEGO (CNS) - A 19-year-old man was behind bars Friday on suspicion of fatally shooting an acquaintance at a San Ysidro motel.Customs officers who recognized Jonathan Orduno of Chula Vista from a be-on-the-lookout bulletin took him into custody at the San Ysidro Point of Entry on Thursday night in connection with the death last week of 22-year-old Adrian Torres-Garcia, according to San Diego police.A housekeeper found Torres-Garcia dead in a rented room at a motel in the 100 block of Calle Primera shortly before noon March 18, homicide Lt. Matt Dobbs said. The victim, a South Bay native with no known permanent address, died of at least one gunshot to his upper body.RELATED: San Diego police investigate death of man at San Ysidro motelDobbs declined to disclose a suspected motive for the shooting or release details on what led investigators to identify Orduno as the alleged killer. The lieutenant also would not say if the suspect was trying to leave the country or was re-entering the United States at the time of his arrest.Police have not recovered the gun that killed Torres-Garcia, Dobbs said.Orduno was booked into San Diego Central Jail on suspicion of first- degree murder. He was being held without bail pending arraignment, tentatively scheduled for April 6. 1292

SAN DIEGO — When the pandemic hit, hundreds of people living in San Diego's bridge shelters moved into the convention center, where they could spread out. More than six months later, they're still there. And it's the site of a Coronavirus outbreak. This month, 115 people living in the convention center tested positive for the the virus, and have moved to county-supplied hotel rooms for isolation. The remainder of the roughly 800 residents continue to live on site, now a one-stop shop of services including meals, laundry and finding permanent housing.Bob McElroy's Alpha Project is one of the city contractors serving the shelter.“It saved hundreds of people's lives, we couldn't have operated in the close proximity that we were in with the bridge shelters and Golden Hall and other facilities so it saved lives and I can't put a cost on that,” McElroy said. But the cost is now coming under scrutiny. From April through December, the city budgeted million to the convention center shelter, though most of that is via federal and state funds dedicated to COVID or homelessness. The city is now spending .6 million per month to rent the convention center from its own nonprofit. The Union-Tribune reports that in November, the city spent 0 dollars per person per day for about 900 residents, totaling .7 million. Now with the new outbreak, a group is renewing calls to close the center and place the residents in county-secured hotels subsidized with federal money to stop the spread.“We could have kept several hotels open and the staff employed and put the money back into the local community,” said activist Shane Parmely. The county has secured 806 hotel rooms for people to isolate, about a third of which are currently occupied. In a statement, the city said it will continue to work closely with the county to ensure it is providing the best protection and medical care in accordance with public-health guidelines. The statement added comparing hotel rate does not account for the full cost of supportive services it provides at the shelter. 2064

SAN DIEGO (CNS) - A construction project at the Edward J. Schwartz Federal Office Building in downtown San Diego will result in a 21-month closure of a portion of Front Street, beginning Saturday.According to the U.S. General Services Administration, a two-block stretch of Front Street, between Broadway and West F Street, will be affected by the construction project, which is expected to last until June 2021. Pedestrian and vehicle traffic will be detoured around the project area. The project will reinforce and enhance the Front Street underpass beneath the Schwartz Federal Building. The project is designed to increase safety for the building's occupants as well as pedestrians and motorists, according to the GSA.The Federal Building's existing framing at the underpass will be reinforced with new steel beams, concrete paneling and column support structures, federal officials said.Signs will be in place on Interstate 5 to alert motorists to the closure as they enter downtown. The easternmost lane of Front Street between Broadway and E Street will provide access to the underground parking garage at 101 West Broadway and for turning city buses.Construction work hours will be from 7 a.m. to 5:30 p.m. except on weekends and holidays. The roadwork will be completed first, followed by pedestrian walkways with full-height walls to separate the road from walkways, according to the GSA."One of our strategic goals is better management of federal real estate and this GSA construction project allows for that while also being a catalyst for downtown revitalization," said GSA Regional Administrator Tom Scott. "By enhancing the Schwartz Federal Office Building's structural integrity, we're also providing a safer public space in partnership with the community." 1779

RELATED: Newsom proposes plan to withhold gas tax funds from cities that don't meet housing requirementsSB1 was signed into law by then Governor Jerry Brown in 2017 and increased the gas tax by 12 cents per gallon and registration fees by as much as 5.In November of 2018, an effort to repeal the gas tax increase, Proposition 6, failed to pass in a statewide vote."The test of American strength is whether we defeat this stupid repeal measure which is nothing more than a Republican stunt to get a few of their losers returned to Congress," Brown said of the repeal effort at a 2018 event. Those who support the taxes say they're estimated to generate billion over a decade. 1160
