ENCINITAS (CNS) - Construction crews will begin a three-week closure of a section of Chesterfield Drive Wednesday to improve bicycle and pedestrian safety, according to the San Diego Association of Governments. Chesterfield Drive will be closed to drivers in both the eastbound and westbound directions between Coast Highway 101 and San Elijo Avenue. According to SANDAG, the closure will extend through Jan. 23 to complete a new bikeway and pedestrian path, an Americans with Disabilities Act-compliant sidewalk and ramps, new traffic signals and new rail crossing equipment such as signals and gates. During the closure, northbound motorists will be detoured to D Street and southbound motorists will be detoured to Lomas Santa Fe Drive. The intersection will remain open to pedestrians and bicyclists during the closure but will be closed to motorists 24 hours per day, seven days a week. According to SANDAG, roughly 17,000 drivers use the intersection each day. The closure is the second phase of improvements to the Chesterfield Drive rail crossing and part of San Diego County's Build NCC (North Coast Corridor) project, a 40-year, 0 million effort to repair and expand vehicle and rail transportation infrastructure around the county. (KGTV/CNS) - CHP officers are investigating a crash in Escondido that left a driver with burns to about 80 percent of his body Wednesday morning.The 22-year-old driver, who police believe is a current or former Marine, hit a tree at Bear Valley Pkwy north of Eldorado Dr. at 2:45 a.m.The vehicle caught fire but emergency crews put out the flames. Neighbors who heard the crash also helped the driver.CHP officers initially believed the driver was dead inside the vehicle but found him alive when they put out the flames.The man was taken to UCSD Medical Center with burns and other severe injuries.The investigation closed Bear Valley Pkwy from Bear Valley Rd. to SR-78 during the morning commute.  750

For how long?"I'm scared of what's going to happen to me," said Donohoe.Donohoe, who served as a deckhand for three years on the USS Columbus CG-12 during the Vietnam War, was later diagnosed with PTSD. "Constantly stressed, afraid I'm going to forget something," said Donohoe.Problems with short-term memory steadily grew worse."Missing doctor's appointments, missed bills, forgetting to get gas, forgetting to check the mail. Goes on and on," said Donohoe.The memory issues that cost him so many jobs could now cost him his home. Donohoe depends on Section 8 housing vouchers to pay most of his rent. A few days ago, Donohoe got a letter from his landlord: A three-day notice to pay his overdue rent.Donohoe believes he forgot to fill out the paperwork for the annual renewal for his housing voucher."Scared and depressed," said Donohoe.He owes more than 0 for this month's rent."I don't have it.
