SAN DIEGO (KGTV) - A chlorine spill that prompted evacuations in University City was contained Monday evening. 30 gallons of chlorine spilled in the pump room of the Lawrence Family Jewish Community Center's Friedenburg Pool about 3:30 p.m. on Executive Drive at Regents Road, according to the San Diego Fire-Rescue Department. Just after 4 p.m., the department said about 40 children were sheltered in place while crews developed a plan to mitigate the situation. The location is near corporate offices and housing, including UC San Diego's Mesa Residential Apartments.No injuries were reported.Chlorine spill contained to 30 gallons at the JCC pool. No injuries. About 400 kids evacuated already. SAN DIEGO (KGTV) – A group of parents rallied in Mira Mesa Thursday morning to urge the San Diego Unified School District to reopen schools for in-person learning sooner rather than later.Since March, the district has kept school doors shut, but officials recently announced plans to initiate Phase 2 of a return plan come January.At Thursday’s rally, parents said that's not soon enough."Kids are depressed. We're trying to get them outside safe, but they need socialization and to be with friends. That's half of what they get out of school,” a parent said.City Councilmember Chris Cate joined parents Thursday in support, adding, "Every day that passes is critical."Cate said San Diego's climate could have easily played a part in welcome all students back to class by now."Outdoor learning, why are we not taking advantage of the climate we have here in San Diego? Yes, it's innovative and costly but ideas could be put forward when we know in fact, and have data that says, 'This is working' or 'this isn't working.’”Even though the trend of rallies has made a difference for districts in Poway, Carlsbad, Del Mar and Vista, it came with a cost.One week after Vista Unified welcomed students back into classrooms, five COVID-19 cases arose in their district, resulting in a lack of teachers to fill in and a quick move by the board to set new rules.Some parents in Vista even thought twice about their decision to send kids back to class, including parent Timothy Hernandez."I think they need to re-evaluate their plan and I wouldn't bring them back until next summer. I know they had trouble with subs and that says a lot,” Hernandez said.Yet parents like SUHSD dad Edward Ewing had opposing views."It seems like they're not putting the kids first, the psychological effect on kids are going to be felt for generations,” Ewing said.Carlsbad is the latest district to announce an in-person learning hybrid program that includes some students returning as soon as Nov. 30. 1984

  

SAN DIEGO (KGTV) - A final report from the National Transportation Safety Board points to the probable cause of a 2016 crash into the Navy Pier and dock in downtown San Diego.The Adventure Hornblower collided with the seawall sending people on shore scrambling for safety.According to the August 2017 report, the probable cause is listed as “failure of the port transmission to disengage from the forward propulsion position due to the operating company’s lack of adherence to the transmission manufacturer’s recommended periodic maintenance schedule and the lack of routine maintenance and upkeep of the propulsion system’s equipment.”It also says that the lack of instrumentation to provide a positive indication of thrust direction or an alarm to indicate the propulsion control system was not responding properly to the captain's commands."it was shocking,” said passenger Susan Pendergast. “I mean it was just shocking.”Pendergast says when the vessel hit the dock she was thrown to the ground, re-injuring an already bad back.She eventually had surgery in two different places.“It’s left me certainly not with the life I once had,” she said.Following the collision, an official with Hornblower told 10News it could be related to a possible mechanical failure.A few months later court documents pointed toward an unforeseeable and unpreventable mechanical failure despite proper maintenance, the fault was caused by the neglect of others.The NTSB report disputes that finding.When talking about the collision, the report states,  “As the Adventure Hornblower approached the pier on the accident date, the port transmission failed to respond to the captain’s helm orders. Investigators believe that the fault occurred between the servo-actuator, the mechanical linkage, and the control unit, most likely due to neglected maintenance to the port transmission and control system.”In a statement, a spokesperson for the Hornblower disputes the NTSB’s findings writing, “Hornblower Cruises & Events continues with safe, daily operations, following the allision of Adventure Hornblower back in 2016. On that day, the initial response of our captain and crew to address all immediate safety concerns and ensure the well-being of all guests aboard, was exceptional. Hornblower has noted several inaccuracies in the NTSB report on this matter, and therefore disagrees with its determinations as to the probable cause of the allision.  Due to ongoing product defect litigation, Hornblower cannot comment further at this time. Hornblower, deeply appreciates the amazing loyalty of our customers and guests over the years, and we continue to work with care and diligence, every day, to deliver on that trust.” 2739

  

SAN DIEGO (KGTV) - A College Area homeowner got a huge shock when he returned home from a camping trip: The presence of some uninvited guests.Bill Yogerst left Saturday at 12 p.m. from his home on Catoctin Drive. On Monday morning, he got a call from his roommate, who had also been out of town, telling him the grates on the outside of the granny flat had been damaged.     Inside the house, there was one disturbing discovery after another.    "There was a trail of dirt in the shower. They had urinated on the toilet. They ate my food and drank my beer," said Yogerst.MAP: Track crime happening in your neighborhoodPhotos he took show a half-eaten bowl of soup, and open beer bottles that were taken from his fridge. He also found shoes and some sweatpants in his hamper that didn't belong to him. Also throughout the house were odd shrines of carefully positioned, mismatched household objects."That is skin-crawling creepy," said Yogerst.The feeling didn't go away when he reached the bedroom."I looked at my bed and it wasn't made. Sheets were pulled down and the pillows rearranged and stacked ... realized they were sleeping in my bed ... a creepy feeling of violation," said Yogerst.The intruders in this twisted Goldilocks tale: A homeless couple in their 20s. Neighbors spotted them in the driveway on Sunday. Yogerst says they found his hidden spare key and walked right in."It was like a Holiday Inn. They were enjoying their stay," said Yogerst.Yogerst says the presence of homeless in the area has increased in the past two years."Some of the churches, God bless them, do feed them, but that does bring them in," said Yogerst.Yogerst says only a few items were taken, including loose change, toiletries, and prescription medication. One of the suspects has a distinct description: A transient African-American woman, about 5-foot 5-inches tall, with bright orange hair.
