SAN DIEGO (KGTV) -- An eventual return to outdoor dining for some North Park restaurants may not be an option due to a City of San Diego project.Right now, some businesses on 30th Street have left their outdoor dining structures just as they were before the latest stay-at-home order. However, concerns have been raised as the city’s pipeline replacement project, which includes a bike lane expansion, moves into its final stages.In a virtual meeting, city officials presented a plan to the North Park Main Street Business board of directors, informing business owners of what will be required of them as part of this construction. This will include restriping the bike lanes in their section and putting signage up.Several area business owners, like David Gamboa, were not happy to hear the plans. Business owners believe the project will cost them their parklets and outdoor dining spaces.“Not only are businesses scratching for every penny they can right now. Now we’re going to ask them to take their staff, time, and take whatever little money they have and stripe the street themselves. It seems crazy to me. It’s a big ask,” Gamboa said.The business owners are asking the city to delay the striping of the bike lanes until businesses can fully reopen.Typically, the city would require businesses to hire an engineer who would design a traffic plan. 1363

SAN DIEGO (KGTV) - A San Diego program has received a state grant to train law enforcement officers across California.The program, Game Changer, was founded in 2016 by Sean Sheppard after he saw large protests break out across the country against police brutality.His idea was simple. He would bring members of the public together with law enforcement officers over a sports game."To get some human bonding time," explains Sheppard. "Because that rarely takes place between law enforcement and the general public."Before, they would talk for a few hours about what issues they saw between police and the communities they serve. After, they would get to socialize at the game.Since 2016, Game Changer has hosted 60 events and continues to grow.The Game Changer model was just awarded a 2-year, 0,000 grant from the California Commission on Peace Officer Standards and Training.Once the program is accredited, law enforcement personnel who complete a Game Changer event can put it toward their required training credit hours.Members of the public are needed too. SAN DIEGO (KGTV) - Among the safety measures schools are now employing is a device invented by a retired San Diego teacher that was never designed for the use.Rick Morris taught elementary school for three decades before leaving to focus on books to help educators with inventions.In 2005, Morris designed the Lock Blok, an updated version of a device he invented in the 80s. Applied with an adhesive, a rubber tab is affixed to the door and can be pushed out, again acting like a stopper. It was designed to cut down on noisy door slams in class.Morris says after the Columbine shooting, schools started using the Lock Blok for safety.  Most class doors have to be locked from the outside. With Morris' invention, teachers could just keep the door locked all day, even with the Lock Blok engaged. In an active shooter situation, the tab is pulled back, while the door shuts and is automatically locked.Security experts tell us during a true emergency, fine motor reflexes becomes tested. If a teacher has to go outside and try to lock the door with a key, it could take precious seconds.  Over the years, some 8000 Lock Blok units have been installed by local schools.  "My reaction is if this is helping to make a campus more secure, good for you, but don't put all your hope in one device. Security is bigger than that," said Morris.Morris doesn't market Lock Blok as a safety measure because it wasn't designed for protection, but after a November shooting rampage at a Northern California school, he can't forget the call he got from that district's superintendent."My wife and I teared up on that one ... If it saved one life, then it saves some parents from grieving," said Morris. 1731

SAN DIEGO (KGTV) -- A teenager was shot Tuesday in San Diego’s Jamacha-Lomita neighborhood, San Diego Police say.Police were called to the 7600 block of Viewcrest Drive around 12:30 p.m. after receiving reports of a shooting.When they arrived, officers found a male in his late teens suffering from a gunshot wound.The teen was taken to the hospital with wounds that “appear to be non-life threatening,” police say. SAN DIEGO (KGTV) -- After shutting down six months ago amid the deadly coronavirus pandemic, the city of Anaheim is calling on California Gov. Gavin Newsom to reopen Disneyland Resort theme parks.According to the Voice of Orange County website, Anaheim Mayor Harry Sidhu said the city is looking at a 0 million budget deficit. Sidhu added that half of the city's general fund budget comes from Disneyland's revenue and the Anaheim Convention Center.The city is now asking Newsom to issue COVID-related health guidelines for theme parks.USA Today reported park officials believe theme parks have been left waiting on the sidelines while other parts of the state economy have reopened. Anaheim is currently in Stage 2 of its reopening plan, which excludes theme parks.Both Disneyland and Universal Studios in Southern California shut their doors to the public in mid-March after Newsom's order to suspend large gatherings.California theme park officials say they've had time to work on reopening plans that would allow them to safely welcome guests. To help prevent overcrowding, the theme parks will limit attendance using a reservation system, require face masks, and social distancing.Disneyland officials say they want the same opportunity as other businesses to follow protocols and safely reopen. 1311
