(KGTV) -- Proponents of Proposition 15, a measure that would affect commercial and industrial properties, said it would bring in much needed money to local governments and schools.“In public schools, we are in dire need of full and fair funding,” said Christina Benson, an elementary school teacher in National City and president of the National City Elementary Teachers Association.Prop. 15 would base property taxes for commercial and industrial land and buildings on current market value rather than original purchase price. This would apply to properties more than million. According to the Legislative Analyst’s Office, this could bring in anywhere between .5 to .5 billion per year.Benson said part of that would go toward teachers’ pay as well as programs, materials and supplies for classrooms.The ad for Yes on 15 said it would “close big corporate tax loopholes, protects homeowners, and cuts small business taxes.”Lynn Reaser, chief economist at Pt. Loma Nazarene University, questioned the use of the word “loophole.”“Businesses and homeowners all now face the same rules—large companies, small companies, wealthy homeowners, poor homeowners. (KGTV) -- The family of Trevor Heitmann, the popular internet personality who drove a sports car into another vehicle killing a mother and her young daughter, say they are devastated and are working to understand what led to Thursday’s tragedy. “Our family is devastated over the tragic loss of our beloved Trevor Heitmann,” the family said in a statement sent to this station via email Saturday by their attorney. “We express our deepest condolences to the Pizarro family and anyone impacted by this incident.” “We are piecing together the facts and circumstances that lead to this incomprehensible tragedy.”The family also thanked first responders for their “valiant efforts and dedication.”Heitmann, 18, was behind the wheel of the 2014 sports car that collided with an SUV, killing himself, and a 43-year-old woman and her 12-year-old daughter, according to the San Diego Medical Examiner.Heitmann was traveling at a high rate of speed heading southbound in a northbound HOV lane at about 4:30 p.m. near La Jolla Village Drive before the collision, CHP said. Troopers believe he entered via an HOV lane access at Carol Canyon Road. The two vehicles collided and exploded into flames, witnesses told 10News, causing a chain reaction of crashes with at least five other vehicles.  1315

(KGTV) — Saturday, President Donald Trump signed a law approving the use of 9-8-8 as the universal telephone number to reach the National Suicide Prevention Hotline starting in 2022.The National Suicide Hotline Designation Act, which was passed by the U.S. House in September after being approved by the Senate and Federal Communications Commission, will allow individuals to dial the three digits 9-8-8 as opposed to the previous 10-digit hotline number, which is currently 1-800-273-8255 (TALK), CNN reported.The new number will take effect in July 2022.The bill allows states to collect fees aimed at ensuring local crisis centers can support increased volume and directs federal health agencies to submit a report to Congress on strategies to improve support services for LGBTQ youth, minorities, and individuals in rural counties, who are at a higher risk for suicide.In 2019, the FCC estimated that the costs of implementing a three-digit hotline for the first year would be about 0 million and 5 million in the second year, which includes costs for call-center capacity and public awareness campaign.
