California will end the cash bail system in a sweeping reform for the state. Rather than requiring defendants to pay in order to be released before trial, their release will hinge on an assessment of their risk to public safety."Today, California reforms its bail system so that rich and poor alike are treated fairly," Gov. Jerry Brown said in a statement.Brown signed the bill Tuesday, and the new law goes into effect October 1, 2019.Critics have long contended that the money bail system perpetuates inequality. While some people are able to quickly get out of jail by posting bail, people who aren't able to afford it sit in jail until the court takes action, or until they work with a bail bond agent to secure their freedom, which can leave them in debt."Abolishing money bail and replacing it with a risk-based system will enhance justice and safety. For too long, our system has allowed the wealthy to purchase their freedom regardless of their risk, while the poor who pose no danger languish in jail," said Assemblymember Rob Bonta, one the lawmakers who introduced the bill, in a statement.Under the new law, a pretrial assessment would be done by either court employees or a local public agency that has been contracted to determine a defendant's risk. That entity would assess the likelihood that the person will not appear in court or commit a new crime while released, and would make a recommendation for conditions of release. The pretrial assessment services will not release a person arrested for violent felonies.The California Money Bail Reform Act, also known as Senate Bill 10, passed in the State Senate with a vote of 26-12, and the General Assembly by 42-31."SB 10 puts all Californians on equal footing before the law and makes public safety the only consideration in pretrial detention. This critical reform is long overdue," Toni Atkins, Senate president pro tempore, said in a statement.But the ACLU in California expressed disappointment over the bill, saying it "is not the model for pretrial justice and racial equity that California should strive for.""It cannot guarantee a substantial reduction in the number of Californians detained while awaiting trial, nor does it sufficiently address racial bias in pretrial decision making," said the three executive directors of the California ACLU affiliates, Abdi Soltani (Northern California), Hector Villagra (Southern California) and Norma Chávez Peterson (San Diego & Imperial Counties). CARLSBAD, Calif. (KGTV) - The dollar value racked up by the Apple store bandits is now climbing toward the million-dollar mark.Surveillance images from an Apple store in Carlsbad in May show a group of men in hoodies walking in and immediately getting to work."They quickly grab the products on display near the front of the store," said Mark Herrring, coordinator of the San Diego County Crime Stoppers program.Investigators believe the same men hit the same store in June and several times in July."They flee the store, usually to a vehicle that is waiting for them," said Herring.The thieves have apparently shopped around for local targets.  Authorities released more images from a similar case at an Apple store at Westfield North County on July 9.  Detectives believe the local cases are linked to other grab-and-runs from across the state this year."Currently there are  approximately 30 cases throughout the state. CASA DE ORO (CNS) - A person was found dead today under suspicious circumstances in a residential neighborhood near Mount Helix.The fatality in the 4400 block of Carmen Drive in Casa De Oro was reported shortly before 1:30 p.m., according to sheriff's officials.After deputies confirmed the death, homicide detectives were called in to take charge of the investigation, Lt. CALEXICO, Calif. -- High school seniors around the country are coping with missed milestones like prom and walking across the graduation stage. "Our students invested 12, 13 years in their education, so we must invest in something to give them back, a ceremony they can be proud of," said John Moreno, principal of Aurora High Continuation in Calexico, California. Several of the students graduating will be the first in their families to get a diploma. Students come to the continuation school for a fresh start; many were at risk of not graduating. "It's a very big deal, many of them have not received any accolades, or any awards or any kind of recognition, any kind of victory. So when we see them with this victory, this is a big one," said Moreno. When graduation was canceled due to COVID-19, students and their families were devastated.So the district wanted to do something special, enlisting help from VEGO Pictures to create a virtual graduation. The Hollywood production company changed its business model seemingly overnight to create virtual graduations for schools around the country. The move also helped employ Hollywood producers and directors out of work due to the pandemic. With guidance from a VEGO Pictures producer, schools tape various clips they'd like to include in the virtual ceremony, and then the production company handles the rest. Customized for each school, the ceremony is a tribute to student's talents and achievements from the last four years.
