SAN DIEGO (KGTV) -- The Registrar of Voters is asking those who received mail ballots to check their mail ballot packets, according to County News Center. Registrar of Voters Michael Vu said his office has received more than a dozen reports of missing mail ballots in the election packets for the June 5 Gubernatorial Primary. According to the registrar, as many as 1,500 ballots could be affected. Though that number is small compared to the total number of ballots, Vu said his office wants to make sure every voter gets the ballot they asked for.RELATED: Early voting begins in San Diego ahead of June 5 primary election  Nearly 1.1 million mail ballots were sent to county voters last week. SAN DIEGO (KGTV) - The San Diego City Council unanimously voted Tuesday to give final approval to place a measure on the November ballot that would change the city's police oversight structure.The current version is the Community Review Board; the ballot measure would replace it with a Committee on Police Practices."It is so desperately what the community wants and needs, so that we can build trust between the police department and the community," said Andrea St. Julian, co-chair of San Diegans for Justice, the group that wrote the ballot measure.The new committee would be appointed by the City Council, as opposed to the old board which was appointed by the mayor. The new committee would also have an independent lawyer and oversight from city staff not associated with the mayor's office or San Diego Police Department.St. Julian said these changes will help avoid conflicts of interest that the old board dealt with, especially because the CRB's lawyer was the City Attorney, who also acted as the lawyer for the police department.The new committee would also have broader power for investigations. It would be required to investigate any police shooting, as well as any time someone died while in police custody or while interacting with police.The committee could also investigate any other complaints against an officer and review all disciplinary action taken within the department."When a full investigation can be done by community members or at the direction of community members, people feel much more comfortable with the results," said St. Julian.Mayor Kevin Faulconer and County District Attorney Summer Stephan have both said they support the measure. SAN DIEGO (KGTV) – The San Diego Unified School District on Thursday released new information on the next phases of its plan to reopen schools for in-person learning.The first phase of the district’s plan, which began Oct. 13, included appointment-based, in-person instruction for elementary school students identified as having “the greatest needs.”The district is looking to expand Phase 1 to include grade 6-12 students and children in infant/toddler and early-learning programs.In a news release issued Thursday morning, the district outlined details on Phases 2-4. Officials noted that the timing of the phases will depend on the state's data/tier assignment update on Tuesday, Oct. 27.Expansion of Phase 1Expansion of Phase 1 appointment-based program for secondary students grades 6-12 and educators.Expansion of Phase 1 appointment-based program for infant/toddler and early-learning programs and educators.Phase 2Elementary (PreK to 5th grade) students would return to campus four days a week. SAN DIEGO (KGTV) -- The San Diego Padres made another trade on Monday, this time acquiring relief pitcher Taylor Williams from the Seattle Mariners just before Major League Baseball’s trade deadline.MLB.com Padres beat writer AJ Cassavell confirmed the Friars picked up the 29-year-old Williams in exchange for a player to be named later.Williams has a 1-1 record on the season with a 5.93 ERA and six saves.Ironically, Williams was the losing pitcher in the Padres’ wild comeback win over the Mariners on Aug. 27.
