SAN DIEGO (KGTV) — San Diego's museums received a glimmer of hope following the reveal of California's new guidance.That's because San Diego County was placed in the second tier, "substantial." Now, several businesses will have to opportunity to reopen, as they did in June, with modifications indoors.The San Diego Air and Space Museum announced it plans to reopen on Monday. When the museum reopened in June, staff implemented safety policies including capacity limits, social distancing, facemasks for guests and employees, hand sanitizer stations, and continuous cleaning. Museum staff also were required to have their temperatures screened daily before entering.RELATED: Several San Diego County businesses to reopen indoors with limits under new guidanceThis time around, museums will have to limit indoor activities to 25% capacity in addition to modifications, according to the state's guidance for tier two.The museum is one of a handful of Balboa Park attractions that have been able to welcome guests back. The San Diego Zoo, Japanese Friendship Garden, and Spanish Village Art Center have already been open. Some nearby restaurants have also been open for outdoor service.But several other museums, including the Fleet Science Center, Museum of Us (formerly the Museum of Man), and San Diego Museum of Art have yet to say whether they will reopen under the new guidance.RELATED: SeaWorld's limited reopening frustrates some passholders"We want to make sure people come back to the park, it is the cultural heart of San Diego," Executive Director of the Balboa Park Cultural Partnership Peter Comiskey told ABC 10News back in July, just as museums faced closure again.The San Diego Natural History Museum said earlier this month that doors would remain closed until 2021. The museum says donations made before Aug. 31 will be matched by local philanthropists. The Nat said during its closure, it will also be seeking new sources of grant and gift funding.Museums across San Diego have been forced to stay closed for much of the summer, losing out on revenue that depends on guest tickets and merchandise in many instances."I think as time goes on we need to look at what fund-raising is possible, I think we need to look with those organizations that rely on revenue through the gate," Comiskey said.Comiskey added that conversations are planned on how to supplement lost income for many Balboa Park organizations. 2433

SAN DIEGO (KGTV) - San Diego Sector Border Patrol Chief Rodney Scott took 10News on a tour of the U.S.-Mexico border Friday to explain what works - and what doesn’t - for his department. 10News asked Scott about the impact of the government shutdown on Border Patrol agents. As of Dec. 22, the group is among those working without pay. Scott said both border security and the morale of the people who work for him will be challenged if the shutdown gets drawn out. Politicians continue to fight over funding for a border wall and lost in the bickering may be the language. President Trump continues to fight for “a wall.” And yet, earlier this week his Chief of Staff John Kelly told the Los Angeles Times that the idea of a solid concrete wall was abandoned early in the administration. Wall, fence, whatever you want to call it, no one knows what’s needed most for border security than border agents themselves. "So, on January 1, this wire was not here either," said Scott. He pointed to a section of an old, outdated border fence made of steel slats once used as runway mats for the military. Scott tried to make his case that no matter what happens in Washington D.C., his agents are the ones in the real fight. RELATED: San Diego lawmakers respond to Trump's border wall comments"On January 1 the people throwing rocks were up on top of that berm," said Scott, pointing to an area where migrants had high ground on his border agents. Scott gave our crew a tour of where the most recent confrontation took place with migrants trying to cross the border. He said his agents had to use tear gas after rocks were thrown from Mexico and claimed assaults on his agents are up 300 percent this fiscal year. Scott confirmed one of his agents was hit in the face with a rock. “But he had a riot helmet and shield on, so he wasn't seriously injured,” Scott said. RELATED: Trump says he may build wall without Congressional approvalThe biggest problem, Scott said, is the outdated and ineffective fence. In some cases, there is no way for his agents to see who's on the other side and if they pose a danger. And while Congress and the White House argue over a border wall, Scott and his agents at least have a small saving grace. "All of this, that you have here, is just within the last couple of weeks? This was in the last week," said Scott, proudly pointing out a new portion of fence. The new replacement fence was funded before President Trump came into office and was shown to our crew by Border Patrol for the first time. Eventually it will be 14 miles long, and 18 feet high on average, even taller in other areas. And for Border Patrol agents, it’s a game changer in border security. This new fence has concrete that runs 6 feet below the surface, so migrants are unable to dig under the fence. Steel bollards, encased in concrete, are separated by mere inches allowing agents to see what's on the other side. In some areas, the wall is 30 feet high. That's a significant upgrade from other areas of the outdated fence where human traffickers can cut through the metal. RELATED: TSA screeners, working without pay, calling out sick at major airports during shutdown"On average there's 3 and a half breaches in this per day," said Chief Scott, indicating patches in the fence that have been sawed through. "To jump the legacy landing mat fence, run up and start a cut in this fence big enough that you can actually get people through, is less than 2 minutes total time." As Scott spoke with 10News, three migrants jumped the old fence, but had no desire to cut through the secondary fence and escape. They quickly surrendered to a Border Patrol agent. "When that happens there is a high probability that they are going to claim asylum,” said Scott. “What that really means is that they just cut the line in front of a couple of thousand people that are doing it right and are waiting at the port of entry." 4106

SAN DIEGO (KGTV) — SeaWorld's Tidal Twister roller coaster was open for roughly two weeks before an "operational issue" forced the ride to close.Friday, the park reopened the attraction to the public after repairs and has "passed inspection by the required agency," according to the park.In a statement to 10News, SeaWorld confirmed the ride passed inspection, adding, "The safety of our guests and team members is our top priority, and we are pleased to have resolved the issue in a short period of time."RELATED: SeaWorld unveils Tidal Twister thrill ride at San Diego parkThe ride had been shut down on June 1 over the mechanical issue, according to Cal/OSHA. Tidal Twister features duel track cars traveling at 30 mph around an infinite loop. The ride also features a research support aquarium that highlights sustainable aquaculture and coral reef protection.The ride comes on the heels of the wildly successful Electric Eel , which opened in May 2018. SAN DIEGO (KGTV) -- Some San Diegans are pushing back against the county’s order to wear face coverings in public.The face coverings requirement in San Diego County -- prompted by the COVID-19 pandemic -- has been in effect since early May, but in other California counties, rules are starting to change.Last week, Orange County officials decided to roll back their mandate and only “strongly recommended” that masks be worn in public settings.Riverside and San Bernardino counties have also relaxed their respective mask mandates.“It's a hard thing to draw the lines. There’s human nature, there’s a concern about such a ramp-up of state enforcement of things,” said University of St. Thomas Law School Professor Robert Kahn.Kahn, an expert in mask law and history, said one of the biggest issues is people are not used to taking orders from health officials.That feeling is evident in social media postings on pages like Reopen San Diego on Facebook, where there is a growing push to rescind San Diego’s mask mandate.Many health officials still agree that face coverings can block transmission of the respiratory droplets released by people when breathing or talking.During a Monday press briefing, San Diego County Public Health Officer Wilma Wooten said, “Every jurisdiction is different, but San Diego will continue mandatory face coverings.”Kahn said no matter what rules or laws government might put in place, people will ultimately have to abide by what businesses want their customers to do.“Businesses will make their decision; private business, free enterprise understands this,” he said.Orange County’s public health officer resigned rather than remove the county’s mask order.
