Participating in a town hall discussion on Monday in the key battleground state of Florida, Joe Biden said he would implement a mandate of masks on federal property if elected president amid the coronavirus pandemic. The mandate would apply to places such as national buildings, Social Security offices and federal courthouses. Biden’s remarks stood in stark contrast with President Donald Trump, who made a point to remove his mask when he entered the White House on Monday after returning from the hospital. Trump is currently recovering from the coronavirus at the White House after a three-day stay at Walter Reed Medical Center.The primetime town hall featuring the former vice president was aired on NBC.Biden conceded that the president does not have the power to call for a nationwide mask mandate in all 50 states, but he would use the bully pulpit of the presidency to compel state and local leaders to enforce mask wearing in public spaces.“I would go out and I would call all of the governors to the White House, some probably wouldn’t come, and I would say… ‘take responsibility,’” Biden said. “Take responsibility and lay out the guidelines. One of the problems is this president said ‘I take no responsibility.’ Literally.“'It is not my responsibility.’ So if it is not his responsibility, he talked about this being like a time of war, we are under attack. As I said earlier, 200,000 plus have died, 50,000 plus a day are getting the virus (the average in recent days has been 40,000 per day), 1,000 per day or thereabout are dying, this is a national emergency.”Biden said that he was not surprised that Trump, his opponent in next month’s presidential election, was infected with the coronavirus.“Quite frankly, I wasn’t surprised,” Biden told NBC’s Lester Holt. “For the last three months, three times a week, I am on the telephone and on Zoom with some of the leading immunologists in the nation and they go through everything that is happening. Pharmaceutical company Eli Lilly plans on distributing a treatment for coronavirus patients this week. The Food and Drug Administration (FDA) just gave it the green light.The antibody treatment is for patients over the age of 65 who have mild to moderate symptoms. Patients who are 12 years and up are also eligible if they have an underlying health condition.The FDA approval comes at a time when cases are going up again and hospitals are struggling to treat so many patients.Infectious disease experts say one of the biggest challenges for hospitals right now is to figure out where they want to administer the treatment.It is given through an IV and usually, IV treatments are given in an outpatient setting to cancer patients.“If you're talking about hospitals that have infusion centers for cancer and chemotherapy, that's not generally a place where they're going to feel comfortable taking COVID-19 patients in the contagious phase of their disease, because they also have highly immuno-compromised patients there,” said Dr. Shira Doron, a hospital epidemiologist at Tufts Medical Center.Some hospitals in the U.S. already have the resources and space to administer the treatment to COVID-19 patients, but many still don't.Another option would be to administer it in an emergency room, while still following the same criteria for who receives it.While there are guidelines for who receives it, cases are rising. That could add another limitation to how many patients get the new antibody treatment.“And then how will patients be referred to that facility? Will doctors know about that? And defining exactly which patients will benefit from this is somewhat still up in the air,” said Doron.Health and Human Services will be responsible for distributing the treatment. Over 1 million children under the age of 19 in the United States have tested positive for COVID-19 since the pandemic began, the American Academy of Pediatrics and the Children’s Hospital Association said in a new report on Monday.According to the data, as of Nov. 12, 1,039,464 children have tested positive, accounting for 11.5% of all cases in states reporting cases by age.Pediatricians said 111,946 new child cases were reported last week, the highest weekly total of any previous weeks since the pandemic began."A smaller subset of states reported on hospitalizations and mortality by age; the available data indicated that COVID-19-associated hospitalization and death is uncommon in children," the report stated.In a press release, AAP President Dr. Sally Goza called the data “staggering and tragic.”"As a pediatrician who has practiced medicine for over three decades, I find this number staggering and tragic. We haven’t seen a virus flash through our communities in this way since before we had vaccines for measles and polio," Dr. Goza said. "And while we wait for a vaccine to be tested and licensed to protect children from the virus that causes COVID-19, we must do more now to protect everyone in our communities.
