WASHINGTON, D.C. — Six Russian military officers sought to use computer hacking to disrupt the French election, the Winter Olympics in South Korea and U.S. businesses.That's according to a Justice Department indictment unsealed Monday that details attacks on a broad range of political, financial and athletic targets.While announcing the charges at a press conference, Assistant Attorney General John C. Demers called the officers’ actions “the most disruptive and destructive” computer attacks ever attributed to a single group. Demers said no country has weaponized its cyber capabilities as maliciously and irresponsibly as Russia, “wantonly causing unprecedented collateral damage to pursue small tactical advantages and to satisfy fits of spite.” All the defendants are alleged intelligence officers in the Russian military agency known as the GRU. The DOJ previously charged members of the same unit, also known to cybersecurity researchers as “Sandworm Team,” for their role in Russia’s efforts to interfere in the 2016 U.S. elections. Though, the new indictment doesn't charge the officers in connection with the interference in the U.S. elections.The indictment also accuses the defendants in destructive attacks on Ukraine’s power grid. “These were the first reported destructive malware attacks against the control systems of civilian critical infrastructure,” said Demers. “These attacks turned out the lights and turned off the heat in the middle of the Eastern European winter, as the lives of hundreds of thousands of Ukrainian men, women and children went dark and cold.” From there, Demers says the conspirators’ “destructive path” widened to encompass “virtually the whole world.” The conspirators allegedly unleashed the “NotPetya” malware, which was reportedly designed to bring down entire networks in seconds and searching for remote computer connections through which to attack additional innocent victims. “The entirely foreseeable result was that the worm quickly spread globally, shutting down companies and inflicting immense financial harm,” said Demers. “This irresponsible conduct impaired the ability of companies in critical sectors, such as transportation and health, to provide services to the public–not only in Ukraine, but as far away as Western Pennsylvania."Demers says the malware led to monetary losses of nearly billion. Next, officials say the conspirators then turned their sights on the Winter Olympics. “The conspirators, feeling the embarrassment of international penalties related to Russia’s state-sponsored doping program, i.e., cheating, took it upon themselves to undermine the games,” said Demers. “Their cyber-attack combined the emotional maturity of a petulant child with the resources of a nation state.” The officers are accused of conducting spear phishing campaigns against South Korea, the host of the 2018 games, as well as the International Olympic Committee, Olympic partners, and athletes. Then, during the opening ceremony, they allegedly launched the “Olympic Destroyer” malware attack, which deleted data from thousands of computers supporting the Games, rendering them inoperable. The officers are also accused of supporting a hack-and-leak operation in the days leading up to the 2017 French elections, with attacks directed at the political party of French President Emmanuel Macron. “This indictment lays bare Russia’s use of its cyber capabilities to destabilize and interfere with the domestic political and economic systems of other countries, thus providing a cold reminder of why its proposal is nothing more than dishonest rhetoric and cynical and cheap propaganda,” said Demers. 3669

WEST PALM BEACH, Fla. — Florida's coronavirus daily cases record was obliterated Sunday with 15,300, nearly 4,000 more than the previous high and 24 percent of the U.S. total, as daily tests soared to 142,981 but new deaths subsided to 45, the Florida Department of Health announced.The previous state record for cases was set one week ago Saturday with 11,458. Saturday's total was 10,360, which was the fourth time it hit five digits. Friday's total was 11,433 and last Sunday was 10,059.Florida also holds the record for most cases in one day in the United States. During the height of the pandemic, New York reached a peak of 12,274 cases in one day.Since the first two cases were announced four months ago on March 1, Florida's total has surged to more than 1 percent of the state's population to a total of 269,811.In one week, Florida's cases have risen by 69,700 for an increase of 34.8 percent. Last Sunday, total cases passed 200,000.Since the first two deaths were announced on March 6, the death toll has climbed to 4,242, which is ninth in the nation. The number of nonresident deaths listed by the state remained at 104 for a total death count of 4,346.Deaths rose by 511 in the state over seven days for 13.7 percent. The U.S. figure is 3.6 percent with the world at 6.4 percent.Testing has dramatically ramped up from just a few at select sites to massive places throughout Florida as well as nursing homes, jails and farm workers. WASHINGTON, D.C. – Democratic lawmakers in both chambers of Congress are introducing a bill that would ban the federal government from using biometric technology, including facial recognition technology.The bill would also effectively strip federal support for state and local law enforcement entities that use biometric technology. Sen. Ed Markey (D-Mass) is joining forces with Sen. Jeff Merkley (D-Ore.), Rep. Pramila Jayapal (WA-07) and Rep. Ayanna Pressley (MA-07) to introduce the Facial Recognition and Biometric Technology Moratorium Act in the House and Senate.This measure comes amid growing calls from civil rights advocates who say facial recognition technology disproportionately misidentifies non-white individuals. It’s the first bicameral piece of legislation introduced that focuses on the tech since police brutality protests began about a month ago.In a press release, Markey cited a growing body a research that points to inaccuracy and bias issues with these technologies, which pose disproportionate risks to people of color.Markey points to a National Institute of Standards and Technology report on facial recognition tools that found Black, Brown and Asian people were up to 100 times more likely to be misidentified than white male faces.The bill’s introduction comes just one day after the ACLU amplified the story of a Black man in the Detroit area who says he was wrongfully arrested after this kind of technology misidentified him as a man seen stealing ,800 worth of watches.Specifically, the proposed legislation would do the following:Place a prohibition on the use of facial recognition technology by federal entities, which can only be lifted with an act of Congress;Place a prohibition on the use of other biometric technologies, including voice recognition, gate recognition, and recognition of other immutable physical characteristics, by federal entities, which can only be lifted with an act of Congress;Condition federal grant funding to state and local entities, including law enforcement, on those entities enacting their own moratoria on the use of facial recognition and biometric technology;Prohibit the use of federal dollars for biometric surveillance systems;Prohibit the use of information collected via biometric technology in violation of the Act in any judicial proceedings;Includes a private right of action for individuals whose biometric data is used in violation of the Act and allows for enforcement by state Attorneys General; andAllow states and localities to enact their own laws regarding the use of facial recognition and biometric technologies.“Facial recognition technology doesn’t just pose a grave threat to our privacy, it physically endangers Black Americans and other minority populations in our country,” said Markey. “As we work to dismantle the systematic racism that permeates every part of our society, we can’t ignore the harms that these technologies present. I’ve spent years pushing back against the proliferation of facial recognition surveillance systems because the implications for our civil liberties are chilling and the disproportionate burden on communities of color is unacceptable. In this moment, the only responsible thing to do is to prohibit government and law enforcement from using these surveillance mechanisms.
