IMPERIAL BEACH, Calif. (KGTV) - South San Diego County families were left in tears. A single mother and her kids were forced to sleep in their car. 10News investigative reporter Jennifer Kastner is exposing the man accused of running an elaborate housing rental scheme and preying on people who are struggling to make it in San Diego. Deputies believe that Daniel Uriarte pretended to own a house and scammed more than ,000 from several families that were looking to rent. Jacenia Ramos was crying when she met with 10News. “I mean, he didn't only do it to us, he did it to other people, too. That's just wrong,” Ramons says. Two weeks ago, 10News connected with Ramos’ family and other families after someone posted a warning about Uriarte on an Imperial Beach community Facebook page. Multiple people told 10News that Uriarte was operating a fake rental on a property in Imperial Beach.When 10News arrived at the house, there were signs in the window. “I basically placed [the signs up] that the house is not for rent and if someone did rent it out to them, to contact the local deputies and they'll help them out,” says Eric Leon Estrada.Leon Estrada cares for the house for his mother, who owns it. They started renting it out to Uriarte and his family in 2018. Leon Estrada and his mother tells 10News they came across a Craigslist post a few months ago advertising a two-room apartment for ,200 a month. The ad said the unit -- which was a garage converted to an apartment -- was still under construction, according to Estrada. Leon Estrada says that Uriarte knew that subletting was not allowed. He showed 10News a copy of the lease, which clearly states that they agreed "not to transfer, assign or sublet the premises or any part thereof." Leon Estrada and his mother say that they told Uriarte’s family that they had 30 days to leave.Leon Estrada says he noticed "mail coming in from different families with different last names, so it doesn't take a detective to figure that out.”“I’m very grateful that we had a car to sleep in. We could have been sleeping on the sidewalk,” says a young woman who 10News is not identifying. She’s overcome with shame and embarrassment. She says her family fell for Uriarte’s Craigslist ad and handed over a massive deposit, thinking that he was the owner. Yet when they tried to move in, they tell 10News that Uriarte kept making excuses to delay their move-in. “There was lead paint. There was something wrong with the electric cables. It was just excuse after excuse,” she adds. Ramos tells 10News that Uriarte gave her a similar run-around. “I was so stressed out. I ended up in the hospital because of all the stress,” she explains. She shared with 10News a voicemail that she says Uriarte left her. In part of it, the man’s voice is heard saying, "It’s not that I don't want to rent to you. It's not. I'm telling you, and it's the truth, it's the fact that I don't have enough time to finish up that job.” A few days after 10News interviewed some of the families at the house in Imperial Beach, this station received a call from a San Diego County Sheriff's detective. He told 10News that they planned to arrest Uriarte soon. Over the phone, Uriarte denied doing anything wrong. Last Friday, he was scheduled to meet 10News, but he never showed up. He texted that his attorney would contact 10News, which never happened. This Tuesday, deputies notified 10News that they'd arrested him. Part of the statement reads, “From June 5 to July 24, 2019 Daniel Uriarte…misrepresented himself as the owner and manager of a rental property located in the 800 block of 10th Street in Imperial Beach. Uriarte advertised the property via Craigslist and presented fraudulent rental agreements to his victims. To date, Uriarte has scammed six known victims out of more than ,000. On August 23rd, Detectives from the Imperial Beach Sheriff's Substation arrested Uriarte for six counts of obtaining money by false pretenses. He was booked into the San Diego Central Jail. Uriarte's first court appearance is scheduled for August 28th at 1:30 p.m. at the South Bay Courthouse. While this case has been submitted to the District Attorney's Office, the investigation is ongoing. The Sheriff's Department is looking for additional victims or witnesses. (KGTV) - Parents in Imperial Beach say the conditions are Reama Park could be dangerous to their children, as playground equipment is starting to show signs of deterioration."It's not normal wear and tear," says Casandra Stoll, who brings her daughter to the park almost every day. "I'd say it's something that needs to be addressed for sure."Stoll says her daughter tore her pants on a crack that developed in one of the slides. She also pointed out parts of the playground where rust and cracked plastic have created jagged edges."If she were to get cut on that, you have to worry about tetanus and any other kind of infection you can get," says Stoll.Other areas of the park have patches in the padded ground that are missing. Even the plastic coverings on park benches and tables have been worn away to expose the rusted metal.Rust on the playground equipment has also created holes in the pipes. Some of them are big enough for a child's finger to get stuck in.Parents says they understand that the playground won't always be in pristine condition. They're willing to accept some rust from the sea-air and normal wear and tear on the equipment. But they say the damage at Reama Park is too much.Sam Townsley brings his daughter Samantha to the park often. He wants her to be able to run free and have fun but says he's keeping an eye out for damage and danger."She's got a sense of autonomy," he says. "As long as there's no overt risk, it's alright."Parents say they hope the city can make repairs quickly."I just hope they can maintain it and keep it up and keep it safe for all the kids to enjoy for years to come," says Stoll.The City of Imperial Beach responded to 10News Tuesday, saying they’re waiting for money to come from the state parks bond, and expect to receive 0,000 for repairs within the next fiscal year.Officials also said they’re aware of the problems, and that Reama Park is in the worst condition of any Imperial Beach park. 1985

If you receive a call from an unfamiliar number informing you that you've missed jury duty and could be sent to jail if you don't pay a fine, be wary. The call could be a hoax.The scam has claimed a number of victims in the Baltimore area.At least one caller identified himself as a Lieutenant Steven Harris with the Baltimore County Sheriff's office. “They claimed that I had failed to show up, obey a summons in a criminal case, and that the judge had issued a bench warrant for my arrest. And they wanted me to come in right away and straighten it out or they would have to come get me,” said Professor Rena Steinzor who teaches at the University of Maryland Carey Law School.The caller gave the address of the Towson courthouse and instructed her to meet him there with money in hand.“He wanted ,868 in fines for my failure to appear and said I would get the money right back,” said Steinzor.When she explained she couldn't get down to her bank in Capitol Hill and back before the courthouse closed, he told her to purchase a MoneyPak from a CVS or office supply store. The form of payment was a red flag that alerted Steinzor to the fraud.“I think it's stupid to target somebody who's familiar with the criminal justice system and knows that you don't go to CVS and put money on a card if you have to pay a fine in court,” Steinzor said.A co-worker then called the Sheriff's Office who told her it was a trick.Steinzor didn't pay but there are many potential victims. The scheme stretches into areas around the state.Harford, Howard, Cecil, and Frederick counties have all reported similar scams recently. In Frederick County the caller gave the name of a police officer who is actively on the force. They convinced a victim to stay on the phone. The scammer didn't have an accent, they provided real addresses, and they threatened the victim with arrest.“I think the threat that they're going to come and get you is very disconcerting. I mean, I will tell you, I made it all the way to my car,” said Steinzor.The Baltimore County Sheriff said the fraudsster was after the code on the MoneyPak. He would've asked for the code and never appeared at the courthouse.They also said the person in question may be from another country. When police went to investigate, the number Steinzor provided was disconnected.Steinzor wanted to share her story because the scam can be very believable. When she initially called the number, the voicemail made it seem like it was the Sheriff's Office. They also knew where she worked.If you get one of these calls and you're not sure, police advise you to hang up and call the agency's official number on their website to verify.You could be fined or face jail time for failing to appear for jury service, however, courts do not call people to notify them about a bench warrant, nor do they instruct them to bring a “bond voucher” with them to the court.For more information on the scam, click here.  2992
