DEL MAR, Calif. (KGTV) — Del Mar Fairgrounds and city officials met Tuesday to devise a traffic plan with one of the main arteries to the venue closed.Northbound Jimmy Durante Boulevard has been blocked off since a bluff collapse in late April.The road won't reopen until at least June 4, but the county fair opens May 31. "People are going to start going back through the neighborhood, or you're just going to sit in line," said Del Mar resident Jim Murff. Del Mar City Manager Scott Huth said plans include increased signage to instruct fairgoers to stay on Interstate 5 to the Via de la Valle exit. He said the city would also hire "flaggers" to direct drivers past the stop signs in its beachfront neighborhood, north to Via de la Valle. "Even with the flaggers that delay is not going to be as efficient as getting off (the freeway) at Via de la Valle," Huth said. Annie Pierce, a spokeswoman for the fairgrounds, said the fair would operate at least three days while northbound Jimmy Durante Boulevard is closed. She noted, however, that the opening few days of the fair are generally slower. 1107

Detroit police are investigating after a teen was shot in the back of the head while live on Instagram.According to police, it happened in a home in the 17600 block of San Juan on the city's west side.Police say just before midnight, two 18-year-old men were live on Instagram with guns and money. (KGTV) - About 400 horses displaced by the Lilac Fire will move back to their original home at San Luis Rey Downs next week, according to trainers at the Del Mar Racetrack.The horses have been living in Del Mar's stables since the fire tore through the downs on December 7. Nearly 50 horses died in the fire, and several trainers and stable workers were also injured.Del Mar has become their second home in the four months since."I joke that it's like losing your home and being put up in a proper hotel,"' says trainer Ed Freeman.He has 16 horses living at Del Mar and says he's not sure what the emotions will be like returning to the site of one of the worst days of his life."I'm a little worried it will be stressful for the workers," Freeman says. "Our barn isn't there, we'll be in a new spot. But it's still going back to the scene of the crime."Del Mar racing officials had targeted mid-April for the move-out. They need their stables back to begin preparations for this summer's racing season. Nearly 3200 horses will be using the track to train and race over the next few months."It's vital for Del Mar for people to have a place to bring in young horses that are going to be beneficial during our race season," says Racing Secretary David Jerkens.But, he adds, Del Mar was happy to help out."Sometimes it takes a tragedy to see the good in people," says Jerkens.A GoFundMe page run by Del Mar and Santa Anita Racetrack helped raise more than 0,000 to take care of the horses, trainers and workers displaced by the fire. And in the weeks following the fire, hundreds of people volunteered at the stable to take care of the horses. Trainers say they're humbled by the support they got and had nothing but high praise for Del Mar as they get ready to leave."I definitely think they looked out for everyone's best interest," says Adam Kitchingman, with First Home Thoroughbreds. DESCANSO, Calif. (KGTV) - An East County couple is making a plea for help, fearful a power shutoff will be hazardous to their health.Holly and Alan Shields got the call from SDG&E Wednesday night, warning about possible power shutoff. Hours later, the power was shut off at their home in Descanso."My stomach just dropped. You know, it was like, 'What am I going to do?'" said Holly Shields."Nervous and stressed out," added Alan Shields.Both Holly and Alan require breathing aids. Alan, who served in the Army as a welder, suffers from chronic lung issues and must use a CPAP machine to help him breathe while he sleeps.Holly is battling breast cancer."I take very high steroids, which has cut down on the amount of oxygen my lungs can accept, so I have to be on an oxygen machine when I can't breathe," said Holly.Because of the power shutoff, neither Holly nor Alan will be able to their machines."I’m scared to death," said Holly.The two do have a generator, which is outside and has enough juice to power a freezer and heat their seven tortoises."The tortoises have to stay warm. Otherwise, they will go into hibernation, and it will kill them," said Holly.The couple says they couldn't afford an electrician to hook up their generator inside, and can't afford another generator."He lost a lot of work, both of us did, to COVID," said Holly.The couple now finding themselves in a precarious position, worried about how long their power will be out, and unable to breathe easily. They're hoping someone will lend them a generator and help them hook it up."It's tricky hooking it up to a home with solar panels. We have solar panels, but only generate power and send it to SDG&E. Democratic presidential nominee Joe Biden’s campaign is committing to releasing the results of all future COVID-19 tests the candidate takes.Biden spokesman Andrew Bates repeated Saturday evening that the former vice president is tested “regularly.” But before President Donald Trump’s coronavirus diagnosis earlier this week Biden had not disclosed full details of his testing protocol or the results of each test.Biden told reporters Saturday in Wilmington that he was not tested earlier in the day but would be tested Sunday morning. His campaign said he tested negative for COVID twice on Friday.Biden says he was not tested for the coronavirus on Saturday but will undergo such screening on Sunday.After attending Saturday evening Catholic Mass in Wilmington, Delaware, Biden was asked if he’d undergone testing for the virus that day and replied, “No, but I will tomorrow morning.”Biden’s campaign has not announced any public events for its candidate on Sunday.Bates said in the statement that Biden was not in “close contact” with Trump, his family members or his aides during their debate Tuesday night. Several people in Trump’s orbit have tested positive in recent days.Biden’s campaign also emphasized in its latest statement that Biden and his campaign for months have followed public health guidelines on wearing masks and social distancing. At the same time, Trump has held large public rallies without requiring masks or enforcing social distancing.President Donald Trump has been hospitalized with the virus and Biden was potentially exposed during Tuesday night’s presidential debate in Cleveland.
