“Caught on camera” moments are fun to watch.  They can also be important evidence when they show people breaking the law.Radius Security in Vancouver, Canada, has developed new technology to help police catch suspected criminals in the act."Every single night we are getting one or two apprehensions on one of our sites across the country," said Joel Luyt, a site security specialist with Radius Security.“We have 15 computers inside our unit,” said Luyt.  Radius Security’s cameras use those computers to scan for humans.  The technology disregards other things that might move, like tree branches, animals and rain, that would normally set off a false alarm."So they're looking for oscillating arms. They're looking for head movement, torso and they're deciphering, 'is that a human?'"  said Luyt.By reducing the number of false alarms, more officers are available to respond to an actual crime.Car dealerships and construction companies hire Radius Security to keep watch for burglars, who can make off with expensive spools of wire or copper tubing worth thousands of dollars.Bernie Godler runs Performance Construction and says the new technology has proven more reliable and cut down on false alarms."A full-time manned security gets very expensive. It seems that you know, having a full-time manned security would actually be better but it isn't because we're finding that we get guards that end up falling asleep on the job site. We actually had one job where the manned security was in cahoots with the people who were stealing the stuff off the job site," said Godler.A study said false alarms cost the U.S. nearly billion dollars.  94 percent of alarms turned out to be false, tying up valuable police time when there is no burglar.Radius says it helps police capture the bad guy, like one man who hid in a porta potty, about 60 percent of the time. This technology also lets the security company route a live feed from the security camera to law enforcement's cars."They can punch in a four-digit code into their vehicle while they're driving to the site and they can see live what our monitoring station is seeing so they'll know where the criminal is on the site and they'll see what he is doing live on video and get there in an even faster time.,” said Luyt.Right now, this technology runs upwards of ,000 a year, which is too expensive for many.  But, Luyt expects that eventually, the computer system will get smaller and be more cost-effective to keep your home safe.The company plans to expand this year to the United States, both in San Francisco and Chicago. 2639

A big winner in this year's election was the marijuana industry, as five states approved some form of legalization.Mississippi approved it for medicinal use. Arizona, Montana and New Jersey approved it for recreational use. South Dakota approved it for both and became the first state to approve both forms of marijuana in the same election.The Drug Policy Alliance says it never expected the support in some states, but hopes it sends a message to lawmakers in Washington D.C.“It doesn’t just stop at marijuana reform,” said Matt Sutton with the Drug Policy Alliance. “People are really seeing drugs as being something that shouldn’t be criminalized in the U.S. and they definitely took that with them to the ballot box.”Changes could happen on the federal level. Congress was supposed to vote on the MORE Act in September. The bill would decriminalize marijuana by removing it from the list of controlled substances and expunge many previous convictions.The Drug Policy Alliance says the bill is now expected to go to a vote by the end of the year and hopes the momentum at the state level translates to a victory at the federal level.“I am hoping that this wave of victories across the country will definitely send a message to Congress and really light a fire under them to pass the MORE Act,” said Sutton.It wasn't just marijuana that won on election night. Oregon voters overwhelmingly approved a proposal to decriminalize possession of all drugs.People caught possessing hard drugs would have the option to pay a 0 fine or attend an addiction recovery center. (KGTV) - The man accused of carrying out dozens of rapes and at least 12 murders across California in the 1970s and '80s did not enter a plea at his arraignment Friday.Joseph James DeAngelo, 72, was arrested Wednesday in connection with the East Area Rapist/Golden State Killer cases.He was handcuffed in a wheelchair during his court appearance, and listened to the judge with his eyes barely open.In a frail voice, DeAngelo responded, "I have a lawyer." An attorney from the public defender's office was with him in court.He was denied bail.DeAngelo, a former California police officer, is charged in Sacramento County with two counts of murder in the 1978 killings of Brian Maggiore and his wife, Katie, and with additional murder charges in Ventura County. A 12-year old Brooklyn girl is uplifting audiences and making history as one of the youngest composers for the New York Philharmonic.Grace Moore is a seventh-grade student at Poly Prep in Dyker Heights. She’s also soaring to new heights with her passion for classical music.Moore describes herself as quiet and shy, but when it comes to her music, she is powerful. In October, Moore had a world premiere of a piece she created for the NY Philharmonic. It was the music she composed.Moore is a participant of the New York Philharmonic’s Very Young Composers program— a program that teaches people as young as eight to create music, they have the some of best musicians in the world perform it.Moore’s talent is extraordinary.Her love of music started at the age of two when her mom bought her a piano.
