SAN DIEGO (KGTV) — In a move to help shed the mounting costs of a real estate deal gone wrong, the City of San Diego says it is stopping lease payments on the sharply criticized 101 Ash Street building.The city sent a letter to Cisterra Development, which brokered the real estate deal, that it will be "suspending further lease payments for the 1010 Ash Street building," starting with the Sept. 1 payment. The letter adds that the city will not be making any lease payments "until these issues are fairly resolved.""The City has lost use of the building due, in part, to direct physical loss and damage to the premises, including widespread and negligent disturbance of asbestos," the city's letter reads.RELATED: Options and possible consultation costs for vacant buildingThe property at 101 Ash St. has sat vacant in downtown San Diego for most of the last four years. As it remains empty and unused, taxpayers are paying a daily bill to the tune of ,000.The city intended to move 1,100 city employees into the building, but officials soon discovered problem after problem to the site's 19 floors. SAN DIEGO (KGTV) — Mission Valley is in store to get an additional nearly 30,000 homes by 2050, according to a new plan the City Council unanimously passed Tuesday.The council voted 9-0 to pass the Mission Valley Community Plan, which would increase the number of allowed housing units in Mission Valley to 39,200. Currently, the area has about 11,200 units. The idea is to change Mission Valley's underutilized strip malls into mixed-use developments, where housing and commercial are under the same roof. "That dream, that American dream, that middle class security that is created by home ownership is now vanishing for a large segment of the population, and we can do better," said Jonathan Frankel, who heads the Mission Valley Community Planning Group. But Mission Valley is currently one of the cities most congested areas. Currently, the city says 600 people live and work in Mission Valley, but 40,000 commute in daily. As part of the plan, the city would add bridges and roads, plus an additional trolley stop and bike and walking paths. It would allow the people who do live and work in Mission Valley to get where they need to go, without a car. "The Mission Valley Community Plan Update is a no-brainer that will increase desperately needed housing stock, improve amenities for residents and will help the city meet its climate action goals,” Councilman Scott Sherman said in a statement. “I appreciate my council colleagues for approving this important community plan update.”The city aims to turn Mission Valley into a transit environment to help with the region's housing crisis and its climate action goals, a staff report says. 1654
SAN DIEGO (KGTV) -- Kreg Van Hoesen has had to fight for his life for much of his life, born with congenital heart defects in 1986 when doctors didn't know until after he was born. Two surgeries at two months of age would be followed by two more at two years old. Then when Kreg was six, doctors tried to correct the defects in his heart. Unfortunately it didn't work. His mother, Pam Van Hoesen remembers every detail of the family's hard fought battle to keep Kreg alive. "His outlook was bleak," she says, "but he managed to get through it and within a week, he got a heart." They know the donor heart came from a family in the Midwest who lost a child traumatically, but they've never heard back from them after writing letters, and they understand. Pam says, "for someone else to lose a child in order for your child to live is mind boggling."To pay forward that most precious gift, the family became champions of organ donation. It started eight years after Kreg got his heart. Pam Van Hoesen's friend needed a kidney. Pam tested and hers was the best match. Then in 2003 Kreg went into kidney failure. The anti-rejection drugs from Kreg's heart transplant were very hard on his kidneys, and when he needed a kidney transplant, his dad Mark stepped in. Kreg initially rejected Mark's kidney however, and he almost lost his battle to survive again. Eventually his body accepted it, and he had 16 years with that kidney. But Kreg's health took a turn for the worse early this year. All three of his sisters tested to find the best match. Kreg's sister Kendyl was the closest match. Kendyl's mother-in-law also happened to be a kidney donor as well, and with both of her own parents living healthy lives with just one kidney, Kendyl didn't hesitate to agree to donate hers to her brother. She explains that the entire family was nervous going into this surgery. They knew as the donor, their family had a long track record of success living with just one kidney, but they worried about how Kreg would do, undergoing his third transplant surgery. "He's a real fighter and real survivor... but most of his surgeries didn't go as planned." It so happens that Kreg was due for success however, and this transplant, which was done at UCSD Medical Center, has been his easiest so far. The family, including Kreg, believe their mission is to get out the word about organ donation. Kreg says he's shocked by how many people are apprehensive about it, whether a living donation, or a donation after someone dies. "I do hope this can change the perspective," he says. 2568
SAN DIEGO (KGTV) — It’s something that has never happened before and could have long-lasting political impacts.Experts are projecting California will lose at least one congressional seat, and possibly two, once the 2020 Census numbers are finalized. The Census officially ended last week.If the outside projections are correct, it would be the first time ever that California’s political voice will shrink, and San Diego County is one of the most likely regions to have its representation diminish, according to Douglas Johnson, a researcher at the Rose Institute at Claremont McKenna College.Fewer House seats will affect all Californians, Johnson said, when big issues go before Congress.“That would mean we have two less votes in D.C. when there are votes on which state should get transportation dollars or what should be water policy or anything like that,” Johnson said.It also means California could drop from 55 votes to 53 in the Electoral College, giving the Golden State less influence in future presidential elections.When the squiggly congressional maps get redrawn, Johnson says it’s easy to predict which region will lose the first House seat: eastern Los Angeles County.“We can see that area is way short of the population for where it should be to justify the number of seats it has,” he said.Predicting the second seat on the hypothetical chopping block is trickier, he said.It could get carved out of the agriculture-rich Central Valley. But Johnson thinks the more likely scenario is that a seat in Northern San Diego County could be absorbed, in an area covering Solana Beach, Vista, Carlsbad, Oceanside and into southern Orange County.“The district in the middle is the 49th, and so it's the most likely to get squeezed,” he said.Ultimately, it will be up to the California Citizens Redistricting Commission to redraw the lines, a group created in 2010.They come up with crazy shapes because each district must have an equal population -- within one person -- based on interpretation from the Supreme Court. There are also federal requirements under the Voting Rights Act to group minorities together to ensure they have representation.Congressman Mike Levin (D-San Juan Capistrano) represents the 49th District.“It's far too early to discuss any changes to the District,” Levin said in a statement.There are still many unknowns. The latest data, from a company called ESRI, came from before the pandemic and showed California holding on to the second seat by a margin of less than 3,300 people.“Keep in mind, talking about 3,000 people in the context of a 40-million population estimate is a tiny, tiny fraction,” Johnson said. “The slightest undercount from the Census could trip us into losing that second seat.”The two states in line to take the seat are Arizona and Minnesota.Johnson said it’s hard to gauge how the pandemic could affect the count because the Census is a zero-sum game: it only matters if states are affected disproportionately.Both California and Arizona have similar “hard to reach” demographic groups, but Minnesota does not.“That's actually why I think Minnesota is a bigger threat to take our seat,” Johnson said.Minnesota had the highest self-response rate in the country, meaning Census workers had fewer people to find through follow-up efforts.California’s new Congressional districts will be in place for the elections in 2022. 3389
