SANTA BARBARA, Calif. (KGTV) - Southern California cities affected by the Thomas fire were evacuated Wednesday morning due to the threat of mudslides from an approaching storm.The Santa Barbara County Sheriff’s Office issued a Recommended Evacuation Warning at 8 a.m. for the Thomas, Sherpa and Whittier burn areas in Santa Barbara, Goleta, Montecito, Summerland and Carpinteria.A National Weather Service report indicated the area may receive moderate to heavy rainfall from a storm arriving Thursday that may generate mud and debris flows.RELATED: Local crew saves family from Montecito?mudslideThere is a high risk for loss of life and property, the SBCSO said. First responders are trying to prevent tragedies like the deadly January mudslides in Montecito.“If at any time people feel threatened, take immediate action. Do not wait for a notification. Those with access and functional needs and those with large animals should leave,” according to a statement from deputies.San Diego County is expected to receive showers as early as Thursday night but the heaviest rain and snow will fall farther north in California. No evacuation orders have been issued locally. Saturday marks the 87th anniversary of the "Star-Spangled Banner" being named the national anthem — and the song hasn't seen this much controversy since being anointed the official song of the United States in 1931.On top of becoming a political platform for athletes and politicians alike, the anthem has seen some of its most unique performances in the past year — most notably, Fergie's controversial rendition at the 2018 NBA All Star game.But Fergie's version of the "Banner" is just one of many controversial renditions of the song. As it celebrates it's birthday as America's anthem, let's revisit a few more notable renditions.Jose Feliciano — 1968 World SeriesFeliciano was among the first artists to deviate from the traditional playing of the anthem — and he did it in front of a nationwide audience. With the country already divided by the Vietnam War, Feliciano's rendition outraged many. Newspaper reports called Feliciano's performance "disgraceful," and some called him a "hippie."Despite the controversy at the time, Feliciano was invited back to Detroit to sing the anthem 44 years later before a Tigers playoff game, where he received unanimous applause.Jimi Hendrix — Woodstock (1969)Prior to Hendrix's performance at Woodstock, it was hard to imagine the national anthem being played on an electric guitar. Now, it's considered one of the most iconic renditions of the anthem ever performed.Roseanne Barr — San Diego, 1990Comedienne Roseanne Barr is not known for her singing voice, and it showed during her rendition of the anthem prior to a baseball game between the San Diego Padres and the Cincinnati Reds. She screeched her way through the anthem, and capped it all off by spitting on the ground and grabbing at her crotch.Barr maintains her act was a joke, and told the Washington Post that she wasn't trying to respect the anthem or the flag with her performance. President George Bush disagreed.For her part, Barr maintains her version of the anthems was better than Fergie's.Whitney Houston — 1991 Super BowlWith the country newly entangled in a foreign war and security tensions high at the world's biggest sporting event, Houston delivered perhaps the most stirring and inspiring live performance of the anthem in the song's history. Even after her death, Houston's performance at the Super Bowl remains one of her most played songs.Jack Black — Los Angeles, 2011Black is most known for his slapstick comedy, so it must have been strange for fans of the WNBA's Los Angeles Sparks step to the mic for the anthem in 2011.However, Black is one half of the musical duo known as Tenacious D, and showed off his pipes in the 2003 comedy "School of Rock." Whether or not the Staples Center crowd was ready for it, Black went out and delivered a stirring rendition of the "Star Spangled Banner."Jesse McGuire — 2013 NFL PlayoffsThough the national anthem is played and sung live dozens of times each day, it's not often that an instrumental version of the anthem is played solo. McGuire, a renowned trumpeter, has played that anthem dozens of times at some of America's biggest sporting events, but his 2013 performance at a 2013 NFL playoff game between the Carolina Panthers and the San Francisco 49ers reminded viewers that sometimes, the anthem is at its best on a lone trumpet. Alex Hider is a writer for the E.W. School nurses already have a lot of responsibilities, but the possibility of students being back in classrooms this fall may add a new duty: screening for COVID-19."There seem to be no certainties. The guidance changes frequently and there is some concern