VIENNA, Dec. 3 (Xinhua) -- China remained open to initiatives on the establishment of an international nuclear fuel bank , a senior Chinese diplomat said here Friday. "The International Atomic Energy Agency (IAEA should play an active role in establishing such mechanism, on the prerequisite of maintaining its independence, " said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and other international organizations in Vienna. "China is of the view that the establishment and operation of multilateral mechanism on assurance of nuclear fuel supply involves complex political, economic, technical and legal factors as well as practical interests of all Member States, " Hu told a board meeting of IAEA. Referring to an U.S. proposal on the establishment of an IAEA low-enrichment uranium bank, Hu noted that some IAEA Member States still had concerns on that proposal. "The concerns of relevant states should be taken into full consideration and resolved in order to seek the most extensive support," Hu said. He also said that while the objective of preventing the proliferation of nuclear weapons should be promoted, Member States ' right to peaceful uses of nuclear energy should not be affected.There have been a number of initiatives to establish nuclear fuel reserve banks in recent years.The U.S. proposal envisions a nuclear fuel bank run by IAEA, to which countries could turn to if their regular supplies were cut.However, the plan has met opposition from some developing countries. They worry that a nuclear fuel bank could undermine their right to acquire their own nuclear technology for peaceful purposes. Some countries are also concerned with the possibility of fuel supply being controlled by western powers and used for political purposes.

BEIJING, Jan. 17 (Xinhua) -- Home prices in 70 major Chinese cities rose 0.3 percent month on month in December and 6.4 percent year on year, the National Bureau of Statistics (NBS) said Monday.The annualized growth rate dropped from 7.7 percent in November, making December the eighth consecutive month of slowing growth from a peak of 12.8 percent in April last year, when the government stepped up controls to curb prices.New home prices climbed 7.6 percent year on year last month and 0.3 percent month on month, while prices for second-hand homes rose 5 percent year on year and 0.5 percent month on month, said a statement on the NBS website.File photo taken on Nov. 14, 2010 shows a newly built residential community in east China's Shanghai Municipality.Property sales volume, in terms of floor space, was up 11.5 percent from a year earlier to 218.08 million square meters last month, and the value of sales rose 21.9 percent to more than 1.02 trillion yuan (about 155 billion U.S. dollars).Property sales for the whole of last year surged 10.1 percent year on year to 1.04 billion square meters, and the sales value was up 18.3 percent to 5.25 trillion yuan, it said.Property investment last year jumped 33.2 percent year on year to 4.83 trillion yuan. In December alone, 557 billion yuan was invested in the real estate sector, up 12 percent year on year.

  

SHANGHAI, Jan. 16 (Xinhua) -- The Shanghai municipal government bore unshirkable responsibility for a high-rise fire that took 58 lives two months ago, Mayor Han Zheng said Sunday at the city's parliamentary session.Though the final investigation report on the fire has not been released, the accident exposed chaos and a lack of safety supervision in the construction market, for which the government was responsible, Han said in a report to the annual session of the Shanghai Municipal People's Congress, the local legislature.Han said his government would draw lessons from the incident and strengthen management and supervision to ensure work safety.The fire on Nov. 15, 2010 engulfed a 28-story residential building in Shanghai after welding sparks set nylon netting and scaffolding on fire.Officials blamed the fire, that killed 58 people, on unlicensed welders, illegal sub-contracting and poor management.On Jan. 11, the Shanghai municipal government issued new regulations to tighten supervision of the city's construction industry.The 22-article regulations covered eight aspects, such as construction processes, risk control, contractor management and government supervision.

  

DUSHANBE, Nov. 25 (Xinhua) -- Chinese Premier Wen Jiabao and Kyrgyz President and Acting Prime Minister Roza Otunbayeva met here Thursday, with both sides pledging to enhance cooperation in economy, technology and other areas.The two leaders were meeting on the sidelines of the 9th prime ministers' meeting of the Shanghai Cooperation Organization (SCO) in the Tajik capital.Premier Wen told Otunbayeva that China pays great attention to the situation in Kyrgyzstan and hopes for stability in the country.Wen said that both countries should follow the principles stipulated in the Sino-Kyrgyz Good-neighborly Treaty of Friendship and Cooperation to further enhance political mutual trust and push forward for a steady and healthy development of bilateral ties, adding that this serves the fundamental interests of both peoples.Chinese Premier Wen Jiabao (R) shakes hands with Kyrgyz President Roza Otunbayeva in Dushanbe, Tajikistan, Nov. 25, 2010.
