(KGTV) -- The Escondido Union School District is choosing to start the new school year online, and the district is also pushing back its start date to August 25.The decision was approved at the Board of Education meeting Thursday night.The board also approved two hybrid learning options for when the school district is ready to resume in-person classes.For grades kindergarten through 5th, the "Modified Classic" will provide students with four half-days on campus and one day of remote learning.For grades 6th through 8th, the "Two-Day Hybrid" will provide students with two full days on campus and three days of remote learning.EUSD does have plans to reopen its campuses by the end of September; however, the board and district said they would both continue to monitor the health conditions and make changes as needed. 848

ESCONDIDO, Calif. (KGTV) -- The County is investigating complaints from neighbors that a business owner with a criminal history for fraud may have converted a former hotel into a drug treatment center without proper permitting.Residents living near the former site of the Tuscany Village Resort on Circle R Way in unincorporated Escondido say they started noticing people wandering trough their neighborhood this summer."The people that are staying there have told us they're getting treatment," said one neighbor, who asked not to be identified.The property was acquired in March by NSI Services, LLC, according to public records. The company identifies itself as a "drug rehab" in its incorporating paperwork."Our concern is the safety and well-being of our community with a gentleman who seems to have disregard for the law," the resident said.NSI Services is owned by Larry Burns, an entrepreneur with several aliases who served prison time for mail and wire fraud and has been charged with crimes in at least three states.Burns, who also goes by Lawrence Burzynski, did not respond to phone calls by 10News seeking comment Monday or Tuesday.Burns was once the president of the Escondido-based Crosby Centers and is listed as a director of the Crosby Clinic on its website. Neighbors say they've seen a Crosby Clinic van parked at the resort.The clinic advertises drug rehab services along with treatments for traumatic brain injuries and CTE, and attracted media attention for treating former NFL players. In 2015, the NFL Players Association issued a warning to players about Burns, urging players using his services to "exercise extreme caution."Burzynski "has accumulated numerous convictions for felony FRAUD related violations," the bulletin read. "He has been convicted in federal prosecutions in Wyoming, Colorado, California and elsewhere."The old Tuscany Village Resort is not zoned for drug rehabilitation or medical services. After complaints by neighbors, code compliance inspectors began investigating the property on August 7, according to a letter from County Planning and Development Services Director Mark Wardlaw.The owner "indicated they had not yet finalized their plans for the property" but "noted that he may use the property as a resort that may also provide brain injury and other medical treatments," the letter stated. The owner, who was not identified in the letter, said he did not intend to offer drug or alcohol treatments at the facility."We will continue to keep our code compliance case open until we have received all the information required to classify the use," Wardlaw wrote.Staff gave the owner a 0 citation on September 12 for improperly storing items in the parking lot. When a 10News reporter visited the property Monday, there was still furniture and other items in the parking lot.The owner has until October 9 to clean up the property, said County spokeswoman Tammy Glenn."We will continue to update residents in the area and work with the property owner to ensure compliance with County codes," she said.Late Tuesday, a man who identified himself as one of Burns' employees contacted 10News, saying the hotel was undergoing renovations and would open next year as a Bavarian-style spa. The man named Jeff said other than himself, no other Crosby Clinic employees were working at the property and the resort would not be used for drug treatment."They think because they see a Crosby van it's going to be drug and alcohol [treatment], but that's not the case," he said. ENCINITAS, Calif., (KGTV) -- Friends and family celebrated the survival of 14-year-old Keane Webre-Hayes at a community paddle-out event. The teenager was attacked by a great white shark at Beacon's Beach one year ago this month. The line between life and death is so thin for Keane."People come up to me and say, 'hey what's that from'?" Keane said as he pointed at the large scars on this left cheek, ear, and neck. Last September, the then 13-year-old was bitten by a great white shark while lobster diving at Beacon's Beach. "I swam 70 yards to a kayak with basically no arm," Keane said. He screamed for help toward a few kayakers in the distance. That is when he met Matthew Ephron, who helped him get to shore. "He did most of the work, and we just got him in so that he wouldn't be out there forever," Ephron said. Doctors said Keane lost half of the blood in his body. But 1,000 stitches later, the boy survived. And for the last year, doctors, trainers, therapists, and teachers helped Keane find his new normal."We honestly couldn't have gone through it without the support of the community," Keane's mother, Ellie Hayes, said. "The hugs, the love, the gifts, the support."So to say thank you, Keane's family hosted a paddle-out at Moon Light State Beach to honor his survival. "Without them, I would not be able to move my arm," Keane said. "I probably would not be who I am today without them."Keane has made incredible strides. From being bedridden for weeks, he now plays in a club beach volleyball team. Family and friends said Saturday's paddle-out is a celebration of life and proof of Keane's incredible resilience. "I definitely want people to know that I can do things, and also if I can do that, you can do that if you put your mind to it," Keane said. (KGTV) - A pride flag is now flying outside Encinitas City Hall, overlooking the city's downtown area.The Encinitas City Council voted 4-0 Wednesday to hoist the flag to commemorate Pride month. The action comes after the Trump administration denied U.S. Embassy requests to hoist the flag, saying government buidlings should only fly the American flag. At the meeting Wednesday, councilmembers said they wanted to show the city as inclusive and welcoming. They added they want to push back against a recent uptick in hate crimes against the LGBTQ commumity - and potential rollbacks of federal protections for them in the military, workplace, and health care."I think it's critically important that we stand up and celebrate," said Joe Mosca, the city council's first openly gay member. "We celebrate the advancements that have been made and we're ready to fight for the future, and make sure that advancements that have been made haven't been rolled back."Lisa Nava, a 30-year Encinitas resident and LGBTQ advocate, watched the Pride flag go up in memory of her brother David, who died of AIDS in the 1980s."It was actually the first time i ever saw true love, between him and his partner, and I believed in my core being that there was no reason two people couldn't love each other and be out in the world loving each other," she said. The city's move comes after California Gov. Gavin Newsom ordered the Pride flag to fly above the state capitol this week. Tony Krvaric, who heads the Republican Party of San Diego County, said there are bigger issues in the country than which flags to fly."That said it seems common sense that as a general rule government buildings should just fly the American flag and not be used for making political points one way or the other," Krvaric said.
