The people of El Paso, Texas, are resilient. Living in the middle of the harsh Chihuahuan Desert, the city has no other choice. On average, 15 days every year spike over 100 degrees Fahrenheit. The city gets little relief with annual rainfall of just about 9 inches. It's one of the hottest cities in the country. One of its prime sources of water is the Rio Grande. Typically the river can supply as much as half of the city's water needs. But climate change is making that increasingly difficult and is pushing the city to look for new sources of water. Now, El Paso is on track to become the first large city in the United States to treat its sewage water and send it directly back into its taps.Increasing temperatures will make the dry region even more vulnerable to drought, according to the federal government's most recent national climate assessment. Already challenged with balancing the demands of about 700,000 thirsty El Pasoans along with agriculture and industry needs, El Paso must also face the fact that climate change is literally drying up one of its major sources of water.Analyzing tree ring records, scientists have been able to reconstruct the climate history of the region as far as the late 1500s and have found that as temperatures have risen, the amount of snow melting and feeding the Rio Grande has dropped."We're getting less runoff now than we would have gotten as recently as the '80s or '90s," said J. Phillip King, a professor of civil engineering at the University of New Mexico. King has tracked the river's water levels for the past 27 years as an adviser to the Elephant Butte Irrigation District. The district manages the water distribution of some 90,000 acres of farmland along the Rio Grande Valley in New Mexico and Texas.King told CNN Chief Medical Correspondent Dr. Sanjay Gupta that there is simply less snowmelt coming from northern New Mexico and southern Colorado to feed the river. Since 1958, the amount of early April snowmelt going into the Rio Grande has dropped 25% due to less snowpack and evaporation. What's happening in the Rio Grande is not unique. It's a phenomenon happening throughout the Western United States.King called the Rio Grande a harbinger of what's to come. "You know we've already gotten critically low here, and you can think of the Colorado as a few years away from a similar fate," he said.Drought isn't anything new for the 1,800-mile long river. The Rio Grande has survived severe and sustained droughts, King said. But an increase in temperature is pushing both a warmer and dryer climate. And that means not only potentially less snowfall but a greater chance for water to evaporate. The federal government projects that temperatures could rise an additional 8 degrees Fahrenheit in the region by 2100.The dwindling reserves are apparent at Elephant Butte Reservoir, just outside of Truth or Consequences, New Mexico. The reservoir there sits right on the Rio Grande and forms the largest recreational lake in the state. It holds water for farmers from north of El Paso up to Colorado. It has a capacity of about 2 million acre feet, King said. Currently, it's hovering around 3% to 4% of its full capacity. Buildings that were built as offices during the dam's construction in the early part of the 20th century were previously submerged in the 1980s. Now, they serve as lookout points to a nearly empty basin. 3399

The Portland (Oregon) Police Department said that 49 people were arrested stemming from what the police called “riots” in Oregon's largest city over the weekend.Sunday marked the 74th day of unrest in Portland following the Memorial Day death of George Floyd who died while in Minneapolis Police custody. The period of unrest included federal agents engaging with protesters at the city’s federal courthouse, which prompted nationwide scrutiny over the use of federal officers for domestic law enforcement purposes.Among the demonstrators arrested over the weekend was Demetria Hester, a prominent Black Lives Matter activist who leads the group Mothers United for Black Lives Matter. The 46-year-old demonstrator was arrested Sunday on charges of disorderly conduct and interfering with a peace officer.Hester testified in a hate crime case earlier this year against a man involved in a sentenced train attack, saying that she had been attacked by self-described white nationalist Jeremy Christian before the deadly incident. Christian wound up be sentenced to life in prison after being found guilty of killing two people in a hate crime.Friday night marked the most arrests from the weekend, 24, and the injury of an Oregon State Police Trooper, who police said was wounded from being struck in the head by a rock. The department said that there were two separate gatherings in the city on Friday. The first, the police say, was a peaceful demonstration that officers did not interact with. But a second gathering nearby, the department said, began to turn violent. On Saturday, a second protest took place and lasted peacefully for four hours, according to police. But tensions began to rise after the group marched, and vehicles began to illegally block intersections. Some in the crowd then set fire to Portland’s police union building, prompting the department’s officers to engage with the crowd.“People within the crowd committed crimes when they erected a fence, pushed dumpsters into the street to block traffic, set a dumpster on fire, vandalized the PPA office with spray paint, and destroyed security cameras,” the Portland Police said. “At 11:35 p.m., people within the crowd broke the window to the PPA Office, unlawfully entered, and started a fire, committing the crimes of criminal mischief, burglary, and attempted arson.”On Sunday, an additional 16 arrests were conducted as two Portland officers were injured by a mortar. 2448

