CHENGDU, Aug. 17 (Xinhua) -- The massive mudslide that hit Wenchuan County, southwest China's Sichuan Province, Saturday had killed 15 people and injured nine others by Monday, local authorities said Tuesday.Wenchuan County was the epicenter of the 8.0-magnitude earthquake that jolted Sichuan and other neighboring provinces in west China in May 2008. The quake left some 87,000 people dead or missing.The county, which falls under the jurisdiction of Tibetan and Qiang Autonomous Prefecture of Aba, was ravaged by rain-triggered floods and mudslides Saturday.At least 31 people were reported missing following the mudslide, but whether the 15 deaths were included was not known, according to a statement issued by the county government of Wenchuan.More than 50,000 residents and tourists were forced to evacuate in Aba as the local meteorological station issued warnings beginning Friday about expected heavy rains and possible geological disasters.Also, the county government of Wenchuan has arranged temporary shelters for residents left homeless by the floods.In Yingxiu Township of Wenchuan, rows of newly completed homes were submerged by the overflowed Minjiang River which runs through the town. The new homes had been built to accommodate those residents relocated outside Yingxiu after the deadly earthquake.If the flooding had not occurred, Lian Qunhua, who opened a grocery in the town, would have received the key for her new home in two weeks."This used to be my home," Lian told a Xinhua reporter, pointing to some debris in front of her. "That is my new home," she said, indicating a row of fresh new buildings soaked in the flood waters on the opposite bank of the Minjiang River."I feel hurt, indeed," she lamented.

ZHOUQU, Gansu, Aug. 19 (Xinhua)-- More than 1,700 mudslide evacuees presently residing at schools in Zhouqu county of northwest China's Gansu Province are to be relocated as students will start the new semester soon, local authorities said Thursday.More than 400 households, altogether over 1,700 people, will be moved to Shachuan Village, in western of the mudslides-leveled county, said Yang Jianguo, head of the Civil Affairs Bureau of Gannan Tibetan Autonomous Prefecture which administers Zhouqu.The people are now living in dormitories and classrooms of three local schools, namely No.1 High School, No.1 Junior High and No. 3 Junior High. With students coming back from their summer vacation, the schools could no longer be used as settlement areas.More than one thousand tents will be erected at the new settlement zone covering an area of 67 mu (4.5 hectares), with three tents for each family, said Yang."They probably will have to spend the winter there so winter tents will be used," said Yang.The devastating mudslides which hit on Aug. 8 have claimed 1,364 lives with 401 people still missing as of 4 p.m. Thursday.Work crews will level the ground, ensure water and electricity supply and build lavatories from Aug. 21 to 23. They will start setting up tents on Aug. 24, said Yang.The new semester for junior school students and pupils will begin on Aug. 25 and senior high students will be transferred to other cities in the province, and start the new semester in early September.

BEIJING, June 10 (Xinhua) -- China's foreign exchange regulator said Thursday it will strengthen monitoring of cross-border capital flows to reduce risk.The regulator will keep a close watch on the economic and financial situation home and abroad this year, the State Administration of Foreign Exchange (SAFE) said in its annual report on management of foreign exchange posted on its website.It will also enhance its monitoring of abnormal cross-border capital flows by cracking down on illegal private banks and internet-based speculation in foreign exchange.The SAFE will maintain a prudent approach to managing foreign currency reserves and will continue to improve its diversification strategy.China's balance of payments continue to expand, albeit slowly, despite the impact of the global financial crisis.At the end of 2009, China's foreign exchange reserves hit 2.4 trillion U.S. dollars, a 453 billion U.S. dollar increase from the end of 2008.China had gold reserves of 1,054 tonnes at the end of last year, the fifth largest in the world.Although gold has commodity and monetary properties, the global gold market is relatively small and illiquid, the report noted, adding that because of its volatile price and high cost of holding and trading, gold has limited utility in asset allocation.

BEIJING, Aug. 17 (Xinhua) -- Chinese experts on Tuesday refuted claims by the Pentagon released in a report that China is developing cyberwarfare capabilities, saying that the U.S. military was attempting to blacken China's image."I've never heard about any plans by China to develop its cyber attack forces, not to mention China's so-called 'organized cyber intrusion," Hu Qiheng, president of the Internet Society of China (ISC) told Xinhua on the sidelines of the China Internet Conference, which opened here Tuesday."It is a mere fabrication that China is using computer technologies to intrude on other countries' sovereignty," Hu said.The Chinese expert's comments came after the U.S. Department of Defense concluded early Tuesday in its annual assessment report sent to the U.S. Congress that "China is fielding...cyberwarfare capabilities to hold targets at risk throughout the region.""The U.S. purpose (of releasing such a report) is to tarnish China's image and exaggerate the threat China poses," Hu said.The U.S. was the top country of cyber attack origin in 2008, accounting for 25 percent of worldwide activity, according to a report by U.S. security firm Symantec.The ISC said more than 1 million Internet Protocol addresses in China were controlled by overseas hackers while 42,000 Chinese websites were tampered or hacked in 2009.Ni Feng, deputy director of the Institute of American Studies with the Chinese Academy of Social Sciences, said the United States has greatly outstripped any other country in terms of Internet technological power."As the source of Internet technology, the United States enjoys the most advanced Internet technologies and equipment in the world," Ni said, "thus it makes no sense and is beyond my comprehension for the United States to play up such cyber threat from China.""Maybe the only reasonable explanation is that the United States has always been on the alert for China's development," Ni said. BEIJING/YICHUN Aug. 25 (Xinhua) -- China on Wednesday started the official probe into the Yichun plane crash which killed 42 people and injured 54 others while domestic airlines were ordered to overhaul safety measures.The State Council, or China's Cabinet, has set up a special work group to probe the cause of the crash. Chinese President Hu Jintao and Premier Wen Jiabao ordered a thorough investigation and beefed-up efforts to ensure air travel safety.Chinese Vice Premier Zhang Dejiang, who led an investigation team to the lush forested city of Yichun overnight after the crash, headed the work group.Zhang called upon the work-group's first meeting Wednesday but details of the meeting were not made public.Li Jian, vice director of the Civil Aviation Administration of China (CAAC), told Xinhua that the work group has started to gather evidence for the probe, but the process would take some time.A Brazil-made ERJ-190 turbine jet of Henan Airlines crashed during the landing at the forests-surrounded Lindu Airport of Yichun City late Tuesday night, killing 42 and injuring 54 passengers and the crew on board.Fifteen severely injured, including children and a vice minister, were transferred to four key hospitals in Harbin, the provincial capital on Wednesday night.Initial probes and survivors' accounts indicate the plane missed the runway and crashed on the ground, cracking the cabin and triggering a mild explosion.No signs of sabotage have been found so far, investigators said.The black boxes of the jet have been retrieved.The Lindu airport of Yichun was closed down shortly while operations of the Henan Airlines were suspended.The board of directors of Henan Airlines on Wednesday sacked the airline's general manager Li Qiang and appointed an acting manager to replace him.Cao Bo, Li's replacement, served as the chief pilot of Shenzhen Airlines, the parent company of Henan Airliens.Major Chinese carriers, including the China Eastern and China Southern, on Wednesday called upon emergency meetings to review the companies' safety measures.
