NAIROBI, May 8 (Xinhua) -- Somali pirates have hijacked a Taiwan fishing boat off the Horn of Africa nation coast with 26 crew members, a regional maritime official confirmed on Saturday.Andrew Mwangura, East Africa coordinator of Seafarers Assistance Program, said the ship's owner lost contact with the Tai Yuan 227 two days ago north of the Seychelles as it headed for the Maldives. "The fishing boat lost contacts two days ago and has 26 crew members from China, Kenya, Taiwanese and Mozambique. We received the reports on Friday and it seemed the hijack took place two or three days ago," Mwangura told Xinhua by telephone.The International Maritime Bureau has also confirmed the hijack.Pirate attacks off the Somali coast have continued despite the presence of several warships, deployed by navies of the NATO, the European Union, Russia, China, South Korea and India in the region to protect cargo and cruise ships against piracy.Kenya's proximity to Somalia prompted insurance companies to hike up their premiums for ships traveling to Kenyan ports to mitigate the increased insecurity.This led shipping companies to take the longer route around the Cape of Good Hope traveling to the Kenyan ports, with cost of doing business on the Kenyan coast going up by over 40 percent.To date more than 100 suspects have been transferred to Kenya by the Western warships patrolling the Indian Ocean to combat piracy.It is only Kenya and the Seychelles in the region that have agreed to take in suspects for prosecution, but both have recently complained about the burden of trying and jailing pirates in their countries.

YUSHU, Qinghai, April 24 (Xinhua) -- The death toll from a 7.1-magnitude earthquake in northwest China's Qinghai Province on April 14 has climbed to 2,192, the rescue headquarters said late Friday.As of 5 p.m. Friday, 78 people were still missing, the headquarters said.Qinghai has received more than 722 million yuan (105.7 million U.S. dollars) in donation as of Friday, according to the provincial department of civil affairs.This includes 328 million yuan in cash and 394 million yuan worth of supplies, the department said.It said 1,363 tonnes of food, 87,476 boxes of bottled water, 27,842 tents and 130,876 quilts have been delivered to the quake-hit Yushu Tibetan Autonomous Prefecture.A television charity show broadcast nationwide by China Central Television Tuesday evening alone raised 2.175 billion yuan (320 million U.S. dollars) to help quake victims of last week's earthquake.

  

SEOUL, May 29 (Xinhua) -- Visiting Chinese Premier Wen Jiabao focused his efforts on promoting cooperation with South Korea and in East Asia on Saturday, the second day of his three-day tour in South Korea.BLUEPRINT FOR REGIONAL COOPERATIONAt an annual trilateral summit held in South Korea's southern resort of Jeju, Premier Wen, South Korean President Lee Myung-bak and Japanese Prime Minister Yukio Hatoyama unveiled a blueprint for trilateral cooperation in economy, security, environmental protection, cultural exchange and other areas in the next decade.The leaders agreed that after making clear the detailed objectives and long-term goals within the next decade, all sides need to concentrate efforts on boosting trilateral cooperation to a new height, so as to further consolidate partnership, achieve more in mutually beneficial cooperation in all aspects and enhance friendship between the peoples of the three countries.They also agreed to set up a more cooperative mechanism to increase strategic mutual trust, which involves setting up a trilateral cooperation secretariat in South Korea in 2011 to jointly tackle natural disasters, discuss the possibility of a mechanism of trilateral defense dialogue to enhance security contacts, strengthen political dialogue and cooperation in police affairs, and boost government exchanges at local levels among the three nations.On developing sustainable economic cooperation and common prosperity, the leaders pledged efforts to finish by 2012 a joint feasibility study of trilateral free trade agreement, which was launched in May 2010, and to expand trade volume ahead of 2020 for the benefit of regional economic growth and integration.The leaders said the three countries will complete negotiations on investment agreement and provide a favorable investment environment to facilitate the operation of enterprises in the region.They also reiterated the importance of customs cooperation, and vowed to further cooperation in finance, science and technology, innovation, as well as policy cooperation and negotiations in such areas as energy efficiency and resources."An open, fair and liberalized multilateral trade system is not only conducive to China, Japan and South Korea, but also important for the world. We must oppose protectionism of any form to safeguard and consolidate the system," said the document.On cooperation in environmental protection, the leaders said the three countries should jointly push for achievements at the climate change summit to be held in Mexico this year, including an effective international cooperation framework in this regard after 2012, under the principles of the United Nations Framework Convention on Climate Change, especially the principle of common but differentiated responsibilities.On regional peace and stability, the three leaders said the denuclearization on the Korean Peninsula is very much conducive to lasting peace, security and economic prosperity in Northeast Asia."Therefore, we will make efforts to achieve the goals set in the Sept. 19 joint statement in 2005 through the Six-Party talks," the document said.The three leaders also pledged to exchange information on food safety standard, to report detected problems in a timely manner and take preventive measures, and to improve food security. BEIJING, May 23 (Xinhua) -- Chinese Premier Wen Jiabao has called on authorities to ensure earthquake survivors in Qinghai Province receive adequate food and financial assistance to maintain their livelihoods. Rebuilding projects should be finished within three years, with a priority on residential buildings and public facilities such as schools and hospitals, Wen said.Wen made the call in a speech, which was published Sunday by the State Council General Office, at a meeting to discuss relief work on May 1 during his second visit to the quake zone in Yushu prefecture.Wen said supplies of food, cooking oil, vegetables, fuel and relief allowances should be provided to ensure living standards, and schools should resume as soon as possible in tents or temporary buildings.Debris should be cleared quickly, and the disposal of garbage, human waste and livestock carcases must be properly carried out, Wen said.Adequate disinfectant chemicals and equipment should be prepared, and authorities should be alert for outbreaks of disease, Wen said.Damaged roads and bridges should be repaired and airport operations should be guaranteed to maintain efficient transport. Water and power supplies should also be restored rapidly, Wen said.Agricultural production should be restored, and the government must help farmers buy seed and fertilizers. Markets should be rebuilt and goods supplies and prices stabilized, Wen said.Psychological assistance should be provided to people suffering from trauma problems.Reconstruction planning should be scientifically evaluated on the basis of the surveys of the area's geological, hydrological and ecological conditions, and reconstruction sites should avoid earthquake fault lines, Wen said.He urged authorities to take into consideration the environment, economic and social development, poverty alleviation and livelihood promotion in the reconstruction.The work should also be carried out with concern for the prefecture's distinctive ethnic characteristics and geological conditions.Wen stressed in particular the protection of Tibetan culture during reconstruction work, and he promised the government would support the repair of damaged temples and protect key cultural relics.Because Yushu's ecosystem is fragile and sensitive to human activities, rebuilding work must be environmentally friendly, with a high recycling rate of building materials, he said.The reconstruction fund would be provided by the central government and supported by public donations. Favorable taxation, employment, finance and land use policies would also be enacted, Wen said.The premier praised ethnic and religious groups who had played important role in relief work. He said efforts should be intensified to maintain ethnic unity and avoid disputes.He also urged local authorities to care for the relief workers, and guarantee their basic working and living conditions.Wen first visited Yushu on April 15, the day after the 7.1-magnitude earthquake, which killed at least 2,200 people and left more than 100,000 homeless.
