SAN DIEGO (KGTV) -- While face masks are required for everyone at San Diego International Airport, Southwest Airlines is taking it a step further.The airline said they are now requiring all passengers to don a face mask for the safety of crew members and other travelers.Southwest’s policy, which took effect Monday, has one exception -- children under the age of 2 will not have to wear a face covering.In a statement, Southwest said, in part: “If a customer is unable to wear a face covering or mask for any reason, Southwest regrets that will be unable to transport the individual. In those cases, Southwest hopes the customer will allow them to welcome them onboard in the future, if public health guidance, or other safety related circumstances regarding face coverings changes.”Before this, Southwest had already stepped up the cleaning and disinfecting of their planes. SAN DIEGO (KGTV)-- A San Diego couple was stuck in Ecuador after the country canceled all travel due to the Coronavirus. After several days of travel, the couple is finally back in their home. A few days ago, Albert "Ace" Elliott was not sure if he and his wife Mindy would ever make it back to their Ocean Beach home. "Without any warning at all, we hear that Ecuador has closed down the country," Elliott said. "No bus travel, no plane travel." For the last ten years, the couple has spent three months of the year in a small surf town in Ecuador. The Elliotts were supposed to fly back on March 31, 2020. But with the pandemic situation, they were stuck. Their flights and back-up flights were all canceled. They called the United States Embassy to see if they could somehow make it home. On Thursday, they were told to leave the next morning. The problem? Ecuador now has a 2 pm to 5 am curfew. Streets and homes are being sprayed down twice a day. Transportation is limited in their rural town. "Ecuador is going after this thing very aggressively. They're not messing around," Elliott said. At 5:01 am Friday, March 27, 2020, they jumped in a taxi. Four hours later, they made it to the airport. "Whether we are on the plane or not, it's just, show up and hope kind of," Elliott said. "So we go up, and our names are on the list. So we were like, OK, we get to go into the airport."They met another American in line, who told them he showed up yesterday, but there was no plane. He became somewhat discouraged. "They said it's a 12 o'clock flight supposedly," Elliott said. "It's 11:30, and there's nothing. Everybody's just sitting around looking, and around the corner, there comes a plane. And we said, Wow! There's a plane!"They were first flown into Miami. But they had no idea how to get back home. When they asked the kiosk for options, it was either 0 to San Diego the next day or to Los Angeles in an hour. They chose the latter."We got to Los Angeles, and from there, we got a rental car and drove home," Elliott sighed. "We made it home."The relief in his voice said it all. Elliott said they were treated well in Ecuador and throughout the trip. But the uncertainty was unbearable. As a surfer, it is difficult to stay away from the beach. But Elliott said for the safety of himself and his community, he will continue to self-quarantine. "I feel pretty confident that we are OK, but we're just going to have to hang out at home again," Elliott said. SAN DIEGO (KGTV)- A judge ruled Friday that Alvin Quarles, known as the “Bolder Than Most Rapist," will continue to stay in a state hospital until at least December. A status hearing was held Friday morning to get an update on the location of where he will live. The search is still ongoing to find a location, and the judge has given the court a 90-day extension to do that. In the meantime, the San Diego County District Attorney’s Office has issued an appeal to pump the brakes on Quarles’ release. The Deputy District Attorney, Jessica Coto, says they are attempting to make sure Quarles is not released into the public before he is ready. “The evidence showed that the release of Mr. Quarles was premature and that he still poses a danger to the community,” says Coto. There have been many evidentiary hearings during this process that have not been open to the public. Quarles' victims feel they should have a right to know what was said behind closed doors. The DA's office is hoping that will be reversed during the appeal process. “It makes me shaky for myself personally, and it makes me shaky for the young people of our community, who is his demographic, and who I think really will be at risk,” said survivor Mary Taylor. In the 1980s, Quarles sexually assaulted more than 10 women, often holding them at knifepoint, forcing their boyfriends or husbands to watch as be brutally attacked them. He was sentenced to 50 years behind bars but was moved to Colinga State Hospital years ago to get treatment for sexually violent predators. SAN DIEGO (KGTV) — While California's new regional stay-at-home order forces many business sectors to close or adjust restrictions, the state is encouraging residents to continue outdoor recreation safely.In the new order, the state says, "to promote and protect the physical and mental well-being of people in California, outdoor recreation facilities may continue to operate." The order adds that outdoor recreation facilities cannot sell food or drink on-site. Overnight stays at campgrounds are also banned.
