California Gov. Gavin Newsom signed a bill Saturday that allows transgender inmates to be housed in jails or prisons based on their gender identity.SB 132 says that during the initial intake process, the California Department of Corrections is required to note each incoming inmate's gender identity, whether they identify as "transgender, nonbinary, or intersex" and the inmate's gender pronouns. The inmate will then be sent to an appropriate facility based on their gender identity.The state cannot deny an inmate's request solely based on their anatomy or sexual orientation. However, ABC News reports that the state can deny requests if the inmate poses a "management or security concern." In that case, the state must provide the inmate with a written statement explaining their decision and give the inmate an opportunity to object.Previously, inmates were sent to facilities based on their birth gender. A 2009 study by the University of California, Irvine found that transgender inmates in the state were 13 times more likely to be sexually assaulted than an average inmate. A separate federal study done between 2011 and 2012 found that about 12% of non-heterosexual inmates reported being sexually victimized — a rate about 10 times higher than those of heterosexual inmates.According to ABC News, transgender women housed in facilities for men are among those most at risk of being assaulted."It's just a false narrative about transgender people and about transgender women in particular that they're somehow not really women and are just trying to scam their way into women's bathrooms or facilities in order to do bad things," State Sen. Scott Wiener, who authored the bill, told The Associated Press. "Overwhelmingly the people who are being victimized are trans people.""California has some of the strongest pro LGBTQ+ laws in the nation and with the bills signed today, our march toward equality takes an additional step forward," Newsom said in a statement. CAMPO, Calif. (KGTV) - Campo Elementary School students were forced off a school bus after a man stormed onto the bus armed with two knives.Matthew Barker, 37, of Campo, was arrested by San Diego Sheriff's Department after he boarded the bus packed with students at an apartment complex near Jeb Stuart Rd. Friday around 8:30 a.m., according to Mountain Empire Unified School District superintendent Kathy Granger and SDSO.SDSO said Barker entered the bus and was immediately told by the driver to leave. Barker ignored the driver and continued up the stairs and toward students before the driver got in front of him.As Barker tried to push past the driver, a grandmother of one of the students saw what was happening and got onto the bus to help the driver, SDSO said. That's when Barker reportedly pulled out a knife and swung at the driver.As the driver and grandmother struggled with Barker, an older student ushered students to the back exit of the school bus and called to nearby parents for help. The students were able to exit out of the bus unharmed.Another good Samaritan then got on the bus, at which point Barker turned the knife on himself, according to SDSO. The Samaritan pried the knife away from Barker and pulled him off the bus as deputies arrived.Barker has been charged with felony assault. SDSO is investigating the incident and believes drugs were a factor in the attack.The bus driver and Samaritans were not injured."We take safety very seriously and want to assure you our buses remain a safe form of transportation for getting children to and from school," Granger said in a statement.Counselors will be at the elementary school Tuesday to offer students support if needed, she added. 1759

One COVID-19 testing rolling out in the fall looks to achieve all three and maybe even one day mail the tests straight to your home.“Involves just a nasal swab so not a nasopharyngeal swab, just around the rim of the inside of the nose rather than tickling the brain,” said Dr. Joseph Petrosino.The test costs and lets you know if you’ve got the coronavirus within 15 minutes.So far it’s reporting an accuracy rate in clinical labs of 97%.Dr. Petrosino, a molecular virologist with Baylor College of Medicine, took an independent look at the Binax Now ABBOT Rapid test rolling out in October.He says they’re reliable, easy to use, and less vulnerable to supply chain interruptions.“The test is just made out of cardboard and paper, it doesn’t rely on a lot of supply chain plastics or other needs that could potentially hold things up,” said Dr. Petrosino.However, antigen tests like these have been found to produce more false negatives than lab-based tests.Dr. Petrosino says the key is the affordability that would allow large numbers of people at schools and businesses to get tested more frequently, isolating potential outbreaks.“What’ll happen is you’ll have a band that appears if you’re positive as well as a band that relates to whether or not the test worked itself,” said Dr. Petrosino.There’s also a free app that works in conjunction with the test.It allows people to display their results in places where negative tests may eventually be needed for entry, such as schools, workplaces, or large events.Last week, President Donald Trump said the federal government will buy 150 million of the tests to distribute across the country.Fifty million are expected to be available to purchase in October, but folks interested will need to get them at a medical clinic, at least for now.“Currently, you can’t get this test directly, but in the future, you may be able to,” said Dr. Petrosino.This story was first published by Cameron Polom at KNXV in Phoenix, Arizona. 2015