that the guidance doesn’t take into account the realities in a school building," says Laurie Combe, the President of the National Association of School Nurses.Combe says the pressure will be on school nurses to help screen and isolate any students or staff who could be showing symptoms of COVID-19. But not all schools across the country have the ability to do this."We're supposed to isolate those students or staff members and does a school have the space or capacity to do that?" says Combe.According to the Department of Education, there are 98,000 public schools in the United States. The National Association of School Nurses’ research has shown 25% of those schools have no access to a school nurse."Not part-time, not one nurse covering multiple schools, just no school nurse," says Combe.“COVID has revealed to us is that schools are relying heavily on school nurse expertise to guide their procedures and policies moving forward into reopening,” Combe added. “So what do those schools that don’t have a school nurse do?"Visalia Unified School District in California has about 32,000 students. The district's 12 credentialed school nurses help lead an additional 36 nurses in meeting students' health needs."Our health department reached out and identified the 12 school nurses as emergency disaster workers so instead of enjoying a summer vacation, the nurses are working at the health department and helping to monitor COVID," says the district's Director of Health Services Suzie Skadan. Skadan says that extra experience will be helpful when school is back in session."They will have this additional experience and hands-on happening so they will know what to do when we come back," says Skadan.Visalia unified is working closely with their local health department to put every CDC-recommended protocol in place come the fall."It is an added burden for the school nurse but it's very necessary to keep our students safe. So we think planning ahead and having systems in place will make the best of this situation," says Skadan. Both the National Association of School Nurses and Visalia Unified say ideally there'd be more nurses on hand this fall."Unfortunately, we're having big budget cuts. It's been a bad budget year and then we have COVID on top of that so we are not hiring additional nursing staff. We schedule people around to make things work so hopefully we can manage it this way," says Skadan.While not every school will have the ability to test students for COVID this next school year, the National Association for School Nurses expects more students will be tested. Combe refers to a recent conversation she had with a teacher."I said, ‘So what are you going to do if a child in your classroom starts coughing?’ Normally you would send that child to get some water or you know help them manage that. She said, ‘I’m sending that child to the school nurse,'" says Combe.Combe says nurses focus much of their time on health education for students, faculty and their entire school community, a role that will be amplified come next school year. 3334

  

SAN MARCOS, Calif. (KGTV) - A local portable toilet rental company is charged with tampering with equipment on its trucks to skirt emissions regulations. Employees also allegedly faked some of the smog test results.Team 10 Investigative Reporter Jennifer Kastner went to San Marcos’ Diamond Environmental Services on Friday afternoon, but was asked to leave. 10News was looking for answers to the alarming accusations that the company and some of its employees were committing crimes against the environment. Part of a video on the company’s website states, “Diamond's dedication to doing the right thing goes above and beyond.” Yet prosecutors say Diamond was preparing false smog test results to get passing results. Additionally, executives were allegedly tampering with emission control devices on its diesel truck fleet, re-programming the emission monitoring devices to avoid extra costs that come with burning off dirty, soot-filled diesel filters. Ed Rodriguez is the owner of Auto Park Smog in Escondido. He says, “If you’ve ever seen a vehicle going down the road, like a truck, and it has black smoke coming out of it, that’s all soot and that's not good.” Rodriguez says he's worked on Diamond's smaller trucks but not the ones that are part of this new six count federal indictment. The U.S. Attorney’s Office claims that Diamond took the devices out of trucks and shipped them out of California to be re-programmed. Owner and manager Arie Eric De Jong III, manager Warren Van Dam and technician Jorge Leyva Rodriguez are facing time behind bars and thousands of dollars in fines.The company declined an interview during our visit to the headquarters on Friday afternoon. 1692
