Democrats plan to force a vote Wednesday morning on a bill related to health care coverage of pre-existing conditions and the size and scope of insurance plans, the latest action from the minority party's push to focus on the issue of health care going into the midterms.Democratic Sen. Tammy Baldwin of Wisconsin is using the Congressional Review Act to force a vote to overturn the Trump administration rule to expand short-term insurance plans. Forty-nine Democratic senators have said they will support the resolution and they would need two additional Republican votes to reach the fifty-one-vote threshold for the measure to pass, though the GOP-controlled House would likely not act on the legislation. That makes the series of events a largely symbolic vote aimed at forcing moderate Republicans to possibly take a politically difficult vote on the record.Short-term health plans don't have to adhere to the Affordable Care Act's regulations that protect people with pre-existing conditions. These plans can deny coverage or charge higher premiums to Americans based on their medical histories. And they don't have to provide comprehensive coverage. 1165

DEL MAR, Calif. (KGTV) - Polo spectators will enjoy a new venue this month as the San Diego Polo Classic moves to the Del Mar Fairgrounds. The event, previously held on the beach at the Hotel Del Coronado, will take space Sept. 28 at the Del Mar Arena. Two games will take place, including one pitting the Porsche San Diego team against an all-Hawaiian Tommy Bahamas team. During a polo match, players on horseback try to hit as many goals as possible. Each team has four players. The match is broken into four time periods called chukkas, each lasting seven minutes. Much of the sport is about what happens off the field. The San Diego Polo Classic will feature a fascinator hat contest, Porsche vehicles on display, and a Tommy Bahamas fashion show. DEL MAR, Calif. (KGTV) -  Race horse Irish Spring died after falling during the last race at the Del Mar Racetrack Saturday evening.Jockey Corey Nakatani was riding him while Geovanni Franco was riding Bitter Ring Home, who tripped over Irish Spring.The jockeys were both alert and talking but were taken off the track in neck braces as a precaution, said Mac McBride with the Del Mar Thoroughbred Club.McBride said Irish Spring fell after clipping heels with a horse that cut in front of him during the final stretch of the race. Bitter Ring Home then tripped over Irish Spring but did not appear to be injured.After the accident, the jockeys were lying on the grass near the inner rail. A horse ambulance and a regular ambulance were immediately brought onto the track.  825

  

DEL MAR (CNS) - Two horses that died when they collided while training at the Del Mar Racetrack last summer were processed into animal by-products instead of being taken to a UC Davis Animal Health and Safety Laboratory per protocol, it was reported Friday.The two horses killed in the July 18 head-on collision -- Charge A Bunch and Carson Valley -- were taken to a rendering plant near the El Sobrante Landfill in Corona, where they were processed into products such as fertilizer and bone meal before their remains were sent to the landfill, the Los Angeles Times reported."I got a call first thing in the morning after the accident saying the horses never arrived," Dr. Rick Arthur, equine medical director for the California Horse Racing Board, told the newspaper.Del Mar track officials got a call from the California Horse Racing Board because, by statute, it is the track's responsibility to get the bodies to the testing laboratory, according to The Times, which reported that an investigation found that Stiles Animal Removal was at fault for the mistake."The owner of Stiles admitted that he forgot to inform the new driver of this requirement (to take the remains to the state lab)," according to a CHRB investigators report.Mike Martin, spokesman for the CHRB, told the newspaper he contacted Mac McBride, Del Mar's media director, one day after the mistake was discovered and they spoke the day after that."Mac said that Del Mar would make an announcement as soon as a CHRB investigation was complete," Marten told the newspaper.Del Mar has made no public statement since the investigation concluded, but a statement by Chief Operating Officer Josh Rubinstein was given to The Times last week."As soon as the CHRB made us aware of the error by the contractor responsible for transport to the necropsy facility, Del Mar responded immediately and appropriately, including terminating that vendor," Rubinstein said. "Although the error was made by a vendor and not Del Mar personnel, it is our responsibility to see that the proper protocols are followed. December 1 is World AIDS Day, a day every year for the world to unite in the fight against the HIV epidemic, support those living with the disease and remember the hundreds of thousands who have died from it.“On 1 December WHO is calling on global leaders and citizens to rally for ‘global solidarity’ to maintain essential HIV services during COVID 19 and beyond - and to ensure continued provision of HIV services for children, adolescents and populations most at risk for the disease,” reads a public statement from the World Health Organization.“Protecting people from HIV during the pandemic, and ensuring they can maintain treatment, is critical. Researchers are currently investigating whether people with HIV have an increased risk of poor outcomes with COVID-19.”Meanwhile, in South Africa, which has been especially hard-hit by HIV/AIDS, health officials are hoping that new, long-acting drugs to help prevent HIV infection will be a turning point for the fight against a global health threat.South Africa has the biggest epidemic in the world with 7.7 million people living with HIV, according to UNAIDS.World AIDS Day was first observed in 1988. Every year since, organizations, scientists, patients and loved ones across the world encourage awareness to move toward ending the epidemic.About 1.2 million Americans are currently living with HIV, according to HIV.gov, a website managed by the US Department of Health and Human Services, and about 14 percent of those people living with it don’t know they have it and need testing.More than 37,000 new HIV infections were diagnosed in this country in 2018, according to the CDC, with the highest rates of new diagnoses happening in the South and among people aged 25-34.That year, there were more than 15,800 deaths among Americans who had been diagnosed with HIV.Men are still much more likely to contract the disease, about five times as many men had new diagnoses in 2018 as compared to women. According to CDC data, about two-thirds of new cases in 2018 resulted from male-to-male sexual contact with an infected person.About seven percent of new HIV infections in 2018 were the result of people injecting drugs using infected needles or equipment.The World Health Organization said they hope some of the lessons from the coronavirus pandemic can be applied to the HIV/AIDS epidemic to help “accelerate progress towards our new 2025 targets and … ending AIDS as a public health threat by 2030.” 2467
