SAN DIEGO (KGTV) — The San Diego Registrar of Voters is revising down its expected turnout numbers for the March primary from earlier projections. With an estimated 290,000 ballots still outstanding as of Thursday evening, turnout is now expected to fall between 47 and 52 percent of the county's registered voters. This means turnout will look similar to 2016's primary, which had about 50 percent participation. Original projections in January from the Registrar of Voters showed expectations of turnout between 55 and 60 percent. That number was revised in February to between 50 and 55 percent."It looks like turnout in this primary is about what it was in 2016 in San Diego," said professor Thad Kousser, department chair of the UC San Diego political science department. "We didn't see the spike we were expecting."However, Kousser points out that using turnout percentage can be misleading. Because of California's new Motor Voter law, there are more than 300,000 more registered voters in San Diego County than there were in 2016. Therefore, a matching 50 percent turnout would actually mean tens of thousands of new voters cast ballots in the 2020 primary. 1173

SAN DIEGO (KGTV) -- There were about 20,600 students considered homeless in schools throughout San Diego in the 2017-18 school year, but the actual number is likely higher, according to the findings of a new state audit.The report by California State Auditor Elaine Howle concluded districts across the state are not doing enough to identify homeless students and connect them with the services they need for tutoring, transportation, and school supplies. The report also faulted the state Department of Education for "inadequate oversight."The audit was requested after Department of Education data showed more than 25 percent of California districts reported having no students experiencing homelessness despite the state’s ongoing homelessness crisis.RELATED: San Diego homeless count 2019: Data shows over 8,000 living on county streets or in shelters“We cannot serve them and work to improve their educational outcomes if we don’t know who they are,” said San Diego County Office of Education Homeless Coordinator Susie Terry.California uses a broad definition of homelessness under the McKinney-Veto Homeless Assistance Act. About 75 percent of students considered homeless are living in a household with two or more family units for economic reasons, a scenario known as “doubling up,” Terry said."Doubling up" is often a last ditch-effort to avoid life in a shelter or a vehicle, and a time when services are critically needed, she said.RELATED: San Diego County ranks fourth for number of homeless in the United StatesAuditors looked at the number of students receiving free and reduced-price lunches and compared that to research showing 5 to 10 percent of those students typically experience homelessness.Using that benchmark, the San Diego Unified School District scored well, with 8,129 homeless students and an identification rate of 11 percent.Districts with less than a 5 percent identification warrant further scrutiny and state oversight, the audit said. SAN DIEGO (KGTV) — The woman killed after a loose dog on State Route 94 caused a chain-reaction crash has been identified.Grace Villar, 53, died Saturday after the Toyota Camry she was in was hit from behind by a Dodge pickup truck, according to a report by San Diego's Medical Examiner. Traffic in front of the Camry was stopped due to a loose dog in the highway.Villar was one of three people in the vehicle taken to Scripps Mercy Hospital following the crash.According to the California Highway Patrol, a Ford F-150 owned by the San Diego Humane Society was parked in the median of the highway to wrangle a loose dog, when the dog ran into traffic.Cars were forced to stop and some swerved in the process, including the car Villar was traveling in. SAN DIEGO (KGTV) -- The San Diego Police Department this October is offering a gun buyback day.Those who sell their guns will be offered either a gift card or a skateboard. Participants will receive 0 for rifles, shotguns and hand guns and 0 for assault weapons, “no questions asked.”There is a limit of two gift cards per vehicle and authorities say all weapons must be operational.
