SAN DIEGO (KGTV) -- Proposition 25 is a measure that would end the money bail system, replacing it with an assessment for public safety and flight risk. If approved, it would allow SB 10 –signed into law in 2018—to take effect.Team 10 spoke to a San Diego mother against Proposition 25. She did not want to be identified because her daughter has an open case. She said she was recently able to get her out of jail by paying bail.“It would be devastating not to have that available,” she told Team 10 over the phone. “Unfortunately, she is caught up in a very unhealthy relationship and she actually was the victim in this.”She said her daughter has mental health issues and is worried that her daughter would have unfairly stayed in jail longer.“Not having [bail] available, I wouldn't have been able to get her out especially with this whole pandemic going on. There [are] delays in the courts. Courts are not open.”While many civil rights groups have worked to reform the current system, some do not believe this proposal is better. The No on 25 ad features the President of the California NAACP.In the ad, Alice Huffman says “Prop. 25 ends our right to put up bail for anyone, even though they may have been racially profiled. Prop. 25 replaces bail with computer algorithms.”Backers of the measure believe Proposition 25 is a fairer system. Opponents believe it is a “new discriminatory system of computer-generated profiling,” according to the argument against Prop. 25 in the official voter guide.Legal analyst Michael Crowley said while parts of the ad are factual, there are misleading statements.“It is factually correct that this proposition will replace the cash bail [and] bail bondsman with algorithms. They say algorithms like it's a dirty word, but we live with algorithms every day,” Crowley said. “In fact, they're using some algorithms in the court system as we speak.”In reference the term “black boxes” used in the ad, Crowley said that it is a “term in the industry that is just used to talk about algorithms that they keep them proprietary.”The American Bail Coalition is a major backer of the No campaign. The Legislative Analyst's Office said if approved, it could increase state and local costs by the mid hundreds of millions of dollars a year. It could also decrease county jail costs in the high tens of millions of dollars.“In the criminal defense community, there are people on both sides on it,” Crowley said. “The civil rights groups have kind of split on it.” 2500

SAN DIEGO (KGTV) - People with gardens and groves in their back yard are helping others through the coronavirus pandemic, by donating their extra fruits and veggies."Especially in these times where we're just looking for good stories and good things to do, that was in my heart to encourage other people," says Terri Healy. She donated six full boxes worth of fruit from her backyard trees.Healy was inspired by a message from her Pastor at the Rock Church. So she took the fruit to a nearby nursery, and posted a sign that said "Free Organic Fruit." It was gone within a couple of days."The employees there said that the customers were just so excited to receive it," says Healy. "We're thrilled that it was used in the community."Community is a big deal to KK Kvernland. She helps run the Second Chance Youth Garden. It gives at-risk teens hands-on training in a garden, as well as mentoring. Kvernland had to cancel the classes during the pandemic and was looking for something to do with all the vegetables they grew."We usually run a delivery box service, sell at fruit stands, to restaurants, and the kids all take home food each week," she explains. "Now, we're putting our heads together, and we really want to get food to the most vulnerable people in our community, including our participants and their families." They're also asking for help, as they're missing out on the revenue they get from sales. "We're asking people to come and donate to our website so that we're able to cover the costs to provide people food to the people that needed the most," says Kvernland.For both Healy and Kvernland, and countless other people who have been giving away the fruits and veggies they grow at home, this is all about coming together during a crisis."It's just a good reminder that it's important to have community resilience," says Kvernland. "And it's important to make sure that services are accessible for all types of people.""We're trying to encourage others," says Healy. "What can you do with your farm or your ranch? Is there anything on your farms that you can use to help spread the food supply to people in your community? SAN DIEGO (KGTV) — One of the first questions San Diegans had after a 6.4-magnitude earthquake hit Southern California: Where was the alert?Exactly one week ago, San Diego phones buzzed in unison for a test of California’s Earthquake Early Warning System, ShakeAlert. The system aims to help alert locals seconds before an earthquake hits to find shelter.Thursday, no alert went out when San Diego felt shaking.RELATED: 6.4-magnitude earthquake rattles July 4th for Southern CaliforniaThe San Diego County Office of Emergency Services says the alert system is still in the testing phase. Currently, the Governor's Office of Emergency Services is evaluating the data collected from the June 27 test.The state hopes to set up the system in the future in the same way Amber Alerts are sent out regionally. Before that can happen, the county says they need to make sure the system works fast enough to alert residents, the county says.Many San Diegans, however, say they didn't even receive the test message last week. For them, the county asks for feedback to work out the bugs in the system. Those individuals can fill out an online survey here .Los Angeles County residents already receive a similar alert, but many complained they weren't alerted Thursday either. Los Angeles city officials say their alert didn't go off because the earthquake wasn't recorded above a 5.0-magnitude shake within Los Angeles County. Officials said they now plan to lower that threshold.USGS seismologist Robert Graves told the Associated Press that the state's new system detected Thursday's earthquake, providing 48 seconds of warning to Caltech's seismology lab in Pasadena, and adding "there were no glitches" in the system. 1717

  

SAN DIEGO (KGTV) - President Trump restored the rank of Chief Eddie Gallagher Friday following a conviction for posing with a dead Islamic State captive in Iraq in 2017. The San Diego Navy SEAL was demoted to Petty Officer First Class in July, following eight hours of deliberations by a military jury. He was acquitted of murder and other charges in the case. Gallagher was at risk of losing up to 0,000 when he retired due to his lower rank.