The House has passed a .3 trillion spending package that will increase funding for the military and domestic spending and will keep the government funded through the end of September. The legislation passed with Democrats and Republicans coming together to pass it less than 24 hours after the 2,300-page bill was made public. Now, it's up to the Senate to pass it before the government runs out of money Friday at midnight. The Senate need unanimous consent -- meaning all members have to agree -- to bring the bill up for a timely vote. If one member objects, it could force the government into a brief shutdown. 622

The government’s leading infectious disease expert told CNN on Thursday that the NFL will need to take significant steps in order to conduct a season this fall.During an interview with CNN, Dr. Anthony Fauci said that the NFL will need to consider playing games in a “bubble,” much like how the NBA and MLS plan on resuming their seasons later this summer."Unless players are essentially in a bubble -- insulated from the community and they are tested nearly every day -- it would be very hard to see how football is able to be played this fall," Dr. Fauci told CNN. "If there is a second wave, which is certainly a possibility and which would be complicated by the predictable flu season, football may not happen this year."Dr. Fauci's comments come as several states, including Arizona and Florida have seen a jump in coronavirus cases. As of now, the NFL continues to plan on playing games in home stadiums. But decisions on moving forward will need to be made in the coming weeks, with training camp starting in a month, and preseason games in August.NFL chief medical officer Dr. Allen Sills told the NFL Network that placing NFL players in a “bubble” was not realistic. The number of players and coaches employed by the NFL is considerably higher than the MLS and NBA."Dr. Fauci has identified the important health and safety issues we and the NFL Players Association, together with our joint medical advisors, are addressing to mitigate the health risk to players, coaches and other essential personnel," Sills said in a statement to the NFL Network."We are developing a comprehensive and rapid-result testing program and rigorous protocols that call for a shared responsibility from everyone inside our football ecosystem. This is based on the collective guidance of public health officials, including the White House task force, the CDC, infectious disease experts, and other sports leagues."Make no mistake, this is no easy task. We will make adjustments as necessary to meet the public health environment as we prepare to play the 2020 season as scheduled with increased protocols and safety measures for all players, personnel and attendees. We will be flexible and adaptable in this environment to adjust to the virus as needed." 2249

The holidays are right around the corner, but Walmart won't be hiring for help. The retailer plans to meet its need for extra work during the holiday shopping season by giving existing employees more hours, according to a release from the company.Hiring seasonal holiday help is a tradition in retail. Walmart rival Target has already announced plans to bring on 100,000 temporary holiday workers. But Walmart's move is a sign of the tightening labor market which has made it difficult for employers to fill open positions. There were a record number of unfilled job openings nationwide in the latest government reading of the labor market. More than 600,000 of the open positions were from retail. It also can be seen as part of the effort by Walmart, the nation's largest private sector employer, to make jobs there more attractive and to cutdown on turnover. The company announced a series of pay raises for its lowest paid employees in early 2015, which took the minimum pay for most employees to an hour by last year, and the average pay for its full-time workers to about an hour. Part-time workers are paid about an hour on average. For part-time employees, additional hours could increase total pay more than an increase in hourly pay.Walmart says it employed the same strategy of more hours for existing employees during the holidays last year and "we heard great feedback from our customers and associates," according to Judith McKenna, chief operating officer of Walmart U.S.Walmart had 1.5 million U.S. employees as of Jan. 31, according to a company filing. 1585
