BEIJING, Nov. 15 (Xinhua) -- Visiting Sudanese Mining Minister Abdel-Bagi Gailani said here Monday that Sudan is seeking to strengthen cooperation with China in the mining sector.Sudan is a vast country with rich mineral resources, said the minister. However, the country's abundant mineral resources are yet to be explored and utilized due to various reasons such as technical and financial constraints, he told Xinhua.Sudan welcomes and encourages Chinese companies to do business and to invest in his country, hoping that the two countries could diversify mutually beneficial cooperation, said Gailani.Sudan aims to utilize its resources in an efficient and rational manner through sharing China's advanced technologies and learning from the country's rich experiences and increasing financial input in the mining sector in a bid to step up the development of its national economy, the minister added.Gailani was in China for the 12th China Mining Congress & Expo, which will be held in the northern port city of Tianjin from Tuesday to Thursday.The annual event is expected to attract more than 3,000 participants from over 50 countries and regions.

LUANDA, Jan. 13 (Xinhua) -- Visiting Chinese Vice Minister of Commerce Zhong Shan said here on Thursday that China would help Angola in diversifying its exports to China as part of the efforts to boost trade relations between the two countries.Zhong made the pledge during his meeting with Angolan Minister of Trade Maria Idalina Valente to explore ways of further expanding trade and economic ties between the two countries.Zhong said China has attached importance to developing ties with Angola, the largest trading partner of China in Africa, and the 2010 visit to Angola by Chinese Vice President Xi Jinping brought Sino-Angolan ties to new highs.The Chinese official said crude oil was almost the sole product of Angola which ended up in Chinese markets despite the fact that trade volume between the two countries amounted to some 25 billion U.S. dollars in 2010, and the Chinese government has decided to reduce or waive tariffs on Angolan exports to China from January 1, 2011 to encourage Angolan businessmen to export more products to China, including agricultural produces, fish and other marine products and diamonds.Zhong said China and Angola have made substantial progress in bilateral cooperation in the fields of energy, basic infrastructures and agriculture, and the Chinese government has encouraged Chinese enterprises to invest in Angola and make technological transfers to the African country as well.For her part, Maria Idalina Valente said Angola welcomed China's proposal to expand bilateral trade and economic cooperation on the basis of the strategic partnerships hammered out during Xi Jinping's visit to Angola.The Angolan minister said the biggest challenge faced by her government is to diversify its oil-dependent economy and to build up industrial and manufacturing capabilities in the national economy.She said Angola is trying to improve its investment conditions and hopes to reach an agreement with China on the protection of investments by the year 2012.The minister said her country is also keen on learning from China's development experiences in setting up special economic zones and zones of processing products for exports.Zhong arrived in Luanda earlier in the day for a two-day work visit to the African country.

VIENNA, Dec. 3 (Xinhua) -- China remained open to initiatives on the establishment of an international nuclear fuel bank , a senior Chinese diplomat said here Friday. "The International Atomic Energy Agency (IAEA should play an active role in establishing such mechanism, on the prerequisite of maintaining its independence, " said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and other international organizations in Vienna. "China is of the view that the establishment and operation of multilateral mechanism on assurance of nuclear fuel supply involves complex political, economic, technical and legal factors as well as practical interests of all Member States, " Hu told a board meeting of IAEA. Referring to an U.S. proposal on the establishment of an IAEA low-enrichment uranium bank, Hu noted that some IAEA Member States still had concerns on that proposal. "The concerns of relevant states should be taken into full consideration and resolved in order to seek the most extensive support," Hu said. He also said that while the objective of preventing the proliferation of nuclear weapons should be promoted, Member States ' right to peaceful uses of nuclear energy should not be affected.There have been a number of initiatives to establish nuclear fuel reserve banks in recent years.The U.S. proposal envisions a nuclear fuel bank run by IAEA, to which countries could turn to if their regular supplies were cut.However, the plan has met opposition from some developing countries. XIANGTAN, Hunan, Dec. 1 (Xinhua) -- Experts and rescuers said Wednesday there was little hope of finding seven miners trapped underground alive after a coal mine was flooded nearly one day earlier in Hunan Province.The flood happened at 11:38 p.m. Tuesday in a pit at the Yide Coal Mine in Xiangtan County, trapping seven miners at a depth of 89 meters, said Zhao Jun, one of the experts involved in the rescue operation.The miners were believed to be stranded in a tiny area and it is possible they have drowned, said Zhao, who is also the chief engineer of Hunan's Coal Industry Bureau.In addition, the oxygen density was tested to be 8 percent at a depth of 83 meters in the flooded pit, indicating less oxygen at the level where the miners were trapped, which increases the possibility of suffocation, rescuers said.However, rescuers are still trying to install more pumps to drain the water.A spokesman with the emergency rescue headquarters said Yide, a small mine that had doubled its annual output to 60,000 tonnes after recently merging with a neighboring mine, had been warned due to safety concerns, both orally and in writing, over the past four weeks.Senior executives and major shareholders of the mine are now in police custody.
