The US Department of Justice said it is working on two fronts to ensure a fair and free election: To protect against voting fraud and to ensure voters’ civil rights are protected.As President Donald Trump continually claims that voting fraud is prevalent throughout the US, the Department of Justice said it has launched voting fraud hotlines to handle claims of voting fraud.While Trump has claimed that voting fraud could cast doubt on the legitimacy on the elections, there have been relatively few instances of recorded voting fraud. The White House released a Heritage Foundation report that found 1,071 instances of voting fraud, but those instances date back into the 20th century, making up a very small fraction of 1% of all votes cast since then.Department of Justice attorneys say they stand at the ready to assist voters in ensuring they will be able to vote on Election Day.“Ensuring free and fair elections depends in large part on the cooperation of the American electorate,” the US Attorneys’ Office said in a statement. “It is imperative that those who have specific information about discrimination or election fraud make that information available.”The DOJ said it will have FBI special agents available in each field office and resident agency throughout the country to receive allegations of election fraud and other election abuses on Election Day. The St. Louis Police Department is investigating one of their own after he issued a ticket to a man who honked at him.According to an interview in the Riverfront Times, Scott Smith was on his way back to work when he honked at a car stopped at a green light. Video shot by the driver and given to the RFT shows a very tense interaction.The car was an unmarked police car. When pulled over, Smith says "seriously?"The officer than replies "Seriously, is your horn stuck?" to which Smith replies "Is your brake stuck?"That's when the officer cusses at the driver asking again "Is your f-ing horn stuck?"He demands to see his driver's license.Smith says he will, but asks for what."I'll tell you what, you can either show your driver's license or you'll get a ticket and I'll tow your car and lock you up," said the officer.Once again Smith asks why he's been pulled over and the officer says it is for a traffic violation."For honking at someone who's stopped at a green light?" Smith asks. He then calls the situation "f-ing ridiculous." "Well you know what? Maybe you shouldn't be a f-ing a-hole," the officer responds.The officer issued the driver a ticket, but the city counselor's office reportedly will not prosecute it, saying they do not believe it should be pursued."The Department has launched an Internal Affairs investigation into the incident you are inquiring about. The remains of Spc. Vanessa Guillen were found near the Leon River in Texas, bringing an end to the search for the Fort Hood soldier. The attorney for the Guillen family said last week that the family believed the human remains found Tuesday were those of Guillen but a positive identification was pending."The Army has identified the remains of missing Fort Hood soldier Vanessa Guillen," her family's lawyer said in a statement to ABC News on Sunday evening.On Monday, the Army Criminal Investigative Team confirmed the remains were of Guillen's. “I know I can speak for everyone involved in this tragic situation that we are truly heartbroken for the family, friends and fellow Soldiers of Spc. Guillen,” said Brigadier General Duane Miller, the acting commanding general of the U.S. Army Criminal Investigation Command. “There are no words that can express the sorrow and loss that the family has endured, but we hope in some very small way, the collective efforts of everyone involved in finding Vanessa and working to bring those responsible to justice will help bring some degree of closure to the family who has had to endure this painful and senseless loss.”The two suspects in her disappearance are Spc. Aaron Robinson and Cecily Anne Aguilar, a civilian.According to the affidavit, the suspects allegedly dismembered Guillen's body and attempted to burn it after she was bludgeoned to death by Spc. Robinson.Special Agents from the U.S. Army Criminal Investigation Command, along with the U.S. Marshals, Killeen Police Department, and the Lone Star Fugitive Task Force were attempting to locate Robinson on June 30 when he fled the post.When Robinson was located, officers attempted to make contact him as he produced a weapon and committed suicide by shooting himself. Aguilar has been arrested for tampering/ fabricating physical evidence with intent to impair a human corpse, a second degree felony. The sidewalk vendors who have set up shop along the Mission Beach boardwalk may soon have to a find a new place to sell their wares. It's part of a series of regulations a City Council committee advanced at its meeting Thursday. The vendors have come in waves after a new state law decriminalized the practice, reducing any fines to administrative. The city, as a result, is no longer enforcing its rules that conflict with the law. As such, the vendors have set up shop along Mission Beach and other areas with heavy foot traffic. On Thursday, the boardwalk had vendors selling jewelry, sports team beach bags, and even tobacco pipes. "I hope they don't take this area away from us, the tourists love us and we just love this area to set up and vend," said Tina Saito, who was selling the pipes and rock necklaces on the boardwalk. The state law blocks the city from instituting restrictions based on economics, so it can't stop a vendor from opening outside an established business. The city can, however, enact regulations based on public safety. As such, the city's proposed ordinance would require food vendors - like the ones that lined Balboa Park at Pride earlier this month - to have county health permits and a food handlers card. It would also restrict hours in parks, and place a summer moratorium on vending in Balboa Park. The city would also block vendors from popular areas like Newport Avenue in Ocean Beach, Garnet Avenue in Pacific Beach, the Mission Beach boardwalk, the La Jolla Shores boardwalk, and the area around Petco Park on Padre game days. Finally, it would disallow vendors from selling things like alcohol, drug and tobacco paraphernalia, and weapons. Saito, who sells the tobacco pipes, called that potential decision disappointing. The U.S. has carried out the first federal execution in nearly two decades, putting to death a man who was convicted of killing an Arkansas family in the 1990s in a plot to build a whites-only nation in the Pacific Northwest. Forty-seven-year-old Daniel Lewis Lee, of Yukon, Oklahoma, died Tuesday after receiving a lethal injection at the federal prison in Terre Haute, Indiana.
