SAN DIEGO (KGTV) -- He's known as "The Master of Disaster."Dr. Randall Bell is a real estate damage economist with Landmark Research Group."I basically focus on properties that have been damaged. It can be environmental damage, geotechnical, landslide, and of course, crime scenes come up all the time, and that creates a lot of interest," said Bell.Bell has studied several of San Diego's infamous homes. The former Fallbrook home of Summer and Joseph McStay is one of them."The McStay property is really a mess because sadly, four people died, and anytime children are involved in a crime, that really turns up the dial when it comes to the residual stigma on the property," said Bell.Last January, a jury sentenced Chase Merritt to the death penalty for killing the family with a sledgehammer and then burying their bodies in a shallow grave in the desert.The family disappeared in 2010; more than three years later, their bodies were found.Merritt and Joseph McStay had been business associates.The Spreckels Mansion in Coronado is another infamous home in San Diego County.Coronado-based real estate agent Scott Aurich first sold the historic property to Jonah Shacknai in 2007."You know that history was so documented, both with newspaper and with media, all kinds of stories going on like that, everybody pretty much knew what happened, but we shared it," said Aurich.What happened inside the home is still a mystery to many, including Aurich."I probably was as close to this as anybody in terms of knowing the players, and I still couldn't tell you what happened," said Aurich.In 2011, Jonah Shacknai's six-year-old son Max fell from the second story banister. At the time, Shacknai's girlfriend, Rebecca Zahau, was caring for Max. A few days later, the child died from his injuries, and Zahau was found bound, gagged, and naked hanging from a second-story balcony.Although Max's death was ruled an accident and Zahau's a suicide, Zahau’s family has always maintained that she was murdered. Adam Shacknai, Jonah's brother, was found liable for her death in a civil suit.Aurich sold the home last March for million, roughly 35% lower than the market value."The house itself is more a piece of Coronado's rich history in the architecture of the house," said Aurich.Farther north in Escondido, there was another notorious home. The so-called bomb factory generated national headlines just weeks before Christmas in 2010."The guy who had the bombs, he was a renter. So, the landlord is the one kind of stuck with the problem," said Bell.Investigators say the rental home of George Jakubec was home to the most massive cache of homemade explosives in a single spot in the United States. The property was so dangerous that the sheriff's department ultimately decided to do a remote-controlled burn of the house.Today, it's a concrete slab with no trespassing signs. It's unclear what the owner plans to do with it. Jakubec is serving a 30-year prison sentence."What people don't realize is that stigma goes to the site, so even though the house is gone, there can still be a stigma there even though that was 10 years ago, it can linger," said Bell.It's been nearly 30 years since a La Jolla socialite named Betty Broderick killed her ex-husband and his new wife as they slept. The Marston Hills home has been the focus of a book and movie.Bell has tracked multiple sales of the house since the murders. He said it has struggled to keep up with market value."Crime scene stigma is interesting, you can have anything from no impact and rare situations, but it does happen, to 100% impact, I've seen cases where there's a premium paid, that's very unusual, typically, you see a 10 to 25 % loss of value," said Bell.There is one property that stands out the most to the international appraiser."I'm often asked which is the most bizarre case, and I think it comes back to Heaven’s Gate," said Bell.A Rancho Santa Fe Mansion was the scene of the Heaven's Gate cult and the largest mass suicide on U.S. soil. Thirty-nine members of the cult drank a lethal cocktail for three days back in 1997.In the end, neighbors pitched in to buy the home and tear it down. Even the street was renamed."What I saw in the house was disturbing. The house was demolished, I've never seen a more thorough job done in terms of demolishing everything, the tennis courts, the swimming pool, the fences, the lawn, absolutely 100% of everything, the site has been rebuilt on, but, as I say, the stigma goes to the site, so there could still be lingering issues," said Bell. 4559

SAN DIEGO (KGTV) -- For most San Diegans, recent rainfall is a welcomed change, but a recent abundance of storms may have some unintended consequences for the county. One expert says recent rain is already triggering allergies while at least one county department is wondering what the impact will be on San Diego’s mosquito population. Rain may affect mosquito populationsChris Conlan, Supervising Vector Ecologist for San Diego County, says it’s a bit too early to predict this year’s mosquito population. “It depends on several circumstances, not just the rainfall alone,” Conlan said. According to Conlan, warm temperatures and the timing of the rainfall also play a major role. “If there’s a lot of standing water still lying around when the warm weather kicks on, then yeah, that could mean that we get a slightly buggier start to the spring than what we would have liked.”Mosquitoes only breed in standing water. When San Diego gets a lot of rain, Conlan says areas that usually have standing water are flowing, minimizing the risk of mosquitoes breeding. “In very dry years you could still have mosquito problems because then, areas that might have otherwise been flowing, are now becoming stagnant.”Dry