SAN DIEGO (KGTV) - Approximately 900,000 San Diegans who pay for sewer services may have had their rights violated.It’s part of what being alleged in a massive new class action lawsuit against the City of San Diego, its Public Utilities Department and the San Diego City Council.The suit calls it an “illegal financing scheme”. Attorneys who brought the suit claim the issue surrounds the city’s million smart water meter system and how it was paid for.  The lawsuit alleges the city knowingly used about million from the city's sewer fund instead of the city's water fund to help pay for that meter system.Subsequently, hundreds of thousands of San Diego sewer ratepayers were allegedly misinformed about what their money was being used for. Attorneys argue sewer ratepayers were quite possibly paying for a system that they did not necessarily benefit from- the smart water meter system. It’s still unknown whether there were any rate hikes directly tied to this.The suit claims the situation was an unconstitutional grab of million in funds.The San Diego City Attorney’s Office is reviewing the complaint and will respond through the court. 1183

SAN DIEGO (KGTV) — Birch Aquarium welcomed two new residents to its waters this month, a first-ever for the aquarium.Birch Aquarium at Scripps Institution of Oceanography bred and hatched two rare Weedy Seadragons for the first time, making the aquarium one of the few in the world to now house the fish.The fragile newborns, native to southern Australia, are under an inch long, but have already started eating tiny shrimp. This is a momentous event for our team and our seahorse and seadragon breeding program,” said Jennifer Nero Moffatt, the aquarium’s senior director of animal care, science and conservation. “Seadragons are charismatic, sensitive, and require detailed husbandry. We have spent over 25 years working with these animals and love that we have made the next steps to conserve this delicate species.”Weedy Seadragons perform an elaborate mating display, spinning snout-to-snout and moving up and down in a water column to transfer eggs from the female onto the male's tail, where they are fertilized and hatched 6 weeks later. This is the first instance of the seadragon's fertilization and hatching occurring at the aquarium.RELATED: San Diego Symphony's 'The Shell' gets opening dateThe fish is now listed as "least concern" on the endangered species list, partially due to a lack of population data. The fish's habitat and camouflage make it extremely difficult to locate in the wild. But, they are still threatened by climate change, warming waters, compromised habitats, and fishing.“This is an exciting day for Birch Aquarium. Not only are these births a major accomplishment for our talented Husbandry team, but also an exciting step in our commitment to conservation ,” said Harry Helling, Birch Aquarium's executive director.While the newborn Weedy Seadragons are not on display for the public due to yearly habitat deep-cleaning, the aquarium's "Seadragons & Seahorses" exhibit is open for guests. 2168

SAN DIEGO (KGTV) - At least two people suffered major burns in a boat fire off the coast of San Diego late Saturday night, according to Coast Guard officials.Two patients were critically injured and were flown from the boat by helicopter and have been transported to the hospital. The total number of patients at this time is unknown. SAN DIEGO (KGTV) - Days after Governor Gavin Newsom signed a new law aimed at child sex abuse, three San Diego women came forward to announce a lawsuit against the Diocese of San Diego. The three women say they were abused by Monsignor Gregory Sheridan as children. Sheridan worked in this diocese for 35 years and is on the diocese’s list of credibly accused abusive priests. This new measure gives survivors of childhood sexual assault, regardless of their age, a three-year “window” to bring a civil lawsuit against any perpetrator and employer or third party that was aware of misconduct that created a risk of childhood sexual assault. The new law also extends the statute of limitations for survivors of childhood sexual assault, giving survivors more time to file civil lawsuits: up to their 40th birthday (previously their 26th birthday) or within five years (previously three years) from the date of discovery of an adult psychological injury caused by the childhood sexual assault. One of the victims told 10News, "It doesn’t mean you don’t love God, doesn’t mean you don’t support your church, it means this priest was a bad apple."10News reached out to the Diocese of San Diego and they sent a statement that reads in part, "There is no crime or sin worse than a priest abusing the young people he is sworn to serve and protect. We pray that victims of sexual abuse receive the help they need to heal." 1422
