(KGTV) - A new law, passed unanimously by the Carlsbad City Council, will allow any place with a license to serve food and alcohol to also host live entertainment.Previously, only places that served primarily food were allowed to have live music or shows."What we’re looking at is more of the solo artist, the pianist, more of the acoustic music that we’re seeing a trend in the rise all over," says City Village Manager Claudia Huerta.The city hadn't updated its live entertainment rules since 2017. Huerta says business owners had requested the change to keep pace with other similar coastal cities. Now, they can apply for a permit to have live entertainment, including music, DJs or other performers like hypnotists and comedians."The village is a special place," says Zac Markham, who owns Humble Olive Oils on State Street. "I really think this will raise bar of the village and make it a place to be for Carlsbad and all of our county."Not everyone is excited about the change. Some neighbors worry that more music will lead to more people and more problems, especially late at night."The whole purpose of that is to get more business, right? I understand, that’s a valid business reason," says Carlsbad Barrio resident Simon Angel. "But is it appropriate for the communities that are going to be impacted by it? We already have people walking through at night. Sometimes they stop and relieve themselves or they get sick in people's front yards."Huerta says the city is working to make sure that doesn't happen. Every application for an entertainment permit will be reviewed by the police. And the City Council will revisit the program after 6 months to make sure it hasn't created any problems.The new ordinance goes into effect in April. However, Huerta says the Village still has to adapt its master plan before the change can take effect. That may not happen until the fall. 1911

Call it futuristic, but in reality, it's science redirected to make people feel better.Eric Rice, founder and CEO of Quanta, gave a virtual tour of his Los Angeles-based lab which produces the muscle Rub.“We have the brain and the body,” Rice said. “The brain does all the calculation. (KGTV) – The Carlsbad Police Department held a community meeting to address a creeper that’s been prowling through neighborhoods.RELATED: Carlsbad Police release sketch of suspected prowler who entered homes on occasionAbout 50 people attended the Thursday night meeting at the Carlsbad Senior Center.Police passed out the sketch of the man they say has been looking through people’s windows and then climbing through the glass.In one case, the prowler climbed into a teenager’s window but ran off when the girl woke up and started screaming.Police say the incidents happened between Sept. 11 and Sept. 16.  In all cases, police say the man went in through an unlocked window on the ground floor. 731

Canada is the latest country to approve a COVID-19 vaccine candidate made by Pfizer and BioNTech, according to ABC News and the Washington Post.On Monday, Prime Minister Justin Trudeau announced that the vaccine would arrive in Canada next week and that doses would be distributed at that time.The FDA is expected to meet tomorrow to discuss granting Emergency Use Authorization to the Pfizer vaccine. Approval is expected, and Americans may begin receiving doses as soon as next week.The drug has already been administered to some patients in the United Kingdom, who approved the vaccine for emergency use last week. On Wednesday, officials announced that two people with extensive histories with allergies had suffered "adverse effects" from the injections, but both patients are expected to be OK. Officials in the U.K. are now advising patients with similar histories of extreme allergic reactions to not get vaccinated for the time being.Initial efficacy studies showed the Pfizer vaccine to be 95% effective in preventing COVID-19, without serious side effects.A vaccine candidate made by Moderna is also on the precipice of receiving widespread approval from several major western countries. 1206
