CHULA VISTA, Calif. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109

CHULA VISTA (KGTV) - After a series of fires, Chula Vista Police have begun the process of clearing people out of the Otay Mesa River Valley. Tuesday morning, members of the CVPD Homeless Outreach Team handed out vacate notices to people living in the area. Several fires have broken out in the river bed recently, requiring large responses from local fire agencies. Chula Vista Police said after people have been moved out, they will begin clearing brush. (KGTV) - 10News spoke Friday with the South San Diego County boy whose generous act on Halloween became a viral video.Kim Manalo reached out after her security cameras caught the boy adding some of his candy to an empty bowl on her front porch in Chula Vista.The surveillance video of the boy in his Grim Reaper costume went viral.  On Friday, 10News identified him as 15-year-old Lawrence Malot, a freshman at Olympian High School who moved from the Philippines to Chula Vista four years ago.RELATED: Kids pay it forward on HalloweenMalot explained his good deed. “It was still early and when I looked and I kind of felt bad for the other trick-or-treaters,” Malot told 10News reporter Joe Little.Malot’s trick or treat bag may soon be replenished.  People have called 10News from all over the country, saying they want to give him candy."I feel kind of proud of myself.  I just feel proud.  I'm so happy," Malot said. 972

(KGTV) - A South Bay mom says the dinner she ordered using a food delivery app never arrived, and the driver couldn't be tracked down."It was my second time using the app," said Melissa Stone.Last Sunday, when Stone's kids had a craving for burgers and fries, she signed into her Grubhub app and ordered an early dinner from Bull Chicks in Chula Vista. An hour passed, but there was no food."Went onto the app, checked the delivery status, and it said it was delivered," said Stone.Confused, she checked her front door but didn't see any deliveries. She called the restaurant. An employee told her her food had been picked up by the driver 15 minutes earlier. She asked for the driver's information and got a woman's name and number. Stone says she tried to contact the driver, but the number was disconnected."I'm upset and hangry at this point," said Stone.She says when complained to Grubhub, they didn't have any answers but gave her a refund."I think somebody was hungry, took my food and ate it," said Stone.Melissa posted the incident on Facebook and got several responses from local Grubhub customers with similar stories, including one involving a male driver who reportedly picked up the food but didn't deliver it."They never received their food," said Stone.And they may not be alone. According to a 2019 survey by US Foods, nearly 30% of drivers with food delivery apps, admit to snacking or stealing the food they're responsible for delivering. A Gruhhub spokesperson issued the following statement:"Our mission is to connect hungry diners with great, local restaurants. We always want our diners to have the best experience possible, and the vast majority of our 450,000 orders each day are completed without incident or complaints. But when things don’t go as planned, we appreciate hearing feedback and work hard to make it right.We looked into the two orders brought to our attention and found they are separate, isolated incidents. Both diners were helped by our customer care team and received refunds for the affected orders and promo codes for future orders. We did not find any evidence of misconduct by our drivers during either of the deliveries.Overall, we have zero tolerance for misconduct from our delivery partners, and we work to immediately resolve incidents. Our drivers sign a contract before partnering with us that makes it clear that misconduct is not permitted. As a matter of practice, we do extensive motor vehicle and criminal background checks before contracting with a driver, and we periodically re-run these checks while any driver is contracted with us." 2628

(KGTV) - Arson investigators are looking into a fire that damaged a Mexican restaurant in Chula Vista late Thursday evening.The fire at Tacos Y Mariscos Imperial, located on 2490 Main Street, was reported at around 10:15 p.m., according to fire officials at the scene.Firefighters said the blaze started outside and quickly spread to the front of the restaurant.No one was inside the restaurant at the time of the fire.The cause of the fire is under investigation. 491
