SAN DIEGO (KGTV) - The California State University Chancellor said Friday the schools will not increase tuition for the 2018-2019 academic year, and demanded the state fund the system's critical needs.CSU Chancellor Timothy P. White said it was in the state’s best interest to fund the university’s critical needs supporting student access, achievement, and degree completion.“In light of California’s strong economy, California’s students and their families should not be saddled with additional financial burden to attain public higher education,” said White. “We will continue to make the case to lawmakers, who represent all Californians, that an educated citizenry should be at the top of the state’s highest priorities.”Last year, nearly 100,000 CSU students earned bachelor’s degrees and 20,000 earned graduate degrees.In November, the CSU budget request sought an increase of 3 million. The system considers its most pressing needs to be enrollment growth, a graduation initiative, increases for employee compensation, healthcare and retirement costs, facility operations and infrastructure requirements.Governor Brown’s budget proposal included an increase of .1 million.10News reached out to the CSU chancellor to find out how officials planned to compensate for the funding gap. A spokesman said it has made a case for more funding and will continue to do so, until the state budget is finalized in late June. SAN DIEGO (KGTV) - Surveillance video captured a group of thieves in action, targeting mail in Paradise Hills.After 11 p.m. Sunday on Grove View Road, the videos show a woman stroll by, a man and another woman following close behind.The group splits up. The two women are seen on one side of the road, glancing around.On the other side is the backpack-toting man, who appears to peer inside a mailbox.Soon after, a car pulls into Amanda Sewell's house.The women walk by and watch Sewell's aunt walk into the home, before possibly signaling the man.The man then walks up to Sewell's mailbox, grabs a bundle of mail and walks away. 642

SAN DIEGO (KGTV) -- The FDA Wednesday gave emergency approval to a San Diego company's test for COVID-19 antibodies.Easy Check, from Truvian Sciences, can test for COVID-19 antibodies in under 10 minutes."They've now given us the right to market the product and sell the product as a safe and effective solution for this type of testing," said Truvian President and CEO Jeff Hawkins.The test uses a drop of blood on a testing strip. Within 10 minutes, it shows a marking on the strip that indicates if you have the antibodies or not.Hawkins said these kinds of tests are vital to the future of the coronavirus pandemic."This type of testing, today, is helping us understand how many people had an infection," said Hawkins. "Over time, this type of testing may help us understand how long that vaccine is good for and how long you are protected.He added, "Using these very deployable, simple tests to monitor this is one way we can track people over time and see how this evolves."The Easy Check test went through independent testing by four separate laboratories. They found it is 99% accurate in detecting both the presence of the COVID-19 antibody and identifying it among other antibodies.Right now, the test requires a full blood draw, but Truvian is working on a version of the test that only needs a finger prick.Hawkins said his company will sell it to medical labs and offices for per test, keeping it affordable for patients who want to take the test, although individual tests may cost more to help doctors and labs cover their costs."Our core mission as a company before COVID was to make testing more accessible and make testing less expensive," said Hawkins. SAN DIEGO (KGTV) -- The California GOP Sunday endorsed neither of the two Republican frontrunners in the gubernatorial race. In order to earn the endorsement, one of the candidates, either Travis Allen or John Cox, had to get 60 percent of the delegates' votes. During the first vote, Cox received 55.3 percent of the vote while Allen earned 40.5 percent of the vote. A motion to change the rules of the convention was brought up by supporters of Cox, but the motion failed, leaving both candidates without the endorsement of their party.  567

SAN DIEGO (KGTV) -- The cost of housing is a huge issue in California, as the issue of rent control heads to the November ballot.Proposition 21 would allow local governments to establish rent control on residential properties over 15 years old. It allows rent increases on rent-controlled properties of up to 15 percent over three years from previous tenant’s rent above any increase allowed by local ordinance.The proposition would exempt individuals who own no more than two homes from new rent control policies.Mark Doering is a landlord who rents out two homes. While Prop. 21 would not apply to him, he said he is against rent control. "I think the government has put enough burden on landlords like myself," he said. During the pandemic, numerous local governments issued bans on evictions for those facing hardships due to COVID-19. While Doering understands this difficult time, he said he and other landlords depend on the rent money."If they relied on that rent, they're in a bad enough situation as it is right now," Doering said. The No on 21 ad airing on television is sponsored by the California Apartment Association, with major funding from Essex Property Trust and Affiliated Entities, Equity Residential, and AvalonBay Communities. Pt. Loma Nazarene University's Chief Economist Lynn Reaser said the No and Yes on 21 ads do not actually explain what will happen if the measure passes. “It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said.The ad claims that voters rejected a similar measure two years ago, which is true. There are a few differences with Prop. 21 than Prop. 10, which failed in 2018. This measure would apply to housing more than 15 years old. Owners with one or two properties would be exempt. Reaser analyzed Census statistics and said roughly one out of 10 rental units would be affected by Prop. 21. About 45 percent of Californians are renters. In San Diego County, about 450,000 rental units would be affected, or about 85 percent of all rental housing.The ad also claims that Prop. 21 would reduce home values by up to 20 percent. Reaser said it is likely property values will decrease over time, but not immediately."That will spill over into lower property taxes, which funds primarily our schools," Reaser said. The Legislative Analyst's Office said even as owners sell off their properties, "revenue losses from lower property values would be larger than revenue gains from increased sales."
