BEIJING, Nov. 19 (Xinhua) -- The Chinese government will increase grain supplies to meet people's needs and stabilize market prices, the nation's grain authorities said Friday.The government will also sell a set amount of cooking vegetable oil and soybeans from its reserves beginning next week, in addition to the weekly policy-oriented sales of wheat, rice and corn that has already begun, the State Administration of Grain said in a statement posted on its website Friday.The authority will also send groups of staff to major grain production regions to inspect and guide purchases of autumn grain and regulate business practices, according to the statement.The move was in line with the government's efforts to protect farmers' interests and maintain moderate prices in the grain market, the statement said.China's State Council, or the Cabinet, said Wednesday that it would impose temporary price controls on important daily necessities and production materials when necessary, and urged local authorities to offer temporary subsidies to needy families.It also ordered efforts be implemented to ensure market supplies and strengthen market supervision.These steps were introduced after China's consumer price index (CPI), a major gauge of inflation, rose to a 25-month high of 4.4 percent in October. The increase was mainly pushed up by the 10.1 percent surge in food prices, which accounts for one-third of the basket of goods used to calculate the country's CPI.

BEIJING, Jan. 12 (Xinhua) -- The Chinese yuan strengthened to a record high against the U.S. dollar on Wednesday to reach 6.6128 per dollar.The central parity rate of the Chinese currency, also known as the renminbi (RMB), was set 88 basis points lower than Tuesday's 6.6216, according to the China Foreign Exchange Trading System.China's central bank announced on June 19, 2010, it would further reform the yuan exchange rate formation mechanism to improve its flexibility.On China's foreign exchange spot market, the yuan can rise or fall 0.5 percent from the central parity rate each trading day.The central parity rate of the RMB against the U.S. dollar is based on a weighted average of enquired prices from all market makers before the opening of the market each business day.

BEIJING, Nov. 25 (Xinhua) -- Chinese Premier Wen Jiabao's visits to Russia and Tajikistan helped enhance mutual trust, deepen cooperation and promote development, said Chinese Foreign Minister Yang Jiechi late Thursday.From Monday to Thursday, Wen paid official visits to Russia and Tajikistan. HANGZHOU, Nov. 19 (Xinhua) -- Rescue efforts are continuing to save a worker trapped 18 meters under sea surface for almost 18 hours in Jiaxing Harbor, east China's Zhejiang Province, local authorities said.The worker, 43, surnamed Fan from central China's Hubei Province, was stuck at the bottom of a steel shielding canister in which he was working at 9 a.m. Thursday. The shielding canister deformed under sudden increase of hydraulic pressure from flood tide, according to local media report.The shielding canister, a part of an offshore platform, is one meter in diameter. Fan was working at the bottom of the canister that joins a cement column when the incident happened.Rescue staff said, "We are making slow progress because of complex geological conditions. The deformed section, about two to four meters under the sea surface, has been squeezed to only 3cm wide at the narrowest part."Thankfully, the shielding canister has not fractured, though seriously deformed.Rescue workers have decided to cut the cement column off the seabed to lift the shielding canister.Rescue efforts started at 10 a.m. Thursday. Food, including ham sausages and drinking water were supplied to the worker, through a flexible pipe. Fan asked for some cigarettes.Fan's family members have arrived at the site, praying for him at the bank.

CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. I believe Mexico will continue to keep the principles to try to get the results of balance at the Cancun Conference," he said.Su noted that the ministers will arrive in Cancun in the second week of the conference. He hopes the ministers can play an active role in promoting the progress of the conference.A 70-strong-member delegation of the Chinese government, headed by Xie Zhenhua, deputy director of the National Development and Reform Commission, is cooperating with other parties to seek a solution to global warming in Cancun.The Cancun talks, from Nov. 29 to Dec. 10, are aimed at finding solutions to global climate change. It has attracted about 25,000 participants from governments, businesses, nongovernmental organizations and research institutions in nearly 200 countries.
