SAN DIEGO (CNS) - The San Diego City Council unanimously voted, 9-0, Tuesday to invest more than million in homelessness services and programs designed to curb the city's homeless population.The .1 million allocation of state funding comes from the Homeless Emergency Aid Program, a 0 million block grant designed to help address homelessness throughout California. San Diego Mayor Kevin Faulconer and the mayors of the other so-called Big 11 cities secured a total of 0 million in state funding to address homelessness issues in the state's biggest cities.The city will allocate .8 million for homeless services like housing navigation, .2 million for rental assistance and subsidies, .6 million for the continuation of city services and facilities like San Diego's three bridge shelters and 5,000 each for youth programs and administration costs."Thanks to the advocacy by California's largest cities, we can now implement these critical programs to improve our outreach, expand the range and depth of homeless services including prevention and diversion strategies, and bring creative solutions online to move hundreds of homeless San Diegans off the streets and into housing," said District 3 City Councilman Chris Ward.The funds will be used to expand some existing programs while creating new ones, such as a flexible subsidy pool that offers housing assistance to residents who may not qualify for federal housing vouchers. San Diego's Regional Task Force on the Homeless will also receive a separate .8 million HEAP grant as one of the state's Continuum of Care programs."Homelessness is the issue across our state and cities are bearing much of the burden," Faulconer said. "Our state legislators have recognized that all levels of government need to work together to help our most vulnerable residents. This funding gives us the ability to expand programs that are already working and create new programs that will help people begin to turn their lives around." 2004

SAN DIEGO (CNS) - Opening statements are scheduled Monday in the murder trial of a man accused in the 2015 shooting death of a customer during a robbery at a Clairemont-area gas station convenience store, as well as a shootout with police two days after the killing.Ahmed Hassan Mumin, 34, is charged with murder, robbery, burglary, and being a felon in possession of a firearm in connection with the April 16, 2015, death of 48-year-old Eric Schade. Mumin also faces a special circumstance allegation that the killing happened during the course of a robbery, meaning he faces life imprisonment without the possibility of parole if convicted.He's also charged with two counts of attempted murder on a peace officer for opening fire on two arresting officers in an April 18 shootout at a City Heights apartment.At his preliminary hearing, surveillance footage was shown allegedly depicting Mumin inside an Arco am/pm at around 3:45 a.m., pointing a gun at the clerk and demanding cash. The store clerk testified that the robber was wearing a dark beanie and a bandana covering his face.The clerk testified that he put the cash drawer on the counter. But Schade -- a neighborhood regular -- took a swipe at the robber's gun as if to push it out of his face, and Mumin took a step back and shot the victim once in the chest, prosecutors alleged.The footage shows the shooter rifling through the cash drawer, then fleeing with an undisclosed amount of cash.Two days later, officers tracked Mumin to an apartment complex on Winona Avenue in City Heights. Police officers testified that Mumin hid behind a set of doors in a community room. As a detective tried one of the doors, the defendant opened fire from behind another door, prompting the detectives to return fire, according to testimony.Mumin was shot in the abdomen by police and hospitalized.Co-defendant Adan Ibrahim -- allegedly the getaway driver -- was previously charged with murder, though that count was dismissed earlier this year by San Diego County Superior Court Judge Kenneth K. So through application of the state's new felony murder rule. He still faces trial on robbery charges.Ibrahim's girlfriend, Kristine Mariano, was also in the getaway car during the robbery, according to prosecutors. She pleaded guilty to being an accessory after the fact earlier this year and awaits sentencing. 2365

SAN DIEGO (CNS) - San Diego lifeguards reported that although about 155,000 beachgoers hit San Diego beaches Saturday and Sunday, the number of rescues and medical assists made by lifeguards was not excessive going into the third day of the Labor Day weekend.``On Saturday there were about 120,000 people on the beaches, and on Sunday there were about 135,000 people,'' said San Diego Lifeguard Lt. Andy Lerum. ``We did about 2,000 preventative acts each day.'' Lerum said the number of rescues made both days was relatively light.`We made 15 rescues on Saturday, and 42 rescues on Sunday, mostly because the ocean has been pretty calm,'' he said. `We had more medical aids, 40 on Saturday and 35 on Sunday. We're going to probably have more than that for Labor Day, but the final figures are not yet in.''`The bulk of what we've been doing on the beaches has been taking care of sick and injured people,'' said Lerum. ''We also had a flurry of kayak rescues, About five kayaks tipped over into the ocean. We rescued those kayaks. Everybody is fine.''There was lots of boating activity over the holiday weekend.Lerum said a person fell from either Ocean Beach Pier or the seawall there about 5:30 p.m. on Labor Day. The extent of the injuries was not immediately known.``We had a ton of boating incidents on Mission Bay,'' said Lerum.``That's a big part of what we do. It was a spectacular Labor Day weekend. SAN DIEGO (CNS) - Scorching heat is expected in the San Diego County deserts Thursday, while temperatures in the mountain and inland valley communities could hit triple digits.High pressure building over the southwestern United States will remain until Sunday, with temperatures expected to peak on Friday, according to the National Weather Service.The agency issued a heat advisory that will be in effect from 11 a.m. Thursday to 9 p.m. Saturday in the western valleys and the county mountains.An excessive heat warning will also be in effect from 11 a.m. Thursday through 9 p.m. Saturday in the county deserts.LATEST 10NEWS WEATHER FORECASTHigh temperatures Thursday are forecast to reach 79 degrees near the coast, 88 inland, 93 in the western valleys, 102 near the foothills, 102 in the mountains and 118 in the deserts.Highs in the desert communities could reach 121 on Friday, then 120 on Saturday, forecasters said. The western valleys could see the mercury hit 97 on Friday, while high temperatures near the foothills are expected to be in the low 100s Thursday through Saturday.The NWS urged residents to drink plenty of fluids, stay out of the sun and check up on relatives and neighbors.