years in San Diego have actually been some of the worst for West Nile, Conlan said. “We’ve had some of our worst West Nile years during drought. It’s not entirely dependent on the rain.”Conlan says it’s too early in the season to know whether or not an increase in this year’s mosquito population is on the horizon. “It’s a little early to start making predictions. My crystal ball is in the shop at the moment,” Conlan said. Conlan says in a normal year, mosquito season starts in April and ends in October or November. Though it’s unclear when this year’s mosquito season will begin, the county is urging everyone to take action by making sure there’s no standing water around their homes and in backyards. “If it can hold water it can probably breed mosquitoes,” Conlan said. One thing the county is keeping a close eye on are several new species of mosquitoes that have the capability to transmit new tropical diseases.The mosquitoes are fairly new here and have only been in the county for about four years, Conlan said. Further research is needed to determine exactly why the mosquitoes have all of a sudden decided to call San Diego home. “(The new mosquitoes) now bring the unfortunate opportunity for things like say Zika or Dengue to go ahead and potentially be transmitted here.”Conlan says, though no human transmission of such diseases have happened yet in San Diego County, the more people can do to mitigate the risk, the better. “What we don’t want to see is for people to let their guard down and then have some places where those mosquitoes become very locally abundant.”“If that were to occur, it would raise the possibility that, if someone were to return from a trip infected with one of these diseases, those mosquitoes could pick it up and transmit it to someone who hadn’t gone anywhere.”Conlan said the new breeds, known as aedes mosquitoes, are very happy to call small containers in backyards home. “The more people can do to keep that water from being there, the less of a chance we’re going to have of mosquito problems in people’s backyards,” Conlan concluded. Allergies expected to be worse Another concern amid all the rain is increased allergies. Dr. Dana Ger, the Clinical Director for Scripps Health Express said the clinics have already been seeing cases of allergies. "In San Diego, who knows when it’s spring, who knows when it’s fall” Ger said jokingly. Ger said the recent moisture has brought with it allergies throughout the county. According to Ger, the moisture does more than just cause plant growth. Clouds and rain also force pollen closer to the ground, affecting people’s allergies. Allergy season may be off to a bad start, but it could get much worse. “We anticipate that it could get pretty bad,” Ger said. “One of the concerns is that people who have mild allergies absolutely could have worse allergies and, as with any year, people who had mild allergies in prior years, allergies can increase.”Ger recommends that people who are unsure what to do about their allergies see their doctor. SAN DIEGO (KGTV) - Dog owners who live in Normal Heights are worried about the future of the off-leash dog park at Ward Canyon.Earlier this month, signs appeared saying the large-dog area would be closed through the end of March 2020. People who use the park say it's because a few neighbors complained about the noise to the local Advisory Committee.Because the large-dog area is closed, all sizes of dogs have been sharing the small-dog area next to it."It's really crowded," says dog owner Christina Ardon. "When people get off work, everyone's over here. It's a little bit of a madhouse.""It's intimidating to smaller dogs," says Jason Douglas-Hiley. "They won't come into the park because they're afraid of the large dogs harassing the smaller dogs."Meanwhile, the City of San Diego has plans to renovate the entire park. Renderings show the area where the large-dog park currently sits would be turned into a community garden. The small-dog park would be expanded.But, City Councilmember Chris Ward's office says there is no funding for that project, and no timetable for when it could be added to the budget.People who use the park say they're afraid it will disappear while the project sits in limbo."To have to wait 2-5 years for them to construct a new park is a lifetime for a dog," says Douglas-Hiley.Park supporters have started a petition, asking the city to safeguard the small-dog area and also fence off a different portion of Ward Canyon for large dogs to use. Gavin Newsom on Thursday ordered a statewide "limited Stay at Home Order" for San Diego County and other counties in the state's COVID-19 purple tier.In a release on the governor’s website, the state’s curfew will take effect Saturday, Nov. 21. It will be from 10 p.m.-5 a.m.The curfew is set to expire on Dec. 21 at 5 a.m.The state said the restrictions are similar to the stay at home order issued in March.This time, however, the order only applies to counties in California's purple tier status under its COVID-19 reopening plan.Newsom said, “The virus is spreading at a pace we haven’t seen since the start of this pandemic and the next several days and weeks will be critical to stop the surge. We are sounding the alarm. It is crucial that we act to decrease transmission and slow hospitalizations before the death count surges. We’ve done it before and we must do it again."San Diego County Supervisor Greg Cox, in response to the statewide curfew, said, "Look, we know we all want to see this pandemic end. And believe me, we do too. But those who float the public health orders, those who refuse to use masks and facial coverings are just prolonging the misery."“Bottom line is, wear those damn masks out there. Socially distance.
