ZHIJIANG, Hunan, Sept. 7 (Xinhua)-- Former U.S. President James Carter attended the fourth China Zhijiang International Peace and Culture Festival in central China's Hunan Province Tuesday, commemorating the victory of the war against Japanese aggression and of the world anti-fascist war 65 years ago.The two-day festival was held in Zhijiang Dong Autonomous County where Japanese aggressors surrendered.Zhijiang is the most suitable place to celebrate the hard-earned peace. And the event sent an important message of peace and cultural exchanges, said Carter. More than 300 guests from all over the world were invited to the festival, one of the celebration activity for the 65th anniversary of the Japanese surrendering to China and the end of the worldwide Anti-Fascism War. Zhijiang County was the place where Japanese invaders surrendered to China in August, 1945.A statue of U.S. General Claire Lee Chenault, who established the U.S. "Flying Tigers" air squadron that fought in the Second World War, was also unveiled in Zhijiang on Tuesday.The American Volunteer Group, nicknamed the Flying Tigers by the Chinese for their courage, was formed in 1941 under the leadership of U.S. General Chenault to help China drive out invading Japanese troops.
BEIJING, Sept. 9 (Xinhua) -- Central banks should provide incentive mechanisms for banks to extend more loans to support the real economy, Zhou Xiaochuan, governor of the People's Bank of China (PBOC), or the central bank, said Thursday.Speaking at a forum in Beijing sponsored by Oxford University and the China Development Research Foundation, Zhou reviewed the worldwide central banks' role in helping grapple with the financial crisis, pointing out that zero interest rate policies adopted in many countries could discourage banks from extending lending.He said, however, that a central bank should maintain a certain interest rate margin, which will help banks to recover from damages brought by the global credit crunch and strengthen their abilities to extend loans.
BEIJING, Nov. 1 (Xinhua) -- China launched an association on Monday to evaluate the quality of the nation's higher education."The association, as a non-government organization, is designed to evaluate and supervise the quality of higher education," said Lin Huiqing, an official with the Ministry of Education, at the launching ceremony held in Beijing.The association is composed of over 200 educational institutions as members, including the Higher Education Evaluation Center of the Ministry of Education, Shanghai Educational Evaluation Institute, Peking University, Beijing Normal University, and others.China's higher education has been blamed for a decline in quality since 1999 when the government started to expand college enrollment."Therefore, we should establish a nation-wide network to evaluate the teaching methods, development of each discipline and curriculum designs of each school," Lin said.According to Ji Ping, a senior official in charge of the evaluation of educational quality with the Ministry of Education, China started to implement higher education quality evaluations in the 1980s, and decided to carry out evaluation once every five years since 2003."It is time for us to start a new round of higher education evaluations," Ji said, noting that the priority of China's higher education is to improve its quality."We have required the local schools to make regular evaluations themselves, and invite experts to carry out independent assessments," Ji said.
BEIJING, Oct. 25 (Xinhua) -- China's Ministry of Commerce (MOC) said on Monday it would levy provisional anti-dumping duties of up to 37.5 percent on methanol imported from Indonesia, Malaysia and New Zealand.After a preliminary investigation, the MOC found the three countries had dumped methanol onto the market, causing material damage to Chinese manufacturers.The MOC has imposed provisional anti-dumping duties ranging between 9.3 percent and 37.5 percent effective Oct. 28, according to a news release on its website.The MOC also concluded its investigation into imports from Saudi Arabia, though no evidence of dumping was found.Methanol, also known as methyl alcohol, is used as a basic material to produce chemical products such as plastics, paint, construction materials and windshield cleaning fluid.
BAOSHAN, Yunnan, Sept. 4 (Xinhua) -- The death toll from mudslides that hit a village in southwest China's Yunnan Province Wednesday has climbed to 24, while 24 others remained missing, officials at the rescue headquarters said Saturday.The mudslides occurred at about 10:20 p.m. Wednesday in a village of Longyang District in Baoshan City.Experts said the area is prone to landslides and it is recommended to permanently remove its population to safer areas, said Zhao Maoqi, vice head of Longyang District Government.Authorities will soon begin to select a site and work on a relocation plan. Local residents are expected to move into new houses early next year, said Zhao.Up to 40,000 cubic meters of debris came crashing down on the village, trapping 71 people from 21 families.An initial investigation blamed the tragedy on loose dirt and rocks sitting atop a steep slope that had been soaked by rain for about 10 days.
