During a Senate hearing Friday, Postmaster General Louis DeJoy explained the operational changes the USPS has made in his time with the agency, adding that he believes the post office will be able to handle increased mail-in voting during the 2020 election."As we head into the election season, I want to assure this committee and the American public that the Postal Service is fully capable and committed to delivering the nation’s election mail securely and on-time," DeJoy said in his opening statement. DeJoy added that the machines were removed because they will be replaced with machines that sort packages, as the USPS has seen a decrease in mail delivery and an increase in package delivery.DeJoy did confirm that the USPS has attempted to cut out extra trips by mail carriers, which employees have said have led to significant delays in mail delivery.DeJoy also testified that he hadn't had conversations with Trump administration officials about the USPS' impact on the 2020 general election.DeJoy used his opening statements to urge Congress to adopt legislation that would make changes to USPS' crippling pension system."This year, the Postal Service will likely report a loss of more than billion dollars. Without change, our losses will only increase in the years to come," DeJoy said. "It is vital that Congress enact reform legislation that addresses our unaffordable retirement payments. Most importantly, Congress must allow the Postal Service to integrate our retiree health benefits program with Medicare, which is a common-sense practice followed by all businesses that still offer retiree health care. (KGTV) - An El Cajon man says a new spinal procedure changed his life, but the Army veteran is now locked in a battle with his military health insurance plan which refuses to cover it.Ronald Maddern says he can't understand why TRICARE, his secondary insurance, would deny coverage of the procedure after his primary insurance, Medicare, agreed to cover 80 percent of the cost. Both insurance plans are run by the federal government."Makes me feel like a second-rate citizen after I served in the military for so many years," he said.The denial by TRICARE left him with a bill of ,756.Maddern had the Vertiflex procedure in 2017 to treat spinal stenosis, which had largely confined him to a wheelchair for 17 years. Maddern is now able to walk with help from a cane for balance."It was a drastic success," said the 71-year-old. "My quality of life now is very, very good."The procedure, developed by a Carlsbad company, was approved by the FDA in 2015. It has been performed thousands of times across the country, said Maddern's surgeon Dr. Michael Verdolin."It is extremely frustrating that one arm of the government says yes and the other portion, really the pinky, says no," he said.In a letter of denial, TRICARE argued Vertiflex is an "unproven procedure," despite its FDA approval."There have been 15,000 cases across the US. It's been cleared for use," Verdolin said. "There is no question to be asked about its efficacy."TRICARE did not immediately respond to requests for comment by 10News.Ronald Maddern's insurance case is now before an administrative law judge. He's hoping the judge's ruling will convince TRICARE to conform its benefits with other federal agencies, so more veterans can get the procedure. 1746

(KGTV) -- El Cajon police are investigating another case of someone egging a car in the Granite Hills neighborhood. Shelby Howell says her car was egged early Monday morning. "This is the worst that it's happened," Howell said. "It’s just way too much now and they think that it’s funny but people need to realize that it’s actually a lot of damage.”Neighbors say this is the latest case of vandalism in a long year of someone tormenting their neighborhood with eggings. RELATED: El Cajon residents tired of costly egg vandalismThe Howells believe they know who is behind the vandalism thanks to the latest surveillance video, and have filed a police report.   715
