SAN DIEGO (KGTV) -- In response to growing community outrage over a man who was released on bail a day after being arrested on attempted kidnapping charges, the San Diego County Sheriff's Department has released surveillance video of the incident in hopes of alleviating concern.The incident happened Sunday just before 3 p.m. in the parking lot of Costco Warehouse located at 1755 Hacienda Drive in Vista.A couple and their two small children were backing out of a parking stall when the suspect opened the rear vehicle door. The suspect attempted to remove the 2-year-old child from the car.Adam Glavinic, 37, was arrested for attempted kidnapping and being under the influence of a controlled substance and was booked into the Vista Detention Facility.Outrage ensued following reports that Glavinic was released from jail on a 0,000 bail the next day.WATCH: Growing outrage over attempt kidnapping suspect's release on bail"The Sheriff's Department in partnership with the D.A.'s Office are now releasing the video due to understandable concern from community members," said Lt. Ricardo Lopez, Media Relations Director for the San Diego County Sheriff's Department."It is understandable that anytime an incident involves a child in the vicinity of an event, it can produce fear and anxiety on the part of parents and community. This is why law enforcement prioritizes these cases and focuses on the evidence," said Lopez.The surveillance video the sheriff released Thursday night shows Glavinic walk up the driver's side of the family's white SUV. The SUV begins slowly backing out of the stall, and that is when Glavnic reaches for the rear passenger door handle. 1678

SAN DIEGO (KGTV) - Mayor Kevin Faulconer detailed his plan to bolster San Diego's infrastructure in a proposed budget Tuesday.The plan calls for a total of about 3 million in investments into the city's streets, parks, and water system — among other improvements. The investment in infrastructure is the largest in San Diego's history, according to the mayor's office.The investments are part of the mayor's proposed .8 billion budget, which City Council leaders are set to adopt at a June 11 meeting.RELATED: San Diego Mayor Kevin Faulconer unveils 2019 budget"After decades of neglect, we have a lot more to do, which is why I’m focused on fixing more streets, building more parks and making more neighborhood upgrades than ever before," Faulconer said in a release. "We also need to invest in aging buildings like those in Balboa Park so they stand the test of time and that’s exactly what this budget will do."Here's a look at some of the financial commitments the mayor's plan proposes:Pure Water: Among the commitments is a 1 million investment into Pure Water San Diego to create an independent, drought-proof local water supply for San Diego. That project is expected to break ground in 2019.RELATED: San Diego is tops for walkable parks, study showsBalboa Park & fire stations: Also on the docket are 1 million in repairs for local libraries, fire stations, lifeguard stations, and recreation centers. The funds will also see new roofing installed for Balboa Park's Mingei International Museum and Air & Space Museum.Transportation: The plan puts 8 million toward transportation projects which consist of road paving, traffic signals, sidewalk improvements, and bridges. This includes funding to fix about 390 miles of streets.Parks & Rec: Mission Bay Park, Chollas Lake, Hickman Field Athletic Area, and Skyline Hills Community Park will see .5 million in park upgrades, including new lighting, trail realignments, and ADA improvements.Water system: Faulconer's proposal also includes .6 million for stormwater upgrades to channels, pumps, storm drain pipes, and watersheds.Faulconer's entire proposed budget can be viewed on the city's website. 2230

SAN DIEGO (KGTV) -- Mixed Martial Arts fighter, Dean "The Boogeyman" Lister is asking the public to help him find a man he found inside his apartment. Lister, a Jiu Jitsu champion, has taken down opponents around the world - but he never expected a fight in his home. "I thought somebody was working in the apartment," he said, describing the man as covered in tattoos and wearing only a pair of boxers.Lister said the man wasn't making any sense, and soon Lister started to record him. In the video the man is heard saying that he went into the apartment because he thought it was a church. When the man realized that he was being record, Lister said he reached for a hammer - a moment that can be seen just before the video ends. Lister is a gun owner, and said he reached for his weapon when the stranger threatened him. At that point, the man got scared and Lister let him escape out the same window he broke in through. When police arrived, the man was gone. "I'm not trying to sound like any kind of saint," Lister said. "But whatever kind of money I lost, maybe it's not worth someone dying."Lister posted the video on Youtube and shared it with 10News in hopes that someone would recognize the intruder. "Hopefully he turns his life around," Lister said.   1327

  

SAN DIEGO (KGTV) — It's a disease that kills nearly a half million people a year. Mostly children. But painstaking work right here in San Diego is bringing the world ever closer to ending malaria."After you've been doing it for a while you get a little bit tired," said PhD student Madeline Luth, as she works over a microscope, "You're hands get a little bit shaky."She's part of a research team at UC San Diego involved in tedious, precise work."I'm using my syringe here to separate out a single mosquito," she said, "to isolate the thorax which contains all of the malaria parasites." Malaria is a parasite spread by mosquitoes; making the insect the deadliest organism on the planet -second only to humans. Millions of people -primarily in poor parts of the world like Africa- are made sick by the parasite every year. And hundreds of thousands die."What we're trying to do is interrupt the process so the infection never takes hold in your liver.," said Dr. Elizabeth Winzeler, who heads up the research team at the UC San Diego School of Medicine. "So you never develop any symptoms of the disease".Dr. Winzeler says here team has tested more than a half million compounds against the parasite. And is now about to release hundreds of promising mixtures to researchers around the world. "They can take the recipes and the information that we've used and start their own anti-malarial drug development," says Dr. Winzeler.The open door approach with no intellectual property protections, is made possible by billions of dollars in grants from the Bill & Melinda Gates Foundation. It is also a necessity since the vast majority of those new drugs will save, are too poor to pay for medicine. The venture is purely to save lives. "We're doing this for the good of humanity, says Dr. Winzeler, "And I think everyone is on board with this idea." Even if, says PhD student Madeline Luth, some of the work is hard to explain."It's a little strange telling people I dissect mosquitoes every Wednesday morning." 2022
