SAN DIEGO (KGTV) — A measure that would increase property tax bills to pay for thousands of affordable housing units has moved closer to the November ballot.On Tuesday, the San Diego City Council voted 6-3 to support what's called a resolution of necessity about the measure. It directed city staff to prepare language for the council to approve for the November ballot.The San Diego Housing Federation, which brought the measure forward, says it would pave the way for an estimated 7,500 affordable housing units. Of those, 5,000 would be for the homeless and those at risk of becoming homeless, while another 2,500 would be for low-wage working families. "Our hearts say we need to do this and frankly it is cheaper to put people in housing than it is to flood them with emergency services."The proposal would raise property taxes on average 19 cents per ,000 of assessed value, taking a gradual approach over about seven years. Once it is fully in place, an owner of a median priced home of 0,000 would pay an average of about 0 per year. The measure would require a two-thirds majority vote. James Douglas, a downtown resident, said something needs to be done to help the homeless, but he lamented his own high rent. "I was paying 0 for a two-bedroom and living room, kitchen, front yard backyard out towards the San Bernardino area," He said. "Here I got a studio for ,000. It's not even worth it."The six Democrats on the council supported the measure. The two Republicans and independent voted no. 1917

SAN DIEGO (KGTV) -- A person was hit and killed following a crash in San Diego late Saturday night. CHP says a driver lost control and crashed on SR-94 just west of I-805 around 10:30 p.m. Saturday night. According to officers, the driver then got out of the car and started walking to an off-ramp when they were hit by another vehicle. The victim died at the scene, CHP says. The car that hit the victim fled the scene. At this time, it’s unclear if drugs or alcohol were factors in either crash. 506

SAN DIEGO (KGTV) – A man suspected of causing serious injuries that left a man in a coma-like state for nearly four years before his eventual death was arrested earlier this month, San Diego police announced Tuesday.San Diego police said 42-year-old Manuel Lopez was identified by investigators as the suspect in the death of Allen Stokes and was taken into custody on Sept. 3, on suspicion of murder.On March 12, 2016, Stokes was found unresponsive in an apartment building in the 7100 block of El Cajon Boulevard. Stokes was taken to the hospital for treatment, but his condition never improved.According to police, Stokes “remained in a conscious, yet unresponsive state, until his death” on Nov. 8, 2019.The San Diego County Medical Examiner’s Office determined Stokes’ death “was the result of injuries received in March of 2016.”Stokes was 67 years old at the time he was injured. He was 72 years old when he died, police stated.After Stokes’ death was determined to be a homicide, investigators gathered evidence and spoke to those who knew the victim and eventually identified Lopez as a suspect in the case.Police said Lopez was booked into County Jail following his arrest.During Lopez's Tuesday afternoon arraignment, Deputy District Attorney Mary Naoom alleged a mallet was used in the killing.In entering his plea, Lopez told San Diego County Superior Court Judge Peter Deddeh, `"`I'm innocent."Lopez was ordered held on million bail and a bail review hearing was set next week in his case.Anyone with information on the case is urged to contact SDPD’s Homicide Unit at 619-531-2293 or Crime Stoppers at (888) 580-8477. 1643

  

SAN DIEGO (KGTV) — A man who was convicted of robbing a Chula Vista bank and fleeing the scene on a Lime scooter was sentenced on Monday to nearly five years in prison.Mario Daniel Haro, a 32-year-old United States citizen who lived in Rosarito, Mexico, was sentenced to 57 months in prison and must pay restitution for robbing the Chase Bank at 2121 Olympic Parkway in October 2019.In February, Haro admitted to entering the bank, telling a bank teller he had a gun, and handing the teller a threatening note, reading “I have a GUN! Give me all money. NO INK Packages."The teller complied with Haro's demands, officials said, and gave him about ,000. Haro then fled the scene on a Lime electric scooter.“Unfortunately this defendant failed to take advantage of his second chance and committed an additional violent crime,” said U.S. Attorney Robert Brewer. “As this case demonstrates, individuals who reoffend will be investigated, arrested and convicted and usually the sentence will be longer. Hopefully this time the defendant learned a lesson.”The 2019 robbery was Haro's second conviction for bank robbery. He was also convicted of robbing a Chula Vista bank in 2008, officials added. 1200

  

SAN DIEGO (KGTV) - A local business owner is warning others about a phony debt restructuring company that he said cost him thousands of dollars.Hugh Herrera owns Pacific Beach Vinyl."What we're selling is music, which is one of the uplifting things of life," Herrera said.A couple years ago, Herrera needed help managing his debt with the business. After a situation with a lender, he eventually turned to what he thought was a legitimate debt restructuring company. He received a solicitation in the mail and gave the company a call."It sounded like something viable to me," Herrera said.He started working with Corporate Restructure, Inc. He said he paid about 0 a week."In the end, the net result, we'd pay about half of whatever we owed through making weekly payments to this firm," Herrera said.  Instead, Herrera said Corporate Restructure took about ,000 and ran."They just disappeared. Couldn't get a hold of them," Herrera said.According to news releases from the Department of Justice in New York, the men behind Corporate restructure faced dozens of charges related to bank and mail fraud. The news release dated late last year said there were approximately 200 victims that lost a total of .2 million."Somebody should really look out for predatory-type people, obviously, because that's what happened to us," Herrera said.He is now working to pay off his existing debt after he learned an expensive lesson."Things are looking better. Light at the end of the tunnel," Herrera said.Herrera started a GoFundMe campaign, which has helped keep the business afloat. He has hopes of getting some of his money back after the criminal proceedings in his case are finished.The Federal Trade Commission recommends people to contact creditors directly for assistance with debt. It also recommends seeing a local credit union or college for more resources. Consumers can also check out a business through the Attorney General's website. 1956
