CINCINNATI, Ohio — A settlement has been reached after a police officer used a Taser on an 11-year-old girl while working an off-duty detail at a Kroger in Southwest Ohio.The City of Cincinnati and Kroger have agreed to pay the family of Donesha Gowdy 0,000 to settle the claim of excessive force, according to a news release from family attorney Al Gerhardstein.Donesha had been shoplifting from the Kroger on Aug. 6 when Officer Kevin Brown, who was on security duty, ordered her to stop. She didn't. The officer fired his Taser as she walked away. One probe struck her at the base of her spine; the other hit between her shoulder blades.The incident prompted an apology from Cincinnati Mayor John Cranley and a promise from Vice Mayor Christopher Smitherman to review Cincinnati Police Department’s protocol on Tasers.Cincinnati Police Chief Eliot K. Isaac promised “a very thorough review” of Brown's actions, as well as the department’s use-of-force policies as they pertain to juvenile suspects. COPENHAGEN, Denmark (AP) — Scientists say an enormous chunk of Greenland's ice cap, estimated to be about 110 square kilometers (42.3 square miles), has broken off in the far northeastern Arctic. They see it as evidence of rapid climate change, which is leading to the disintegration of the Arctic's largest remaining ice shelf. The section broke off a 50-mile long fjord at the front end of the Northeast Greenland Ice Stream, where it flows off the land and into the ocean. One scientist says "we should be very concerned" about the ice loss. In August, a study showed that Greenland lost a record amount of ice during an extra warm 2019. 648

City of San Diego workers on the taxpayer dime were doubling the hours worked on their timecards and getting paid for it anyway. The revelation is part of a damaging new audit set to be released Friday. "Quite frankly, we're appalled," Johnnie Perkins, a city deputy chief operating officer, said in a press conference called Thursday. The audit found the a unit of 17 workers in a unit of public utilities department were working an average 3.6 hours per day, but putting eight hours on their timecards - and supervisors were approving them. The unit is charged with replacing faulty cement water meter covers and water meter boxes at homes and business across the city of San Diego. "We need to make sure that we're changing what our expectations are not just for those that are on the front line repairing our lids and boxes," Perkins said, "but for our midlevel and senior managers, what do we expect in terms of how they are going to be evaluated or held accountable for their performance, or in this case, lack thereof?"The investigation comes just months after City Auditor Eduardo Luna's department found that the public utilities department sent erroneously high water bills to nearly 3,000 San Diego families. Perkins said reforms are currently being installed. The announcement came one day after city public utilities director Vic Bianes announced his retirement, effective Thursday. Matt Vespi, an assistant director in the finance department, takes over on an interim basis.The city plans to have a permanent replacement by the end of the year.   In a statement, Mayor Kevin Faulconer said the public utilities department needs to earn back the trust of its customers."The Mayor has called for sweeping reforms that include looking into every aspect of the department’s operations and changing how things are done to better serve the public," he said. In the case of the inflated timecards, Perkins declined to say how much was lost, what the workers earned, and exactly how long it was going on. He promised taxpayers that despite the troubles, the water supply is safe, and that the city would get to the bottom of it. "We own this," he said. CLAREMORE, Okla. -- Sequoyah High School students were not afraid to speak out after they said school officials told them they had to remove American flags mounted on their vehicles.On Thursday, a student showed up to the school, located about 40 minutes northwest of Tulsa, with a flag mounted on his car. “As soon as we got out of our cars in the parking lot they were already on us trying to get them down," student Kennith Hoover said. “The American flag symbolizes no racism and it's just strictly for America's freedom," student Jake Storts said. It's a symbol of patriotism, freedom and history. “I think it’s a fight that they picked that they will never win," local business owner Larry Banzet said. “The flag was in great shape, it was mounted properly," Hoover said. "It looked perfect. There was no kind of disrespect about it and they told him to take it down.” Friday, a group of students decided to stand with their friend. “You can’t tell a kid to take the flag down," Hoover said. "We disagree with that so that’s how it started.” “We’re not allowed to fly them because he can’t allow the Islamic or the KKK flag then he can’t allow the American flag," Storts said. Hoover says the school's reasoning change more than once. “Yesterday they said it was a distraction to drivers and students," he said.
