(KGTV) -- A proposition that would give more power to local governments over rent control has failed. Proposition 21 would have allowed counties to apply rent control to housing more than 15 years old, with the exception of some single-family homes.Single-family homes owned by people with no more than two properties would have been exempt under proposition 21.Those in support say it’s the change needed to combat homelessness and keep people in their homes. (KGTV) — California officials announced Thursday the state's REAL ID identification is now in line with federal requirements.Last December, the Department of Homeland Security notified state officials that requirements for the new identification and drivers license needed to be stricter.Now, those applying for the card will need to show one proof of identity, original or certified; one proof of Social Security Number; and two proofs of California residency. A complete list of acceptable documents is available online here.Those who have already received a REAL ID license or card will receive a letter in the mail asking them to confirm their address and must mail the form back to the DMV. This will count for their second form of identification.RELATED: San Diego DMV customer has warning about websitePreviously, the state only required one proof of residency and counted the post office's delivery of the ID as the second form, placing it at odds with federal requirements.Beginning on Oct. 1, 2020, the REAL ID drivers license or ID will be needed for airline passengers traveling domestically or accessing federal facilities or military bases. However, airline passengers will still be able to show a passport to travel within the U.S. as well.Residents are encouraged to schedule appointments to apply for a REAL ID and fill out the necessary paperwork (available online) before visiting DMV offices.So far, the state estimates about 4.1 million REAL ID drivers licenses and cards have been issued. 1518

These custom-built seesaws have been placed on both sides of a slatted steel border fence that separates the United States and Mexico.The idea for a "Teeter-Totter Wall" came from Ronald Rael, an architecture professor at the University of California, Berkeley, and Virginia San Fratello, an associate professor of design at San Jose State University -- and it was a long time coming.In 2009, the two designed a concept for a binational seesaw at the border for a book, "Borderwall as Architecture," which uses "humor and inventiveness to address the futility of building barriers," UC-Berkeley said.Ten years later, their conceptual drawings became reality. Rael and his crew transported the seesaws to Sunland Park, New Mexico, separated by a steel fence from Ciudad Juárez, Mexico.People from both sides came together Monday to play in a "unifying act," the University of California said in a statement. (KGTV) — A magnitude 4.2 earthquake struck the Mojave Desert area Wednesday.The quake was recorded at 1:40 p.m. in Trona, Calif., according to the US Geological Survey, and could be felt as far east as Las Vegas and as far west as Los Angeles. The earthquake had a depth of less than half a mile just north of Barstow.A 3.7-magnitude aftershock was recorded in the same area within the next hour.Sal Romo at Esparza family restaurant in Trona told 10News they definitely felt shaking but there wasn't any damage. (KGTV) - A professor who made disparaging racial remarks toward a student may be returning to the San Diego State University campus after a forced hiatus.Professor Oscar Monge is scheduled to teach three writing classes in the American Indian Students department for Fall 2018, according to registration records.Monge was suspended in the beginning of 2018 after the California Attorney General's Office said he made discriminatory remarks toward a white student.He referred to white student as a "white savior," a black student as an "Uncle Tom," and another as a "Cherokee princess" according to a state investigator’s report.RELATED: Professor makes?"racial insensitive" remarksA spokesperson for SDSU provided a statement to 10News:“A faculty listing does not constitute a confirmed appointment. The university will begin to process temporary faculty appointments for Fall 2018 during the month of July."Crystal Sudano, one of the students who Monge made comments toward, said this is bad idea.“How much more abuse is San Diego State going to take?” said Sudano, “He’s got everybody by the gonads and everybody’s afraid to do anything.”Monge is currently on administrative leave and has not returned multiple requests by 10News for comment. 1297
