CHULA VISTA, Calif. (KGTV) - A report says Chula Vista faces an immediate need for more police staffing to keep up with rapid growth, and that traffic congestion will worsen in the coming years.At a Special Meeting called for Thursday evening, the city’s Growth Management Oversight Commission (GMOC) is expected to present to the city council its review for fiscal year 2018, which includes recommendations on how to properly address issues directly caused by the city's progression.Chula Vista’s exponential growth over the past five years has led to a big increase in homes being built across Chula Vista. The city says “the number of residential building permits issued in Chula Vista averaged 1,008 units per calendar year” between 2013-2018. "This rate of growth is projected to continue or increase over the next five years, according to Chula Vista’s 2018 Residential Growth Forecast, updated in April 2019," the GMOC says. "With growth comes the demand for additional services and facilities."The GMOC warns that the Chula Vista's police department is not prepared to accommodate anticipated growth in the next 12-18 months or five years. It also addresses concerns that road congestion will get worse along Palomar Street given that improvements will take a half decade to complete.The GMOC’s annual reports, including the fiscal year 2018 report, “addresses compliance with delivery of services and facilities, based on threshold standards for the eleven service topics identified in the City’s Growth Management ordinance.”According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.POLICEWith the city’s continuing growth, the report shows there has not been enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.The GMOC says the police department's response times for Urgent Calls for Service in fiscal year 2018 were calculated at 20:17, about 8 minutes and 17 seconds slower than the 12-minute threshold. 2222

(KGTV) - If a person suffers cardiac arrest inside a hospital, their chances of surviving are lower than you may think.According to the American Heart Association (AHA), the survival rate for adults is just 23%. The nonprofit attributes this low number to poor-quality CPR."So we need to do better in order to improve that number, our patients deserve better, our staff deserves better," said Sarah Saunders-Harbaugh, a clinical lead at Sharp Chula Vista Medical Center.Saunders-Harbaugh is leading the hospital's effort to adopt the new AHA training method: RQI 2020, which stands for Resuscitation Quality Improvement. The simulation-based training provides verbal feedback in real-time while staff members do compressions and ventilations. Previously staff was only required to get re-certified every two years. With RQI 2020 staff will train every three months, but only for about 15 minutes each time."So 'we're constantly building muscle memory, and we have the opportunity to get better while we're using this equipment and then we have the opportunity to save more lives in the hospital," said Saunders-Harbaugh.A Texas hospital using this training method increased its survival rate by 21%, doubling the previous rate.Sharp Chula Vista is the first hospital in the county to implement RQI 2020, and the AHA hopes to have it in every hospital by 2025. 1389

(KGTV) - Chula Vista Police are asking the public for help solving three hit-and-run cases that have remained unsolved since January of last year — two of which resulted in deaths.The first occurred on Jan. 22, 2017, at about 6:45 p.m. at the intersection of Broadway and G Street. Police said 43-year-old Rafael Cruz Fermin was hit by a vehicle traveling southbound on Broadway. The driver of the vehicle fled the scene in what was described as a red, 2002-2005 Ford Explorer or Mercury Mountaineer.Fermin died at the scene, despite being given first aid. Read more.The second incident was on Sept. 14, 2017, at about 7:30 p.m. in the 700 block of E Street. A driver struck a 52-year-old man between the McDonald's and Motel 6, before fleeing the area. The victim was left with severe internal injuries, of which police say he still suffers from.The driver, described as a possibly older, white man with short white or blonde hair, was last seen in a gold, older model Pontiac, Lincoln, or Buick. The vehicle has a partial plate of "5BK." (KGTV) - A new music school is open in the South Bay, teaching kids to play instruments with a less-classical approach."We're not the little old lady down the street with a metronome," says owner Mark Sheffield.He opened the School of Rock at Otay Ranch Town Center after his wife had to drive through traffic to take their son to classes in Liberty Station."Later on that evening, I asked how did it go, did you have fun? Yes, it was a blast. He loved it. We want to do that again. But we're not. But we're not ever doing that again. It was a 45-minute drive there and an hour and a half drive back," Sheffield explains.He says opening a South Bay location gives kids in that part of the county an option to learn music in a fun, modern way."The students learn music by playing it in an environment that fosters a true enjoyment for what they're doing," he says. "They're going to want to come anyway, and hang out with friends, and they're going to end up learning."School of Rock offers lessons for kids starting at age 3, no matter the skill level. (KGTV) — Aquatica San Diego and Chula Vista police are warning trespassers after ABC 10News obtained video showing people inside the closed waterpark riding skateboards on some of their attractions.The clip starts with individuals climbing over barbed wire fencing surrounding the theme park. The group is seen casually walking the grounds of the park then skateboarding on water slides, including the six-story funnel ride Tassie's Twister.The 19-second video appeared on the social media app TikTok on May 19 and has been viewed more than 1.1 million times.10News showed the video to Aquatica, who confirmed there have been trespassing incidents recently. The park added that they have notified police and trespassers will face consequences."While Aquatica is temporarily closed because of COVID-19, the park is monitored 24/7. Our security team has caught trespassers in the park and notified the Chula Vista Police Department. Citations have been issued because trespassing is a misdemeanor crime. Chris Kelley confirmed the incidents and said that some individuals have also been arrested.
