SAN DIEGO (KGTV) -- With just weeks to go before the first day of school, parents across California are trying to figure out the best way to ensure their kids get a quality education.For some families, that means pulling their kids from a traditional district school."We're going to be homeschooling them," said parent Sarah Farsian.The Farsians have two kids, a first- and second-grader."In the pandemic, we are really afraid of sending them back to a campus," Farsian said. "Even though they're disinfected, what if they get sick."Her family is not the only one across the state making the same decision. Along with setting up their home school, some families are looking into micro-schooling or a small school. It could have regular classroom space or operate out of someone's home, using remote curriculums."First, it's going to be just us, but we are a member of a Facebook co-op group that also has accredited tutors, accredited teachers all different grades," Farsian said.Parents' decisions on where and how to educate their children could have impacts on the schools they leave."The overwhelming majority of the money to the overwhelming majority of districts from the LCFF, Local Control Funding Formula, which comes from the state, the dollars come from the state and go to the school districts based on the number of students they've got and also the distribution, the demographics of those students," said Bob Blattner with Blattner and Associates, an education lobbying and consulting firm.In a May revision to the governor's budget, the Local Control Funding Formula took a significant hit. The proposal states, "Absent additional federal funds, the COVID-19 Recession requires a 10 percent (.5 billion) reduction to LCFF."Lawmakers pushed back and passed a budget that kept school funding at current levels. Schools will get the same amount of state funding as they did this past school year. However, billions of dollars will be deferred, and schools won't be able to get it until the next school year."If we don't get federal dollars, the final budget deal starts borrowing from the next year," Blattner said."Districts are either going to have to go into their savings, and many have enough, or they're going to have to borrow. If they can't do either, the budget does have a provision giving support for districts that can't access the borrowing tools they need."Deferrals will impact districts and public charter schools a bit differently."Everybody is going to be subject to deferrals, and what that means basically is you will be reimbursed at a later date," said Myrna Castrejón, president and CEO of the California Charter Schools Association.Castrejón said in the last recession when they saw a lot of deferrals impacting the charter school sector, many of their school networks had to file for bankruptcy or borrow at commercial interest rates."Charter schools can't levy taxes, they can't pass bonds," Castrejón said."It's creating a particularly precarious perfect storm of fiscal challenge for charter schools when you can't get reimbursed for the students that are coming. You have limited access to borrowing capital to withstand the impact of deferrals," she said.Castrejón said there is a concern for some school entities when it comes to average daily attendance.The budget made it so growing schools and schools that have seen enrollment drop still get funded at the same level."Which means that for our charter schools that are growing and for district schools also that are experiencing enrollment growth, which is about 30 percent of districts across California, we're not going to be reimbursed for those students that we're serving," she explained.Castrejón said the governor did ask lawmakers to pursue solutions to fix the issue.As for Sarah Farsian, she said her kids will go back to a physical school location when they think it's safe."This is only for right now," she said. "If they can get this under control, yes (they will go back). They need to be with their friends." 4029
SAN DIEGO (KGTV) - Wednesday, a San Diego City Council Infrastructure Committee was briefed on the progress of a downtown building that’s presently costing taxpayers millions and may end up costing tens of millions more.The 19-story building at 101 Ash Street was supposed to be about saving taxpayers money and improving communication among city employees. But some council members say it’s becoming a symbol for just the opposite."What people need to remember is this is tax-payer money," says Councilman David Alvarez. The report also projected long-term savings for the city of more than million."We were given maps, we were given spreadsheets on the savings," says Alvarez.Flipping through a staff report, Alvarez says the projections were laid out in detail and signed by the city’s real estate department and chief operating officer. SAN DIEGO (KGTV) — While many houses of worship have moved outdoors in compliance with the latest purple tier restrictions, others say this infringes on their religious rights.Many churches have chosen to keep their doors open for indoor worship, and a San Diego attorney is helping some fight this in court.“The restrictions on houses of worship are arbitrary,” said Paul Jonna, an attorney with law firm LiMandri & Jonna LLP. “No matter what size the church is, they’re closed indoors.”Jonna represents religious leaders and churches in three separate legal battles happening in Los Angeles, Kern, and San Diego counties.“You can’t treat a church like a hair salon,” he said. “Churches are entitled to heightened protection; if you’re going to restrict the fundamental right to exercise religion, which is protected under the first amendment, you need a really, really good reason.”He believes religious services are essential, and shutdown orders on churches are not constitutional.“It’s affecting people’s mental health, it’s affecting their spiritual health, for people of faith there’s nothing more important than going to church and worshiping God,” he said.The local church represented by Jonna is South Bay Pentecostal Church. They initially took their fight to keep churches open all the way to the U.S. Supreme Court a few months ago but lost in a 5 to 4 decision.The battle isn’t over just yet; Jonna submitted a petition to the U.S. Supreme Court on Thursday calling for an emergency review of South Bay Pentecostal Church’s case.“We are quite confident that in the very near future, we’ll get a good ruling from the Supreme Court,” he said. “We also think the dynamic has changed now with Justice Barrett being confirmed to the Supreme Court.”Doctors, state and county health officials have repeatedly said indoor gatherings are dangerous during this pandemic, as COVID-19 could spread easily inside.According to San Diego Health and Human Services Agency data, in the first two weeks of November, 7,661 positive COVID-19 cases were reported.Of those cases, 4,917 people were interviewed, and 168 cases were possibly contracted at places of worship.Jonna said his client, Bishop Arthur Hodges, the senior pastor of South Bay Pentecostal Church, is doing all he can to make sure worshippers are safe in his church.“He goes above and beyond the CDC guidelines,” said Jonna. “He requires people to get temperature checks; he’s complying with the masks, social distancing, everything, ventilation systems.”Bishop Hodges tells ABC 10News that since reopening, he has seen zero COVID-19 cases due to being in his church. 2640
SAN DIEGO (KGTV) -- Young adults in the U.S. are moving more frequently than they did in 1960, according to a new report by Zillow. Data from San Diego, however, paints a different picture. According to the site, 33.8 percent of young adults in 1960 lived in their current home for less than two years. In 2017, more than 45 percent of young adults had lived in their current home for less than two years. San Diego, however, bucks the trend. In America’s Finest City, in 2017 the share of young adults who lived in a home less than two years is 50.6 percent, down from 54.4 percent in 1960. The data show that young San Diegans are moving less than in 1960. Among young adults who recently moved in the San Diego area, more than 68 percent moved within the metro, while 9.4 percent moved from a different metro in the state and 22.3 percent moved from outside the state. According to Zillow, changes in workplace norms have contributed to the changes in housing tenures. Zillow also says that, rather than climb the corporate ladder, many young adults move from one role or job to the next. The typical employed Millennial has been with their current employer for 2.8 years, according to Zillow. 1205
