SAN DIEGO (KGTV) — The "Capital of Craft" made its name known at the Great American Beer Festival in Colorado this weekend.San Diego breweries took home 17 medals from the massive festival, which features blind-taste testing of nearly 9,500 beers from almost 2,300 breweries. Since the first festival in 1982, San Diego breweries have grabbed 233 medals.At this year's event, local breweries claimed eight gold, four silver, and five bronze medals at the annual brew competition. SAN DIEGO (KGTV) — The Filipino community in San Diego numbers around 200,000, second only to Latinos.This election the effort to get out the vote among that group has stepped up.Jo Ann Fields is among those getting out the word. She's been manning a phone bank nearly every day for the past few weeks. "It's important for us to get out the vote so we can grab the attention of our decision-makers and get things done," Fields said.Fields is the Government and Public Relations Director for the Asian Pacific Islander Initiative. The group does many things to support and advance its community, including civic engagement."We are the second largest ethnic group after Latinos we are the largest segment among Asian Pacific Islanders," says Fields.According to the San Diego County Registrar of Voters, more than 46,000 special language ballots have been requested in Filipino this year.Fields says there are several factors she thinks will encourage people to vote in record numbers, including having a Filipino candidate on the ballot, such as Todd Gloria, who is running for San Diego mayor."This is the first time someone from our community would be the leader of a city with 1 million-plus residents so that's really exciting," Fields said.The effort to get out the vote has been impacted by COVID-19, but the outreach is all done virtually this year."Phone banking is one way, text banking is another, virtual town hall like we will have Friday," Fields recalls.That town hall is designed to answer questions about how and when to vote. SAN DIEGO (KGTV) - Surveillance cameras caught two people in a truck turning an alley in El Cerrito into a dumping ground.Just off Dayton Street is one unsightly mess. Maurizio Rios, who lives near the alley, can barely look at it."Feels terrible. It's actually disgusting," said Rios.Right next to a new home construction are two barbecues, two chairs, and parts of a several different tables. "The image is not a good image. It's trash. It's a dump," said Rios.The men who sullied that image were likely not aware that Rios' surveillance cameras were watching.Monday afternoon, just before 3:30 p.m., a pickup truck loaded with stuff was seen driving down Dayton Street and turning into an alley. From several other cameras, the truck is seen driving through the alley, before it finally stops. Two people then get out and begin unloading. More than four minutes later, the truck drives off."It's unbelievable. Why don't they just take it to the dump?" said Rios.Rios filed a police report and delivered a big clue: a clear image of the front license plate. Last year, the City of San Diego increased penalties for illegal dumping. Fines now range from 0 to ,000. 1178

SAN DIEGO (KGTV) - Tempers flared at a meeting of the Community Review Board On Police Practices Tuesday night. Dozens spoke out against the San Diego Police Department’s chokehold policy. Members of the Racial Justice Coalition wants to ban the practice, saying it’s excessive force and potentially deadly.  San Diego’s new police Chief David Nisleit called the comments at the meeting “passionate.” He said he heard them loud and clear but had questions about the doing away with the chokehold as some law enforcement agencies around the country have done.“Anytime you take a use of force tactic away from an officer, they generally have to go a higher level,” Nisleit said. “So my concern on that, and why I’m hitting pause to take a hard look at this, is I want to make sure that if we continue or discontinue, it's for the very right reasons. I want to look at the LAPD and the Chicago Police Department and their information on what has happened prior to and more importantly, what has happened afterward to see if more higher level of force had to be used.”The chokehold is expected to come to the review board again at their May meeting. 1163

SAN DIEGO (KGTV) -- The man police say hit and killed a pedestrian on a South Bay road in late July has been arrested.According to police, Carlos Franco, 20, turned himself in to investigators Tuesday and was booked into jail for vehicular manslaughter.San Diego Police on July 30 received a report of a crash on Del Sol Boulevard and Dennery Road at 7:03 a.m.RELATED: Pedestrian hit, killed on south San Diego street  Police say Franco struck a 66-year-old man, who was crossing the street at the time of the crash. The man, who hasn’t been identified by police, was pronounced dead at the scene.Following the crash, Franco stayed on scene. Police say drugs or alcohol weren’t factors in the crash. 712
