SACRAMENTO, Calif. (AP) — Gov. Gavin Newsom formally apologized Tuesday for violence, mistreatment and neglect inflicted on Native Americans throughout California's history, saying it amounted to genocide and pushing the state to reckon with its dark past. The Democratic governor met with tribal leaders at the future site of the California Indian Heritage Center, where he also announced the creation of a council to examine the state's role in campaigns of extermination and exploitation.Throughout history, the California government was key to efforts to remove and kill Native Americans who lived on land that would become part of what is now the world's fifth-largest economy."Genocide. No other way to describe it, and that's the way it needs to be described in the history books," Newsom said.Joseph L. James, chairman of the Yurok Tribe, which has territory near the Northern California coast, said it is significant to hear the governor acknowledge the state's efforts to eliminate indigenous communities around the time of the Gold Rush."It was a step into healing," he said.James said he hopes the governor maintains a close relationship with tribes on a range of issues, including the protection of natural resources and prevention of wildfires.Newsom is not the first to apologize for the treatment of Native Americans.Congress tucked an apology in a 2009 military spending bill, acknowledging "years of official depredations, ill-conceived policies, and the breaking of covenants by the federal government regarding Indian tribes."Last year, then-Alaska Gov. Bill Walker issued an apology to the state's indigenous people, listing a series of wrongs.Other governors have apologized for specific episodes in history, from the killing of Arapaho and Cheyenne people in the Sand Creek Massacre of 1864 to the forced move of Potawatomi people from Indiana to Kansas in 1838 on what has become known as a trail of death.Newsom pointed to California's efforts to remove American Indians as people flooded the state searching for gold in the mid-19th century.California's first governor, Peter Burnett, declared to legislators in 1851 "that a war of extermination will continue to be waged between the two races until the Indian race becomes extinct must be expected."The Legislature subsequently approved .29 million to subsidize militia campaigns against American Indians, Newsom's office said.Like other states in the U.S. West, California has seen renewed debate about its treatment of indigenous people.Stanford University announced last year it would remove the name of Spanish missionary and Catholic saint Junipero Serra from some parts of campus following criticism over his treatment of Native Americans. And in recent years, some schools have abandoned what was once a common project in elementary classrooms around California: building models of Spanish missions, which were constructed in real life with the forced labor of Native Americans.California has the largest proportion of American Indians in the United States. About 723,000 residents identified as American Indian during the 2010 census. 3127

SACRAMENTO, Calif. (AP) — The California Democratic Party is investigating allegations of sexual misconduct against chairman Eric Bauman.A party vice chairman, Daraka Larimore-Hall, brought the charges against Bauman last week on behalf of anonymous accusers and called for Bauman's resignation. Larimore-Hall alleged that Bauman sexually harassed and assaulted people during party functions.Larimore-Hall spoke to two accusers and a witness, the Sacramento Bee newspaper reported."I take seriously any allegation brought forward by anyone who believes they have been caused pain," Bauman said Saturday in a statement announcing the investigation. "I look forward to putting these allegations behind us and moving forward as unified Democrats."An outside investigator is looking into the claims. Other California Democrats have already called for Bauman to be replaced, including U.S. Rep. Ro Khanna and the Orange County Young Democrats.A series of sexual misconduct allegations against lawmakers, lobbyists and others in politics rocked California's political world late last year, at the height of the #MeToo movement. Three Democratic men resigned as state lawmakers after investigators hired by the Legislature found they likely engaged in inappropriate behavior. In a letter to the party last week calling for Bauman's removal, Larimore-Hall said stories from Bauman's accusers illustrate a "clear and escalating pattern" of inappropriate behavior.Larimore-Hall did not respond to a request for comment Monday from The Associated Press.Bauman narrowly won the party chairmanship last year against Kimberly Ellis after a contentious battle between establishment Democrats and progressive activists.During that fight, Bauman said he was falsely targeted by rumors he engaged in inappropriate behavior with teenage boys. Bauman is the party's first openly gay chairman.Bauman called the rumors "despicable lies," and Ellis denounced them.Party officers can be removed from office by a vote of the executive board. Larimore-Hall's call for Bauman's removal still has several steps to clear before reaching a vote. 2122

SACRAMENTO, Calif. (AP) — California is exempting about two-dozen more professions from a landmark labor law designed to treat more people like employees instead of contractors. Gov. Gavin Newsom on Friday signed Assembly Bill 2257, ending what lawmakers said were unworkable limits on services provided by freelance writers and still photographers, photojournalists, and freelance editors and newspaper cartoonists under Assembly Bill 5.It also exempts various artists and musicians, along with some involved in the insurance and real estate industries. More job specifics covered can be found here on Assemblywoman Lorena Gonzalez's website, who authored both AB 5 and AB 2257. The law that took effect this year was primarily aimed at ride-hailing giants Uber and Lyft, which are fighting it in court and in a November ballot measure, Proposition 22, which would allow ride-hailing drivers to work as independent contractors.RELATED: Emergency stay granted to prevent Uber, Lyft shutdown in California 1012

SACRAMENTO, Calif. (AP) — California’s attorney general has dropped a lawsuit seeking the names and contact information of every person who used one of the state Republican Party’s unofficial ballot drop boxes. The party used the boxes to collect ballots in some counties with closely contested U.S. House races. It’s legal in California to collect completed ballots and turn them in on behalf of voters. But state law says only county election officials are allowed to deploy ballot drop boxes. Friday, the attorney general’s office announced it was able to ensure that voters’ ballots were counted. California Republican Party officials say the lawsuit was a political ploy. 684

RIVERSIDE, Calif. (AP) — A Southern California police department says three middle school students have been arrested after attempting to free another student from custody. The Riverside Press-Enterprise reported Saturday that a 15-year-old Tahquitz High student arrived at Rancho Viejo Middle School Friday and argued with a school employee.Hemet police says the high school girl was arrested on suspicion of threatening a public employee after a campus police officer attempted to speak with her.Authorities say three other minors attempted to stop the officer from arresting the girl by blocking the patrol car door and trying to punch the officer.Authorities say the officer called for backup and the girl, two 13-year-old boys and a 14-year-old boy were arrested.School officials say the students should expect to face disciplinary action from the district. 869
