California regulators are considering a plan to charge a fee for text messaging on mobile phones to help fund programs that make phone service accessible to the poor.The California Public Utilities Commission (CPUC) is set to consider the proposal in a vote scheduled for next month, according to The Mercury News.It's not clear how much mobile phone users would be asked to pay under the proposal, but it would likely be billed as a flat surcharge, not a per-text fee, according to the paper.And wireless industry and business groups are not "LOLing." They're overwhelmed, because they don't have the same resources or outlets they had previously.The pandemic may also be keeping loved ones at home longer.“Aging in place has gone from being a desire, a wish, to almost a mandate or something that really has to happen because families are just afraid to have their elderly loved ones put in a nursing home,” said John Schall, CEO of the Caregiver Action Network.Schall says we need more training and financial support for the caregivers in this situation.The expansion of telehealth has been helpful, but one challenge is when caregivers can't be present when that virtual visit is happening, like they would be with an in-person doctor's visit.Experts at the help desk are making sure caregivers focus on their self-care now more than ever. CARDIFF, Calif. (KGTV) - A pedestrian was struck and killed Saturday night in Cardiff after running across Interstate 5 and into the path of a car, authorities said.The incident happened just before 6:40 p.m. on the northbound lanes of the I-5 near Birmingham Drive, according to the California Highway Patrol.CHP officials said the pedestrian, a male in his 20s, was being transported via ambulance from Tri-City Hospital to the VA Medical Center when he suddenly jumped out of the vehicle. The ambulance was traveling between 50 to 60 mph, CHP said.The man survived the jump but proceeded to run across the southbound lanes. He hopped the center divide and was struck by a motorist traveling northbound.CHP said the man died in the collision.The motorist that struck the man remained at the scene and was cooperating with officers.A SigAlert was issued at about 7 p.m. for the three left lanes on northbound I-5. CHP reopened all lanes to traffic just before 9 p.m. 977

CAMP PENDLETON, Calif. (KGTV) - Camp Pendleton issued an alert Friday for a Marine missing on a recreational backcountry ski trip. 1st Lt. Matthew Kraft left for Kearsarge Pass on the Sierra High Route Feb. 23 and was scheduled to return Mar. 4 or 5 near Bridgeport. His rental car, a gray 2016 2-door Jeep Wrangler has not been found at the trip’s starting point in Independence. 11 law enforcement, federal, and state agencies are searching for Kraft. The Fresno County Sheriff, CHP, and Air National Guard have been conducting aerial searches. Anyone with information is asked to call authorities. 608

Cellphone video from Friday night shows a firework going into the stands at Busch Stadium.It was recorded after the Cardinals win over the Chicago Cubs on July 27 during a scheduled “Fireworks Night” display after the game.“It just seemed like it went straight up in the air and came straight down in front us, hit a chair and some kind of rupture right in front of us,” said Natalie Carlson, who was in the stands.She said it took a moment for people to figure out what happened.“Everybody was just kind of shocked, I grabbed my friends and was like 'everybody scoot back, get under something just in case it happens again,” she added.She said they stayed and watched the entire show, not fearing for their safety. 723
